  • Bachelor’s degree in a relevant field required
  • 3 or more years professional experience in a field related to finance or accounting
  • Specialized knowledge of treasury activities including debt-servicing activities and tax activities within a large tax-exempt organization
  • Working knowledge of general accounting principles and financial analysis
  • Ability to work with external outsourced support providers to accomplish debt and tax related requirements and goals for the organization
  • Ability to interact with standard technology platforms (e.g., word processing, data entry, email, internet browsing, etc.)
  • Understanding of and proficiency in navigating computerized financial systems
  • Ability to interpret and work with financial data, perform advanced calculations and statistical analyses, and draw conclusions
  • Ability to read and understand financial statements, written financial policies and regulations, and other relevant documentation
  • Excellent mathematical, organizational, and analytical skills
  • Attention to detail and accuracy
  • Ability to communication clearly, concisely, and accurately, both verbal and in writing
  • Desire to work in a collaborative environment with System and institutional leaders, as well as colleagues in other financial affairs departments
  • Openness to 360-degree feedback and desire to learn and grow continuously

Additional Preferred Qualifications

  • Advanced degree in a relevant field and/or additional credentials in accounting or finance (e.g., Certified Public Accountant) strongly preferred
  • Experience operating in a shared service setting preferred
  • Experience working for a tax-exempt organization preferred
  • Knowledge of and/or direct experience with Ellucian Banner systems preferred

Duty/Responsibility

  1. Serves as the primary liaison for leases, debt, and tax external service providers.
  2. Maintains relationships with debt and tax advisors and other related financial services firms, working closely with external vendors on compliance requirements, organizational needs and support, Board reporting and requirements, and other lease, debt and tax needs of the organization.
  3. Provides specialized strategic support to the Director/Assistant Director, Controller and Financial Operations Center in the development and implementation of lease, debt, other long term liabilities, and tax procedures and makes recommendations regarding policy development and process improvement.
  4. Responsible for determining classification of leases and information technology subscription-based contracts in collaboration with Procurement and Information Technology departments to ensure complete and accurate lease accounting.
  5. Generates System-wide debt and tax data and financial reports in participation in national finance surveys and serves as manager of information for the administration, disseminates information as appropriate, and develops other reports as needed to support the external service providers and internal needs in the lease, debt and tax areas.
  6. Serves as the primary liaison for annual actuarial services related to the valuation of employee benefits liabilities
  7. Prepares and files tax returns, quarterly filings, and other tax items as assigned by the Director/Asst Director for those items administered and supported internally (not outsourced to a third-party provider).
  8. Investigates questions, notices, errors and discrepancies, and liaises with appropriate departments to provide resolution of problems related to lease, debt and tax activities of the organization.
  9. Fields questions of a complex nature regarding lease, debt, and tax policies and procedures, escalating issues as necessary to the appropriate individuals and ensuring timely and complete resolution.
  10. Coordinates and prepares information for leadership and USNH Finance Executive Council and System Trustee committees, including the preparation of meeting materials and work plans, and research information requests related to debt and tax activities.
  11. Reviews contracts related to assigned areas, conducts research related for contracts, and supervises the distribution of contracts and maintenance of the contract database.
  12. Oversees the organization and maintenance of System property, filings, state exemption, registration, and private use of debt funded property and contract records.
  13. Performs related duties, as assigned.
