The CDC Foundation seeks a Program Officer (PO) to support the Infectious Disease Department’s Partnering for Vaccine Equity (P4VE) program funded by the US Centers for Disease Control and Prevention. The P4VE program ultimately works to build vaccine confidence, reduce vaccine disparity, and improve health equity among racial and ethnic communities across the U.S. The P4VE program is comprised of three elements: 1) partnering with community-based organizations (CBOs) to implement grassroots efforts locally in their respective communities; (2) partnering with national digital marketing and media organizations to address misinformation about COVID-19 and influenza through media monitoring, paid media and influencer campaigns, and content creation; and (3) designing, launching, and maintaining a Vaccine Resource Hub platform with culturally relevant and easy-to-understand vaccine resources publicly available for widespread use. The P4VE program is a federally funded, five-year initiative that is currently in its third year of implementation.
 
With discretion, professionalism, and independent judgment, the Program Offer manages multiple CBO partners to include oversight of subaward agreements, contracts, and budgets while ensuring compliance with federal funding requirements; monitor/track individual CBO performance and progress towards project goals; review, approve, and receipt invoices; conduct ongoing project support calls with CBO partners one-to-one as needed; host and facilitate bimonthly, discussion-based CBO cohort calls remotely; conduct site visits to build relationships with CBO contacts, provide technical assistance and capacity-building support, and observe an organization’s program in action; and serve as the primary point of contact for all matters related to their P4VE project and internal grants management controls. The Program Officer fosters a supportive, inclusive, and collaborative environment among the CBO partners they manage and within the team, and documents/reports on challenges, lessons learned, successful programmatic strategies, and stories of impact. Additionally, the PO supports the Senior Capacity Development Officer to design, launch, manage, and evaluate a CBO-driven capacity-building assistance (CBA) program for P4VE CBO partners.
 
The ideal candidate will bring experience working with community-based organizations, knowledge of federal funding requirements, and familiarity with immunization challenges and health equity concepts. The PO will work closely with a team of CDC Foundation colleagues, P4VE partners, CDC technical experts, and CBOs to further the goal of increasing equity in adult immunization in the United States. This is a term limited position through April 2024.

Duties and Responsibilities

    • Plans, executes, monitors, and closes projects for the ID Department that span internal departments, organizations, geographic regions, and cultures.
    • Fosters and maintains peer-to-peer relationships with subject matter experts, partners, and other stakeholders aimed at efficient and effective project and/or moderately complex program implementation.
    • Prepares, finalizes, and submits narrative and financial project reports or updates to CDC in collaboration with internal and external stakeholders.
    • Develops data driven briefing documents and project updates with a focus on stakeholder engagement.
    • Serves as project liaison for and between internal and external stakeholders. Collaborates with the CDC Foundation Internal Operations Department – in particular, the General Counsel and Federal Grants and Compliance Team – to ensure project compliance.
    • Manages significant matters such as project development, project-related budgeting and procurement, auditing/evaluating project performance, and solutioning problems.
    • Formulates project goals, objectives, operating guidelines, and priorities to ensure consistency with the organization’s standard operating procedures.
    • Contributes to resource mobilization efforts for the assigned projects/programs.
    • Prepares, negotiates, and monitors contracts and agreements with consultants, vendors and implementing partners.
    • Develops workplans for CBA requests in collaboration with the team to guide activities and ensure successful implementation.
    • Works with the team, other staff, consultants, and subcontractors to develop, lead, and/or support training and other group-level technical assistance.
    • Collaborates in the collection, analysis, and evaluation of process and outcome measures related to capacity building activities.
    • Represents the CDC Foundation at technical, policy, and strategic planning meetings with internal and external stakeholders
    • Travels domestically to conduct site visits and as needed to represent the designated projects and/or programs (up to 20 percent time annually).
    • Participates in and/or supports special projects and other duties as assigned.

Qualifications and Necessary Skills

    • Master’s degree in public health or related field from an accredited college or university required.
    • Minimum of 5 years of public health or related professional experience. Experience with federal grants/contracts management preferred.
    • Excellent written and verbal communication skills with experience preparing, writing, and editing complex documents such as detailed reports; briefing documents for CDC, and other stakeholders/partners; and concise presentation of information using data and science to drive messaging.
    • Creative, innovative, and solutions driven, with a focus on design, powerful storytelling, and engaging stakeholders and partners.
    • Experience with enterprise resource planning systems and software packages used to manage day-to-day business activities such as program management and budgeting preferred.
    • Knowledge and skills needed to be effective in capacity building with local community-based organizations and partnership building across diverse stakeholders.
    • Ability to make decisions that accomplish project/program strategic objectives.
    • Skills in project management and budget formulation, management and forecasting, federal award compliance, cultural awareness, health equity, communication, and creative problem solving.
    • Demonstrated success in managing complex projects from initiation through close-out.
    • Ability to represent the CDC Foundation and its partners during negotiations concerning contract awards, project planning, implementation, and evaluation.
    • Outstanding interpersonal and teamwork skills; collegial, energetic, and able to develop positive, productive relationships with colleagues, stakeholders, and partners.
    • Sound judgment and maturity, exemplified by consistent professionalism in working with individuals at all levels both internally and externally.
    • Project management certification through the Project Management Institute or similar accreditation organization preferred.
    • Strong computer skills including word processing, spreadsheets and PowerPoint.
