Job Duties:


Under the direction of the Assistant Vice Chancellor for Research Administration and Compliance (AVC) in the Office of Research, Economic Development and Engagement (REDE), the Director for Post-Award Services is responsible for strategic management and oversight of financial administration of all federal, state, local, non-profit, and industry-sponsored grant and contract awards to East Carolina University within ECU's combined pre- and post-award central office of research administration (ORA). The Director leads a staff of twelve professionals to ensure a seamless, efficient, and transparent post-award research administration infrastructure that supports the research mission of the University. Direct reports are four grant and contracts managers and a billing and revenue manager. The Director works collaboratively with ORA's sponsored programs office (pre-award) as well as the office of research integrity and compliance (IRB, IACUC, COI, export control, etc.) to ensure the use of best practices in the management of sponsored projects, compliance with governmental and internal regulations and standard operating procedures, and appropriate stewardship of sponsored project funds. He/she also works collaboratively with the business compliance and research analytics team lead to ensure harmonization of data management with business processes and workflow. The Director serves as the delegated Authorized Organizational Representative (AOR) in the absence of the AVC. This position performs the following duties:
Leadership – 25%
  • Serve as a member of the ORA leadership team.
  • Participate in strategic planning activities of ORA and REDE
  • Represent the Office of Research Administration on internal, office and university committees and tasks force at the request of the AVC.
  • Foster and perpetuate a research administration culture of customer service, capability, empowerment, and success that is distinguished by high quality proactive oversight.
  • Interact as necessary with collaboration organizations, external sponsors, auditors, higher-level University officials, other campus units, associate deans for research, department heads, business officers and research administrators in academic units on matters relating to sponsored research administration.

Expertise and Compliance – 25%
  • Maintain in-depth knowledge of external sponsor regulations
  • Act as a liaison between ORA and assistant deans for research, college level research administration hubs, departmental administrators, and faculty investigators to interpret and communicate policies and procedures or specific agreement terms for institutional implementation.
  • Stay abreast of current federal regulations and pending revisions, the Federal Acquisition Regulations, Code of Federal Regulations, cost accounting standards, North Carolina laws, and University of North Carolina System policies and reporting requirements to ensure continued compliance.
  • Provide subject matter expertise to ORA staff, associate deans for research, college-level research administration personnel and departmental administrators, and faculty investigators

Supervision – 25%
  • Manage day-to-day post-award functions in the areas of award administration and financial management, effort reporting, billing and revenue management, and project close-out.
  • Provide effective supervision of assigned staff including position description development/management, hiring, mentoring/supervising, and corrective action when necessary; ensuring appropriate training and professional development; workload assignment; performance planning and appraisal; and salary administration.
  • Recommend personnel actions to the AVC and provide supporting documentation for such actions as required by Human Resources.

Education and Training – 20%
  • Monitor operational performance of reporting units.
  • Drive continuous improvements for quality and effectiveness of central research administration services.
  • Track issues, make recommendations, and collaborate with the AVC to formulate resolutions to problems.
  • Revise operating procedures and internal business processes to address problems and accommodate changes in the regulatory environment and growth in the sponsored programs portfolio.
  • In collaboration with the Director of Pre-Award and the AVC, develop/modify internal systems, processes, workflows, and reports to promote operational efficiency integrity.

Miscellaneous – 5%
  • Perform special projects and other duties assigned by supervisor, including but not limited to assisting Post-Award professionals in the areas of compliance, information dissemination, and back-up of the other Post-Award team members in their absence.

Minimum Education/Experience:


Relevant post-Baccalaureate degree with 5 years of progressively responsible experience in post-award management and/or administration of externally sponsored activity.
At least 3 years of supervisory experience. For candidates demonstrating comparable experience and professional-level background in research administration, a relevant undergraduate degree and 7 or more years of relevant experience may be substituted for experience and education substitution. Knowledge of key compliance requirements as contained in 2 CFR 200 (Uniform Guidance). Knowledge of priorities, procedures, and the policies of key federal funding agencies such as NIH, NSF, NASA, DOE, and DOD. Familiarity with other funding sources such as foundations and industry.
