Position Summary/Purpose of Position:

The Applied Research Laboratory for Intelligence and Security (ARLIS) within the University of Maryland College Park, was established in late 2018 under the auspices of the Office of the Under Secretary of Defense for Intelligence and Security (USDI&S) to be a strategic asset for research and development in social systems, autonomy and augmentation, and advanced computing. One of only 15 designated Department of Defense University Affiliated Research Centers (UARCs) in the nation and the only UARC focused on supporting the intelligence community, ARLIS conducts both unclassified and classified research spanning from basic to applied system development and works to serve the US Government as an independent and objective trusted agent. ARLIS research is driven by a cadre of research scientists and engineers, faculty research specialist,s and project engineers, further supported by senior University of Maryland faculty and a consortium of university partners.

The Director of Computational and Information Technologies develops, directs, and deploys a strategy around Information Technology (IT) and Research Computing within the laboratory. The Director must have in-depth knowledge of the current and up-and-coming trends in the IT and data-science fields. The Director will need to conduct strategic, research, and operational work. The Director will establish and maintain a highly secure, diverse yet integrated cyberinfrastructure to support the continuing growth of ARLIS andconductg research at various levels of classification. This position is an opportunity to get in on the ground floor of a critical science and technology asset for the United States.

The Director will report to the Executive Director of ARLIS and work closely withthe rest of the leadership team. The Director will serve as the primary interface with USDI&S on all issues relating to IT at the facility. The Director will play a crucial part in ARLIS’s digital enterprise strategy. ARLIS needs to connect between and operate on many networks with differing security, compliance, and operational requirements, and enable rapid reconfiguration of operational IT assets — all while enabling agility, flexibility, and responsiveness to our research mission’s needs. The Director will focus on service analysis, data flows, and market reach. The Director will also work in close collaboration with the UMD Chief Information Security Officer (CISO) to ensure the ARLIS cyber infrastructure is secure, compliant, and resilient. To be successful, the candidate will be highly analytical, professional, and possess excellent organizational skills while also not being afraid to dive into operational work. The chosen candidate will develop, evaluate, and apply IT and data strategies to ARLIS’s research operations to improve program development and provide value to the lab’s stakeholders and sponsors.

This position requires senior leadership experience, a solid technical background, expertise in process and policy development and implementation, and a deep understanding of the modern security and compliance requirements in the DoD space. A successful incumbent will anticipate and prepare for future challenges while maintaining a high tempo of responsive technological, policy, and business solutions. Development and management of key performance indicators (KPI) are a crucial job function.

Applicants must be able to obtain a TS-SCI security clearance. If selected, you must meet the requirements for access to classified information and will be subject to a government security clearance investigation that includes criminal and credit history checks, as well as verification of U.S. citizenship, birth, education, employment, and military history."

Minimum Qualifications:

Education:
BA/BS degree in computer science, engineering, or a relevant field.

Experience:
  • 10 years of IT systems, data management, and infrastructure experience.
  • Proven managerial and/or strategy experience with at least 5 years of experience in IT management roles.
  • Demonstrated experience designing/developing medium and large IT systems, enterprise architectures, and planning IT implementation.
  • Experience in research computing, high-performance computing, data networks, data lakes, and infrastructures needed by data-intensive research.
  • Experience with cloud infrastructures, provisioning, and setting up enclaves.
  • Experience with DoD and NIST security risk management frameworks and (particularly DoD) policies/processes for Authority to Operate (e.g. NIST 800-171, DoD RMF, etc.).
  • Experience working with DoD or Intelligence Community classified systems and networks.

This position requires the ability to obtain and maintain a TS/SCI clearance.

Preferences:

Preferences:
  • MS/MA in computer science, engineering, or a relevant field.
  • IT managerial experience of greater than 7 years is preferred.
  • Experience with model-based systems engineering (MBSE) or enterprise-architecture (EA) modeling methods.
  • Experience in academic computing or research computing in national laboratories or government laboratories.
  • Academic credentials, publications, or other relevant research products.
  • A doctorate or its equivalent in computer science, engineering, or a relevant field.

Additional Certifications:

Required:
DoD 8570 IAWIP certification for minimum IAM/IAT Level III or willingness to obtain certification within six (6) months.

Ability to lift and install computers and networking equipment in a variety of environments including secure offices, computer labs, and IT closets; this may involve work under the facility raised floor and/or ceilings or other constrained environments. Sitting or standing for long periods of time in a variety of environments while configuring, troubleshooting, and/or monitor systems and infrastructure. Some responsibilities (e.g. – incident response/spills) may involve high consequence decision making and operation under significant stress.
