Job Description
NC Community Colleges System Office has an opening for a Coordinator for Career and Technical Education in the Programs and Student Services Division. The recruitment range: $59,752 – $88,000.
The Programs and Student Services Division provides leadership, assistance, and consultation to the 58 community colleges in the areas of academic programs, adult basic education, workforce development, continuing education, student success initiatives, financial aid, national post-secondary education policy research, institutional research, and performance management. Staff within the Division develop and administer state-level policies and strategies to improve student access, enhance program quality, and increase student success. In addition, the staff engages college faculty and administrators to develop, field test, evaluate, and disseminate best practices that support student success.
DESCRIPTION OF WORK: The primary purpose of this position is to provide leadership and coordination to North Carolina Community Colleges Career and Technical Education (CTE) Programs aimed at building North Carolina’s workforce by developing more fully the academic and career and technical skills of postsecondary education students who elect to enroll in CTE Curriculum programs. This position focuses on working with local community colleges using CTE programs funds under the Carl D. Perkins CTE Act of 2018. The program strives to enhance CTE career pathways and programs of study by coordinating with college deans and faculty, secondary CTE, local workforce development boards, and employers in the region. This position includes technical assistance, oversight, monitoring, and review for compliance with federal laws, regulations, and policies with follow- up and report writing.
This position will provide coordination of the basic Perkins CTE grant to community colleges targeted to improve students career pathways and programs of study through providing technical assistance virtually, in writing, and in person; understanding the implementation of the Comprehensive Local Needs Assessment (CLNA), the required and permissive uses of Perkins funds; reviewing local applications, plans and budgets, and recommending plan approval. The position also monitors the use of federal funds used to enhance local community college CTE programs. This position assists colleges in understanding the relationship between federal funding, State Plan and local CTE plans, as well as the collaboration with state and local workforce (WIOA) plans. This position will assist colleges in meeting their CTE program performance and accountability measures including student technical attainment, graduation, placement, and non-traditional participation.
Responsibilities will include coordination of the Perkins V basic grant aimed at improving academic, technical and employability skills of students at community colleges by addressing local labor force employer needs in high-skill, high-wage and/or in-demand occupations through the comprehensive local needs assessment and identification of gaps in student performance, program alignment with the labor market, faculty professional development, and enhancing services for special populations as identified in Perkins V. This position will support CTE leadership programs, such as career pathways and work-based learning that meet local labor market needs though engaging employers, aligning academic and technical programs, providing career advising, offering experiential and work-based learning, and offering stackable credentials and certifications.
PREFERENCES: NC community college experience in education and training, project management, and or training experience and experience in planning in workforce development setting and or higher education at the local and state level. A working knowledge of Perkins V at a local community college with experience in understanding and interpreting Perkins program regulations and working with a team to achieve goals. Knowledge of Community College System or workforce development programs, CTE high school program or employer training programs.
