Program Director – Refugee Services

POSITION SUMMARY: The Program Director, Refugee Services will provide outreach and coordination of care throughout South Florida to refugees. The Program Director will manage refugee resettlement services that are available to ensure clients are safely housed, provided emergency assistance, and gain access to medical and mental health services. The Program Director is responsible for the smooth delivery of supportive services. This position manages a team of a program manager and care managers who provide an array of services to clients, and oversees the day-to-day operation of the programs. Knowledge of community resources are required. Ability to provide empathic support while maintaining professional boundaries are essential. Program Director will collaborate with community partners and members of the RRN to ensure quality services are provided to clients.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Responsibilities include the following, and other duties may be assigned:

Oversees JRAP’s (Refugee Assistance Program) case managers to implement the grants in compliance with program guidelines and assist refugees in the South Florida community.

  • Oversee the management, development and implementation of the program for refugee resettlement and their families. Demonstrate awareness, sensitivity and knowledge of person-centered, trauma-informed care and the integration of this approach into all facets of a multi-service program, which provides financial, concrete, and psychosocial support to clients
  • Develop and administer the Refugee Assistance Program’s policies and procedures for providing service to clients. Demonstrates knowledge about funding and eligibility guidelines for refugees, and sensitively communicates these policies, eligibility parameters and procedures to clients and the survivor community
  • Assist Department Director with oversight and the implementation and management of specialized grants
  • Assist Department Director with the financial management of the program and participate in the budgetary process
  • Develop, enhance and implement systems which support the program’s operations, staff, and service delivery
  • Coordinate data management including tracking and reporting on program statistics
  • Prepare monthly, quarterly and yearly reports for internal use and funders.
  • Ensure that all records are complete, current and audit-ready
  • Communicate with Case Management Department Team and clients on matters regarding program guidelines and specifications
  • Draft, update and/or produce program forms, templates, letters, and documents
  • Understand the confidential nature of client and JCS information and complies with all confidentiality requirements
  • Ability to present the agency programs to the Jewish community and the larger community. Presentations should be enthusiastic, motivating and have a demonstrated knowledge of the agency's broad range of services
  • Assure the achievement of productivity standards through regular utilization review and continuous quality assurance
  • Demonstrate program development skills through participation in grant writing
  • Actively assist grant writing team with upcoming grants
  • Organize, motivate, and mentor internal team leaders to strategically grow the department’s impact, and programs to fulfill the mission
  • Continually foster a culture that encourages collaboration between departments/programs and recognizes positive contributions

SUPERVISORY RESPONSIBILITIES:

  • Carry out supervisory responsibilities in accordance with JCS’ policies and applicable laws. Responsibilities may include interviewing, hiring, and training employees; planning, assigning, and directing work of staff or volunteers; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems; maintaining relations across Agency departments, functions, and committees as well as community organizations.
  • Supervise a team of CM Department staff in comprehensive case management and clinical services for clients, including conducting intakes for program services, providing information and referrals for reparations, counseling and additional resources
  • Assist with onboarding and training new CM department staff
  • Monitor compliance with Agency and JRAP policies, procedures and schedules

MINIMUM QUALIFICATIONS:

  • Master’s degree in Social Work, Mental Health, Marriage and Family, or MBA required
  • Minimum 5 years of refugee experience, preferred
  • LCSW, LMFT, LMHC license, preferred or License eligible
  • Ability to speak fluent Russian, Ukrainian, Creole, or Spanish, required
  • Knowledge of Iris, Apricot, and ORR required documents, required
  • Strong written communication skills and the ability to write clearly and informatively.
  • Excellent oral communication skills and the ability to speak clearly and effectively to employees and external clients.
  • Computer software knowledge: Microsoft Office and Outlook required; Web based client data system experience, required
  • Web based client data system experience, preferred
  • Ability to conduct in person home visits, required
  • Must have a car and a valid Florida Driver’s License with proof of insurance in accordance with agency requirements and have the ability to travel within Miami-Dade County

Job Type: Full-time

Pay: $70,000.00 - $80,000.00 per year
