UCSD Health Sciences is a $1 billion dollar plus organization encompassing 17 academic departments (15 clinical, 2 basic sciences), 2 preacademic/hospital departments, 2 professional schools (School of Medicine and Skaggs School of Pharmacy and Pharmaceutical Sciences), 2 hospitals, and various other programs and units all dedicated towards fulfilling the Health Sciences missions. The UCSD Department of Cellular and Molecular Medicine (CMM) is one of two basic science units in the School of Medicine where world-class researchers study fundamental cellular processes and pathways using a variety of techniques from classical genetics and fluorescence microscopy to high throughput genomics, systems biology, and crystallography.

Our 37 faculty and over 200 postdoctoral scholars, graduate students, and research staff work on the cutting edge of biology, cutting across fields from basic biochemistry and genetics to genomics, systems biology and stem cell biology. The faculty also play a major role in medical and graduate student training, providing educational and programmatic offerings that span several disciplines and provide diversity to meet the interests of a broad spectrum of students and scholars. Uses skills as a subject matter expert in pre and post award research administration to independently prepare and manage research proposals, awards and transactions related to contract and grant management, and maintain contract and grant records in compliance with institutional research sponsor policies. Under minimal supervision, the incumbent performs full proposal development, administration, and analytical and strategic reporting for a multi-PI proposal portfolio. This position requires exceptional customer service skills.

Pre award support will be required for all funding mechanisms and all sponsors. Assignments include multiple PI's, department recharge centers, multiple funding sources, multiple institutions, and multiple sites. Manages proposals and awards of diverse scope where analysis of data requires thorough understanding of complex regulations and requirements. Completes and approves transactions for signature by manager or other authorized institutional official.

Comprehensive post award management includes using strong analytical skills for allocation and expense monitoring, understanding of agency-specific requirements, detailed and timely reporting, and advisement to faculty. All post award transactions will be supported by this position.

At least 75% of the Fund Management responsibilities will include:

* Multi-project grants of complex contracts
* Classified agencies (example: Department of Defense)
* Significant volume of sub-awards (example: 25 in a project)
* Significant recharges based on billing activities
* Training grants
* International desk

This position also supports CMM's annual budget process by providing reports of pending funding and effort. Supports faculty in compliance with E-Cert.

  • Seven (7) years of related experience or a Bachelor’s Degree in a related area plus three (3) years of research financial management experience.

  • Demonstrated knowledge of scientific terminology.

  • Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment. Ability to evaluate RFP and RFA language of sponsors to diplomatically advise investigators of sponsor requirements. Proven efficiency and accuracy in the preparation grant budgets of all types.

  • Demonstrated understanding of the grant proposal process from inception to completion.Familiarity with federal, state, and private agency contract and grant regulations.

  • Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.

  • Ability to manage significant volume of transactions. Skill in prioritizing a high volume workload to ensure priorities and other deadlines are met. Ability to work in pressure situations to meet deadlines and accommodate interruptions.

  • Ability to maintain flexibility to redirect efforts when priorities change.Competence with all transaction functions including purchasing, account reconciliation, accounts payable and receivable systems, and eCERT.

  • Ability to perform complex financial analysis and customized reporting. Ability to provide comprehensive and effective post award reporting, working directly with faculty tomanage funding per sponsor requirements.

  • Ability to analyze expenditures, recognize trends and support budget justifications consistent with agency requirements.

  • Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports. Experience in budget preparation using automated spreadsheet systems. Must be an early adopter of UCSD Coeus Proposal Development system.

  • Proficient skill in using a variety of computer systems, including spreadsheet, database,word-processing, and Internet systems. Must have demonstrated expertise with MS Office: Excel,Access, Word, and PowerPoint, as well as other grant writing automated systems.

  • Proven skill in math and accurate accounting practices. Must be adept with fiscal tools.

  • Ability to deliver consistently high levels of customer service at all times, and develop successful relationships with both CMM and non-CMM faculty and support staff.

  • Maintains current knowledge of compliance regulations in all areas of research administration.

  • Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.

  • Proven extramural research proposal preparation with emphasis on NIH and other Health Sciences related funders. Proven expertise in the preparation of all sponsors and funding mechanisms.

  • Ability to independently interpret and implement appropriate UCSD and agency policies, procedures, and guidelines.

  • Familiarity with Department and Central office staff, student, and laboratory contacts involved in the preparation of proposals.

  • Subject matter expert in fund management.

  • Demonstrated proficiency in complex fund management with minimal supervision.

  • Knowledge of the Personnel Payroll System (PPS) policies and procedures.
  • Competent with UCSD information systems that promote excellent fund management.
  • Experience with UCSD online and web-based accounting systems (IFIS, FinancialLink, etc.)
  • Five (5) years of experience.
  • Job offer is contingent upon satisfactory clearance based on Background Check results.
  • Occasional evening, weekends and overtime may be required.

Pay Transparency Act

Annual Full Pay Range: $53,600 - $111,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $25.67 - $53.45

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
