Family Service Association of Greater Elgin Area (FSA) is seeking its next Chief Executive Officer (CEO) to continue leading this adaptable and well-respected organization toward its mission of providing quality, accessible, client-centered, equitable and holistic behavioral health services. FSA’s new Chief Executive Officer will have the opportunity to streamline operating procedures while envisioning a full complement of evidence-informed practice strategies that meet community needs while remaining fiscally responsible. Current challenges include recruiting, retaining & engaging our workforce, managing payer requirements in a rapidly changing behavioral health landscape, and integrating the latest technology to improve organizational workflows.
Essential duties and responsibilities include the following:

Governing Board

  • Responsible for providing staff support to the Governing Board of Directors and all committees thereof.
  • Responsible for providing staff leadership in development and maintenance of the agency’s Strategic Plan including ancillary plans such as fundraising and technology plans.
  • Responsible for providing staff leadership for maintenance of Accreditation Standards
  • Responsible for planning and coordinating the development of policies governing the agency’s operations with the Governing Board of Directors
  • Responsible for providing written reports regarding program operations and their compliance with organizational policy, the implementation and review of the long-term agency plans, and other issues related to the agency’s achievement of its mission.
  • Responsible for providing written reports on the agency finances that include current financial status and anticipated funding and financial planning and funding alternatives.

Administration

  • Responsible for the overall agency compliance with all federal, state, local laws and licensing requirements related to the business of the agency.
  • Responsible for providing staff leadership for All Agency staff meetings (Town Halls, etc.) and Leadership Team meetings.
  • Responsible for attendance at meetings related to agency funding sources and agency risk issues.
  • Responsible for the oversight of all agency risk management activities including an annual analysis of risk.
  • Responsible for the oversight of all agency performance quality improvement activities
  • Responsible for the oversight and preparation and implementation of agency contracts and sub-contracts
  • Responsible for all day-to-day and external operations of the agency

Financial

  • Prepare Agency Annual Plan, including budget (prepared by financial consultant), staffing plan, program objectives, administrative objectives.
  • Assist financial consultant in preparation of agency financial reports to stakeholders.
  • Review & sign off on all invoices.
  • Sign all checks.
  • Review and sign off on all reports to funding sources including State departments.
  • Assist with and review Annual Audit
  • Review expenditures and income compared to budget contained in monthly financial statements.
  • Review agency cash flow analysis contained in monthly financial statements.

Personnel

  • Review, write and ensure the implementation and compliance with agency personnel policies in cooperation with the Director of HR.
  • Oversight of staff hiring and termination.
  • Conduct annual review of direct supervisees and review all other agency staff evaluations in cooperation with their supervisors.
  • Review and set salaries in line with the agency budget and in conjunction with the Director of HR.
  • Ensure compliance with federal, state, and local labor laws.
  • Act as policy administrator for the agency health insurance plan, dental plan, life insurance plan and SIMPLE IRA plan in cooperation with the Director of HR.
  • Provide oversight of annual employee survey in conjunction with Director of HR.
  • Provide leadership in maintaining a positive workplace culture that is flexible and responsive to employee needs while ensuring the highest quality of services.
Risk
  • Complete quarterly and annual risk reports.
  • Annually evaluate current insurance coverage and manage with agency brokers.
  • Ensure the organization has an effective risk management plan that includes technological risk management.

Fund Development/Public Relations

  • Coordinate any agency public relation events.
  • Provide oversight for the development of agency brochures, newsletters, and other public relations materials.
  • Coordinate agency grant writing efforts
  • Coordinate agency fundraising events.
  • Represent the agency in the greater Elgin community at civic and agency events.

Technology

  • Oversee compliance of client data system with funding source requirements
  • Ensure that computer program upgrades are made.
  • Ensure that staff training related to client data and billing efforts is adequate.
  • Ensure that integrity of security functions of the agency MIS.
  • Ensure that a Technology plan is written in conjunction with the IT Team and agency leadership and is carried out.

Other duties

  • Prepare and offer agency training events including onboarding trainings.
  • Attend workshops and training events to keep administrative skills and knowledge current.
  • Responsible for incidental business-related travel
  • Responsible for driving a culture of positive workplace relationships.
  • Responsible for promoting collegiality throughout the community by working collaboratively with others.
The next CEO must be a strategic, adaptive, and collaborative leader that can manage through changing times while fostering a culture of excellence, accountability, and support in the organization. The ideal candidate should strive to garner respect both internally and externally while being an effective advocate for the organization’s mission. The candidate must be comfortable being the public face of the organization and can demonstrate effective public-speaking skills. A “no job too big or too small” attitude along with humility and strong resiliency will assist a candidate in finding success in this role.
The candidate is expected to have at least 8 years of experience in progressive leadership roles at healthcare organizations and can work with people from diverse backgrounds. The candidate must have a minimum of a master’s degree in social services, non-profit management, business, or organizational psychology. They should demonstrate their ability to advance health equity with special consideration for vulnerable populations. The ideal candidate will preferably have clinical licensure as a Social Worker, Counselor, Psychologist or Marriage and Family Therapist.
 
This is an exempt, full-time 40 hour-per-week position that reports to the Governing Board. The position is primarily located in Elgin with regular travel to neighboring communities and occasional longer distance travel.
