Position Summary/Purpose of Position:

During the Interim Energy Bridging Program agreement (the IEBP), the Senior Engineer, under the supervision and support of the Assistant Director – Utilities and Energy Management, will provide day to day management and execution of the IEBP to operate and maintain the existing Central Energy Plant (CEP) and associated thermal and electrical distribution systems through the transition period between the expiring agreements and NextGen. The Senior Engineer with support of the Assistant Director will develop and oversee projects to renew the existing utility infrastructure and improve electrical and thermal utility services to the UMD campus after the current third-party agreements expire.

Minimum Qualifications:

Education:
Bachelor’s Degree in Engineering or other related technical field.

Experience:
  • 8 – 10 years of work experience on energy, utility, and distributed energy projects.
  • 3 years of experience in a supervisory or technical team lead capacity.

Knowledge, Skills & Abilities:
  • Strong technical knowledge of utility systems serving a large number of clients through district heating, cooling and electrical distribution systems.
  • Strong capability in program and project management oversight.
  • Must be an effective communicator both verbally and in written form.
  • Ability to work with a wide range of individuals involved in program management.
  • Strong leadership and management skills and ability to oversee external consultants.
  • Ability to find innovative ways to resolve problems.

Conditions of Employment:
  • Must possess and maintain a valid Maryland Class C driver’s license, or equivalent, with fewer than 6 points.
  • This position is required to file an annual State Financial Disclosure form.

Preferences:

Preferences:
  • Experience working in Higher Education or research facilities for Federal, State, or Local Governments.
  • Prior experience in the master planning of a multi-year program.
  • Strong focus and attention to detail and customer operational impacts.
  • Ability to evaluate documents related to energy services, maintenance, and management agreements.
  • Knowledge of budgeting and resource allocation procedures.
  • Active Professional Engineer licensure or Active Project Management Professional (PMP) by the Project Management Institute.

Physical Demands

Incumbent works predominantly in an office environment, however, incumbent is required to perform site visits and/or to assess condition of facilities. When visiting job sites, incumbent is expected to wear appropriate personal protective equipment. Must be able work on active construction sites. Must be able to climb stairs and inspect mechanical and electrical equipment located in high areas and confined spaces. Incumbent must be able to travel up to 30%. Position follows a hybrid work structure and is telework eligible, up to 1 x’s per week, subject to departmental approval and any future telework policy updates.

This position is considered essential and requires an employee to report to work when the campus is closed due to weather or other emergency situations.
