About the People Management Unit Department

 


The People Management Unit (PMU) is responsible for designing and implementing team management and DEI-related learning events for multiple MSF sections, including the Ways of Working (WoW) courses. The PMU is a global team with team members currently based in North America and Europe, with facilitation teams recruited and contracted globally.

 


The PMU's programs are designed to contribute to the professional development of MSF staff and prepare them for more senior roles, while also contributing to the overall operational success of MSF projects. PMU programs support changes in MSF’s workplace environments and learning culture, as well as foster the implementation of new ways of working within MSF.

 

 

About the Project

 


The WoW Program Management (PM) Team collaborates with MSF Operations and HR teams to plan and deliver training courses and other learning events in digital, virtual, and face-to-face training environments. The PMU Team recruits facilitation teams, works with them to deliver learning events consistent with the WoW programs’ content and core messaging, pedagogical design choices and training methodology and supports their ongoing professional development.

 

The WoW Program Management Team collaborates with the Instructional Design team to expand the range and delivery of the WoW program offer in multiple languages. Facilitators and technical producers are integral to expanding, improving, and updating WoW content for all learning events, providing a continuous feedback loop from WoW participants.

 


The PMU Learning and Development (L&D) Associate / Technical Producer (L&D Assoc/TP) is responsible for the development and implementation of key administrative components of WoW learning events. The role oversees all administrative aspects of each WoW course, as well as supports the development of program management tools and capturing essential WoW program training data. The PMU Learning and Development Associate / Technical Producer reports to the Cohort Planning Officer.

 


ROLES SPECIFIC ACCOUNTABILITIES

 


Daily Activities & Responsibilities

 


SCOPE

 


Learning and Development (L&D) Associate (50%)

 

Administrative Support to the WoW Cohort Planning Officer

 


Is the principle administrator and mission contact for all Ways of Working (WoW) virtual and in-person training sessions. Liaises with WoW Cohort Planning Officer before and after each WoW session to:

 

 

  • finalize WoW participant lists for review with the WoW Cohort Planning Officer
  • deliver the relevant WoW instructions, documents, links, etc. to the WoW-host countries, line managers, IT managers and WoW participants
  • support the briefings, walkthroughs and debriefings of all WoW facilitation teams, liaising with Cell HR Responsibles, Country PDMs / HRCos / CoFiRHs and guest contributors to set up briefings.
  • answer all logistical, content and material-related questions, forwarding technical questions to the Instructional Design (ID) Team as necessary
  • ensure latest versions of all WoW files are posted in the correct Facilitator and WoW cohort folders on Teams, Sharepoint, and Tembo
  • email facilitators and participants session emails and nudges as per WoW session requirements

 


Supports the WoW Program Management and Monitoring and Evaluation teams to maintain accurate records of all WoW activities including:

 

 

  • following and improving the process to launch trainings and the onboarding of facilitation teams, expanding the level of detail to ensure the efficient delivery of all WoW courses
  • assisting the WoW Program Management team and WoW facilitators to track pre-work and post-work assignments and activities for each WoW session on Tembo and other learning software, coordinating with HRCos and others to ensure participants are advised of outstanding work.
  • reviewing, cleaning and consolidating all WoW participant and course data, and all WoW session survey data

 


Other miscellaneous duties (10%)

 

 

  • Collaborates with the PMU Team to discuss how to improve the participant experience in courses
  • Provides back-up technical support to Facilitation Teams, often at short notice
  • Assists with data and file management of course materials and other administrative support tasks
  • Attends MSF meetings and learning events to gain information and skills applicable to the WoW programs. Attends regularly scheduled staff meetings, Program Updates and office-wide debates to participate in information sharing across all departments, and stays informed on important MSF topics to be able to contribute to the organization’s ongoing development
  • Participates in WoW Facilitation Team orientations and workshops to train and develop Facilitators and Technical Producers, continuously building their understanding of the WoW programs, content, core messaging, pedagogical design choices and training methodology.
  • Acts as the Technical Producer approx. 2-4 virtual WoW courses or Continuing Professional Development workshops per year in order to maintain familiarity with core content and the expanding PMU offer.

 


Technical Producer (40%)

 

Pre-Course Preparation

 

 

  • Ensures all participant and facilitator materials are posted on platforms as determined by the PMU so they are accessible to facilitators and participants.
  • Attends pre-course briefings with the Facilitation Team and Program Management Team to confirm expectations and specific logistics considerations and messaging for each WoW course.
  • Participates in pre-course Facilitation Team orientations and trainings to develop new WoW Facilitators and Technical Producers.
  • Communicates with WoW Facilitators to plan their joint training delivery.

 


Coordination of the Training and Course Preparation

 

 

  • During mission/project briefings (HRCo, IT support, and/or designated project contact), follows up to ensure the PMU’s recommendations for each participant’s learning workspace, computer, internet access, training materials and other essential logistics are in place.
  • Confirms the WoW course schedule with the WoW Facilitators, taking into consideration public holidays, participant leaves, planned operational activities, etc.
  • A week before the Technical Orientation, confirms with the WoW Program Management team and WoW Facilitators:
  • the final participant list
  • all technical tools are ready to be used.
  • the virtual training room link is shared and ready for the first Technical Orientation

 


Technical Production and Support of WoW Courses

 

 

  • Conducts multiple technical orientation sessions before the start of each WoW training. Provides supplementary one-on-one technical support to participants who require additional assistance
  • Collaborates with the WoW Facilitation Team to ensure all training materials and equipment are prepared before each session and manages the technical execution of each WoW session
  • Provides administrative support, including tracking participants’ attendance, sending participants pre-work assignments, and consolidating notes and information where needed
  • With the WoW Facilitators, analyzes the participants’ ability to navigate course software, logistical problems (like limited internet connectivity), and works with the PMU to determine whether materials and exercises should be adapted.
  • Responds promptly to WoW participants’ technical issues and any questions related to accessing course materials.

 


Reporting

 

 

  • Prepares, extracts, and consolidates all WoW participants’ module survey data to send to co-facilitators to analyze as part of the Facilitation report of the WoW.
  • Contributes technical feedback and observations to the WoW Facilitators’.
  • Attends scheduled meetings with members of other Virtual Facilitation Teams to share practices, provide feedback, and receive information and updates from the PMU on WoW programming.

WORKING ENVIRONMENT

 


Extent of Public Contact

The L&D Assoc / TP has limited contact with non-MSF staff members. Questions related to WoW course programming will be referred to the PMU Director or Team Lead - Program Management. Questions related to program content and design will be addressed by the Team Lead - Instructional Design.

 


Within the MSF movement, the L&D Assoc / TP interacts with all levels of staff, field workers and colleagues within OCP and other OCs, as well as other MSF sections, Epicentre and/or the MoH.

 


Working Conditions, Travel and Environment

This position can be based in a number of MSF locations, but it cannot be guaranteed that all MSF offices will be able to host this role. The work location of this role may be reviewed in 2024 or 2025.

 


While performing the duties of this job, the L&D Assoc / TP will be required to sit (or stand) for long periods. Must be available to work before 9:00 am, and after 5:00 pm or on weekends, as required. Some flexibility required as not all MSF offices, missions, team members and collaborators may be available during regular U.S. EST working hours.

 


The L&D Assoc / TP should be prepared to work from an MSF office, virtually from home, or as contract hosting policies may require, a hybrid working model. If the role is hosted by an MSF office outside the United States, then the individual will be required to follow the rules and regulations of the hosting office. As such, the L&D Assoc / TP’s working environment must be conducive to working independently and attending virtual meetings, including access to high-speed internet and allowing for focused and uninterrupted periods of time.

DESIRED QUALIFICATIONS & EXPERIENCE

 


LEARNING and DEVELOPMENT ASSOCIATE / TECHNICAL PRODUCER PROFILE

 


ESSENTIAL QUALIFICATIONS

 

 

  • Bachelor’s degree or equivalent, preferably in adult learning or education.
    A minimum of 2 years’ real work experience will be strongly considered.
  • Outstanding computer skills including experience using Microsoft Office products, database, and team collaboration programs
  • Understanding of learning and facilitation methodologies
  • Excellent written and oral communication skills in English.
  • Strong interpersonal skills, especially cultural sensitivity
  • Ability to work with limited supervision and direction
  • Previous experience supporting, organizing and/or producing learning events, especially virtual learning events
  • High level of proficiency using computers and able to quickly learn the software applications used in WoW courses (Microsoft Office, Microsoft Teams, Zoom, Mural and others)
  • Ability to trouble-shoot technical issues (including software / hardware / internet connectivity), and quickly identify solutions
  • Capable of giving clear technical instructions to a diverse range of WoW participants who may not be confident or familiar using computers or new software, patiently reframing instructions to suit different user’s needs and levels of expertise

 


PREFERRED QUALIFICATIONS

 

 

  • Professional fluency in more than one language (English, French, Arabic, Spanish)
  • 2 years’ experience working with MSF
  • Knowledge of WoW programs and/or other MSF management and DEI programs
  • Outstanding and proven time management and organizational skills
  • Keen attention to detail with ability to track multiple projects at one time.
  • Genuine interest in and commitment to the humanitarian principles of MSF
