Basic Function

Under administrative direction, to provide leadership and direction; to manage, supervise, and coordinate the Student Health and Psychological Services programs and activities.

Minimum Qualifications

Experience:
A valid, current California License as a registered nurse, and either of the following: A master’s degree in nursing and a California Public Health Nurse Certificate; OR; bachelor’s degree in nursing, a California Public Health Nurse certificate, and a master’s degree in health education, sociology, psychology, counseling, health care administration, public health, or community health.;

Two years of experience as a Registered Nurse in a health care center or facility with a minimum of one year working in a lead capacity.

Demonstrated sensitive to and understand of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students.

Training:
Master’s degree from an accredited college or university.

Essential Duties

Provide leadership and direction and assume management responsibility for Student Health and Psychological Services. E

Manage and participate in the development and implementation of goals, objectives, policies, and priorities for program services; recommend, within District policy, appropriate service, and staffing levels; recommend and administer policies and procedures. E

Select, train, motivate, counsel, and evaluate assigned personnel; provide or coordinate staff training; work with employees to develop skills and abilities. E

Plan, direct, coordinate, and review the work plan for program services; meet with staff to identify and resolve problems; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures. E

Organize student health services activities such as, but not limited to, flu clinics, health and wellness events, health fairs, sexual violence awareness events, and information sessions. E

Develops clinical protocols to ensure compliance with state medical standards and to provide a safe environment for students. E

Assesses individual student health conditions during crisis intervention to determine whether the clinical program staff can treat a student or if the student needs to be referred to another clinical institution. E.

Serve on the Behavioral Response Team to provide feedback regarding the development of protocols for health and psychological emergencies and provide guidance on student cases. E

Manage and participate in the development and administration program annual district and grant-funded budget; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; direct and implement adjustments as necessary. E

Participate on a variety of boards and commissions; attend and participate in professional group meetings; stay abreast of new trends, practices, and innovations in the field of student health and psychological services. E

Promote equal opportunity and student and gender equity to effectively serve the District’s diverse community. E

Develop, apply, and evaluate effective approaches to implement the policies of the Rio Hondo Community College District relating to program and workforce diversity in order to fulfill the core academic mission of the District and serve its diverse community. E

Provide effective leadership and direction to recruitment and retention efforts to further workforce diversity policies of the District. E

Respond to and resolve difficult and sensitive inquiries and complaints. E

Administer applicable collective bargaining agreements. E

Ensure medical certifications for hourly and full-time clinical staff are current to comply with the Medical Board of California for the proper licensing for physician, nurses, and allied health care professionals. E

Develop policies and guidelines to address communicable disease outbreaks that impact District faculty, staff, and students. E

Direct the development and implementation of electronic medical/health record systems. E

Supervision Exercised

Exercise direct supervision over faculty, classified and hourly staff to provide a variety of clinical and psychological services to students.

Knowledge of:
  • Health education, mental health services, national health observances.
  • State regulations related to student health services and psychological services in community colleges.
  • State and national standards for the proper licensing for allied health care professionals, physicians, and psychiatrists.
  • Local, state and federal regulations governing communicable disease outbreaks.
  • Principles, terminology, practices, procedures and techniques related to crisis intervention, communicable disease control, physical, mental health conditions, and medication.
  • Mandated reporting protocols for medical and mental health situations.
  • State and federal regulations regarding the development, storage, and release of medical records, incident reports, and psychiatric records.
  • Local, state, and federal agencies that provide health and mental health related services and benefits.
  • Operational characteristics, services, and activities of program. Principles and practices of budget preparation and administration. Principles of supervision, training, and performance evaluation.
  • Current Family Educational Rights and Privacy Act (FERPA) and Health Insurance Portability and Accountability Act of 1996 (HIPAA) Codes
  • California Community College Chancellors Office Regulations. State reporting rules and regulations.
  • Safe driving principles and practices.

Skill to:
  • Operate modern office equipment including computer equipment and software.
  • Operate a motor vehicle safely.

Ability to:
  • Provide administrative and professional leadership and direction for program.
  • Recommend and implement goals, objectives, and practices for providing effective and efficient services for program.
  • Manage, direct, and coordinate the work of supervisory, technical, and administrative support personnel.

  • Identify and respond to program issues, concerns, and needs.

  • Interpret and apply the policies, procedures, laws, codes, and regulations pertaining to program services and functions.

Foreign Degrees

Any degree from a country other than the United States, including Canada and Great Britain, must be evaluated by an Evaluation Service prior to the closing date. Certification must be attached with copies of transcripts.

License Certificates/Credentials

Possession of, or ability to obtain, an appropriate, valid driver’s license.

Working Conditions

Special Requirements:
Essential duties require the following physical skills and work environment:

Ability to work in a standard office environment including ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, and lift 20 lbs.; ability to travel to different sites and locations.
