Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Manages, prepares, administers, and directs control of budget / organization resources. Manages the activities of the financial / resource analyst staff. Reviews and approves recommendations for financial planning and control. Monitors division and department adherence to approved budget. Provides guidance to subordinates to achieve goals in accordance with established policies. Work is reviewed and measured based on meeting objectives and schedules. Follows processes and operational policies in selecting methods and techniques for obtaining solutions. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

The Finance Manager is critical to the daily operations of the Cardiology Division. The individual works under the general supervision of the Division Manager to oversee the extensive non-sponsored financial operations of the division. This position will manage four Finance Analysts and is directly and independently responsible for all aspects of non-sponsored financial operations. 

The incumbent is responsible for overseeing the effective and efficient budgetary and financial management of the Division’s non-sponsored resources encompassing $32M that is a mix of funds flow (profees), Division gifts, Faculty gifts, endowment income, discretionary funds, professional service agreements and contracts, and financial commitments to faculty for recruitment and retention.  Incumbent is responsible for ensuring successful internal controls; compliance with gift and endowment restrictions; compliance with UC, campus and DOM policies and procedures; continual process improvement; and risk management.  Incumbent serves as a resource for guidance within the Division, particularly on UC, DOM, and division policies, with a concentration on financial and administrative management requirements related to UC accounting, purchasing, travel reimbursement, gifts and endowments, and capital assets policies and procedures.

The Finance Manager independently conducts in-depth financial and management analysis to support the Division’s strategic objectives.  Responsibilities include oversight of the annual budget preparation; oversight of the monthly reports used by the Division Manager and faculty in decision support; preparation of the annual faculty incentives for clinical, research and teaching activity to drive the missions; preparation and distribution of the monthly individual physician key performance indicators reports with cFTE-based wRVU targets, and maintenance of the expected clinical effort and individual funding tracking systems. 

The Finance Manager serves as a resource for guidance, functioning as advisor to the Division Manager, Division Chief, and 74 faculty members on all non-sponsored finance-related issues, exercising judgement and determining appropriate action.  The individual is responsible for oversight of prospective and retroactive funding updates for faculty and staff; oversight of an extensive array of clinical pay plans with monthly payments; oversight of ledger verification; approval of journals; oversight of purchasing; oversight of reimbursements; oversight of capital asset inventory; oversight of overdraft resolution.  Leads in the creation, maintenance and reporting of operational and budget processes, and finance planning.  Responsible for development and monitoring of policies and procedures for Division finance operations.

Responsible for oversight of the non-sponsored finance unit.  Responsible for leading development and implementation of optimal workflows, and facilitating collaboration and sharing of best practices within the Division for related workflows and/or activities, such as purchasing, reimbursement, and ledger reconciliation.

Please note: The compensation ranges listed online for roles not covered by a bargaining unit agreement are very wide, however a job offer will typically fall in the range of 80% - 120% of the established mid-point. An offer will take into consideration the experience of the final candidate AND the current salary level of individuals working at UCSF in a similar role.

Department Description

The Department of Medicine is the largest department in the UCSF School of Medicine. To advance health, the Department of Medicine develops and supports innovators in patient-centered care, scientific discovery, medical education and public policy across 5 main sites (Mission Bay, Parnassus, ZSFG, VAMC, and Mt. Zion) and 39 divisions.

The Division of Cardiology is one of the largest clinical, research and training divisions of the Department of Medicine (DOM) at UCSF. 

Within the Division are sub-specialty sections for:  General Cardiology; Adult Congenital Heart Disease; Advanced Heart Failure, Transplant, and Pulmonary Hypertension; Cardiac Electrophysiology; Cardio-Oncology and Immunology; Critical Care Cardiology; Echocardiography and Cardiac Imaging; Interventional Cardiology; and Preventive Cardiology. 

The Division runs several clinical practices in multiple sites, conducts basic and clinical research, and educates medical students, residents, clinical fellows and postdoctoral scholars through ACGME as well as non-ACGME training programs. 

There are 8 fellowships in the Division:  General Cardiology; Adult Congenital Heart Disease; Advanced Heart Failure and Transplant Cardiology; Cardiac Electrophysiology; Cardio-Oncology and Immunology; Echocardiography and Advanced Imaging; Interventional Cardiology; and Structural and Valvular Interventional Cardiology. 

While the Division is primarily split between the Parnassus and Mission Bay campuses (several locations), fellows have rotations at the Zuckerberg San Francisco General Hospital and the San Francisco Veterans Affairs Medical Center, and there are clinic sites in Chinatown and downtown San Francisco (Daniel Burnham Court) as well as in Berkeley, Fremont, Marin, Modesto, Salinas, and San Mateo.

In addition, the Division has significant and complex financial and administrative relationships with the Department of Medicine (DOM) and the UCSF Health System.  There are large patient care programs in the sections noted above, as well as large clinical, Federal, and privately supported research programs and 7 faculty laboratories.  The Division currently expends over $35 million per year in pursuit of its clinical, research, training, and service missions. 

The Division has over 200 personnel.  Of note, there are:  74 faculty (including 2 VCF and 1 MSP physician); 13 non-faculty academics (excluding WOS and visitors); 38 clinical fellows; 8 postdocs; over 65 research support staff; and 12 staff centrally for fellowship support, non-sponsored finance, HR, digital communications, and faculty administrative support.


Required Qualifications

  • Advanced degree in related area and 6+ years of progressively responsible academic and financial management experience, encompassing financial management, strategic planning. organizational development, human resource management, administrative analysis and operations research that includes 5+ years of supervisory/management experience and / or equivalent experience / training
  • Comprehensive knowledge of finance and budget policies, practices and systems; budgeting and reporting techniques; fund accounting; human resource planning; accounting and bookkeeping
  • Ability to effectively communicate verbally and in writing. Demonstrated ability to effectively persuade and negotiate results in complex situations
  • Interpersonal skills and ability to work effectively across the organization at all levels; ability to interact with diverse populations. Interpersonal skills to effectively lead, motivate and influence others and to develop and maintain high standards of customer service
  • Client services oriented; exceptional listening, critical thinking, and analytical skills. Ability to quickly evaluate complex issues and identify multiple options for resolution

  • Thorough knowledge of common organization-specific and other computer application programs. Excellent computer skills using MS Office Suite with advanced skills in Excel including pivot tables, mathematical functions, and the creation of graphs and charts 
  • Excellent project management skills, with demonstrated commitment to project quality and to meet deadlines.  Demonstrated experience in managing large and complex projects from inception to completion on schedule Ability to prepare and present complex quantitative analyses, including financial projections and budgets           
  • Demonstrated ability to maintain discretion and confidentiality. Strong work ethic 
  • In depth ability to use multiple spreadsheet and database software tools to gather information for specialized, complex financial analysis, fiscal management, and financial reports
  • Excellent financial and analytical skills, including a demonstrated understanding of the concepts of internal controls and the methods of evaluating internal control systems

Preferred Qualifications

  • Familiarity with equipment inventory rules and regulations
  • Familiarity with Campus internal audit rules and regulations
  • Familiarity with Campus business and finance bulletins
  • Familiarity with Campus expenditure rules and regulations
  • 4 years supervisory experience in a higher education setting
  • Comprehensive understanding of university policies, rules, regulations, procedures, and practices, particularly in regards to internal controls, budget, accounting and fund management. 
  • Prior experience and proficiency working with UCPath, MyReports, PeopleSoft Journals, PeopleSoft Asset Management, PeopleSoft Research Administration, MyExpense, BearBuy, GLV, PeopleConnect, PLUS, HBS, and other UC software/systems
