Overview
The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
Posting Summary
Rutgers, The State University of New Jersey, is seeking a Data Analyst for the Division of Institutional Planning & Operations (IP&O). Reporting to the Assistant Vice President, Strategic Services, the Data Analyst is responsible for sourcing and visualizing data available through the Rutgers University EAS (Enterprise Application Services) and other applicable IP&O (Institutional Planning and Operations) systems to provide IP&O units with support pertaining accurate, consistent, and reliable database information in easily accessible reporting formats. IP&O is the largest administrative unit at Rutgers University with approximately 2,500 employees across all campuses, statewide. This position must understand the business processes of all 6 IP&O units leading the division (Business Services, Codes and Standards, Planning, Development, and Design, Strategic Services, University Public Safety, and University Facilities), the 28 departments that report to the units, and the underlying systems and data structure that support the IP&O business processes.
Among the key duties of this position are the following:
  • Work with database owners across the IP&O division to provide comprehensive, cross functional reports which support business needs and will support all data initiatives across IP&O, using best practices.
  • Primary responsibility for following established university policies regarding data collection, storage, and use, as well as establishing internal IP&O governing standards and guidelines surrounding IP&O data architecture, specifically how applicable data sources are managed from collection through distribution for informed business decision-making.
  • Identify and establish connections to internal IP&O databases and external databases from the Data Warehouse to query, extract, integrate, and build organized structured, unstructured, and multi-structured datasets using original sourced clean data.
  • Accurate dataset sourcing is the foundation for effective data interpretation which can be monitored for process and procedure improvement.
  • Identify opportunities and sources for future internal and external data connections.
  • Collaborate with the OIT office of Enterprise Application Services to establish feeds to the Data Warehouse for all new or applicable existing IP&O systems as well as other centralized and accessible university systems.
  • Develop processes for manipulating and extracting value from disconnected datasets.
  • Develop a process for IP&O departments to request Visualized Data Dashboards and Reports
  • Adopt an industry standard and best practices for designing, developing, testing, implementing, and maintaining user-friendly data visualizations using complex datasets from different sources including sources which require manual uploads, ensuring that dashboard visualization design is consistent for the best user experience. This will include process improvements to automate manual processes bringing efficiently to daily work tasks.
  • Works collaboratively with IP&O units and departments to build, maintain, and upgrade dashboard visualizations.
  • Combine and convert raw data from different sources to create consistent reports and/or dashboard formats for departmental leadership who then interpret, analyze, and evaluate data trends and patterns, producing useful business insights to support business needs, strategic planning, program development, and objectives for relevant stakeholders.
  • Develops standardized reports delivered at pre-determined frequencies and ad hoc reports as needed to support all IP&O units and departments.
  • Support IP&O data initiatives, projects, and requests which impact cross departmental functional teams, which include 6 major units and over 28 division wide departments.
  • Work for solutions to solve IP&O inter-departmental data gaps and challenges which impact work efforts.
  • Build the infrastructure required for optimal extraction, transformation, and loading of data from a wide variety of data sources using applicable business intelligence software.
  • Liaise with IP&O Communication & Marketing when communicating new dashboard availability.
  • Act as Subject Matter Expert in collaboration with myPath Training and Employee Development to develop Web-Based Data Literacy Training materials which will ensure IP&O Leaders and Managers have a foundational understanding of how to work with data for accurate and effective unbiased data interpretation of data graphs, charts and visualizations in context, and understanding data sources to inform business decisions.

Qualifications


Minimum Education and Experience
  • Bachelor’s degree in Math, Engineering, Data Analytics or related field, and/or a combination of education and/or experience.
  • A minimum of five (5) years demonstrated experience with data visualization tools and methods to create graphs, charts, timelines, dashboards, infographics, etc.
Certifications/Licenses
  • Use of personal vehicle in order to travel for business demands; a valid driver’s license would be required for this position.
Required Knowledge, Skills, and Abilities
  • Must possess excellent organizational, written, and oral communication skills, be a logical thinker, have the ability to work collaboratively as well as independently, and the ability to propose solutions and solve problems.
  • Must work under minimal supervision using a wide degree of creativity and discretion when working with divisional data sets.
  • Must have basic computer programming skills and an understanding of datasets and Sequel. Travel to and from the Camden, Newark, and New Brunswick campus might be required.
  • Competency in the use of Microsoft Office products.
Preferred Qualifications
  • Experience in a Higher Education environment is preferred.
Equipment Utilized
  • This position will utilize database and data analytic tools to understand, analyze and deliver reports in response to data requests.
  • Examples of tools may include but are not limited to Tableau and Power BI. Must be familiar with industry standard methodology when sourcing and developing visualization solutions.
