Job Summary

Provide management, strategy, and leadership for the Business Services Division. Lead the daily financial operations of the College including accounting and reporting, accounts receivable, accounts payable, purchasing, payroll, cashiering, student loan and collection functions, treasury and investing. Responsible for auxiliary services and other business, revenue and entrepreneurial activities.

Responsible for maintaining accounting records, internal financial controls, recommending and maintaining appropriate fiscal policies and procedures, monitoring budget performance, ensuring compliance with applicable federal and state laws, as well as College rules and regulations, recommending and implementing methods to improve efficiency of operations, and providing guidance in fiscal matters relating to the operation and strategies of the College.

In addition, this position is responsible for the management and oversight of Banner Finance, the College’s financial accounting software system, as well as other financial software. Responsible for direction and final review of the College’s annual financial report, annual State Finance reports and other financial reports for internal management purposes.

Essential Responsibilities and Duties

Provide fast, friendly and accurate financial services for students, faculty, staff and administration through carefully designed systems including:
a) processing of daily fiscal obligations such as tuition refunds, student aid, accounts payable, travel and payroll;
b) processing of student tuition;
c) collection of federal, state, private and student funds on a timely basis to accelerate cash flow and investment potential;
d) development of student loan disbursement and collection targets with the intent of providing the greatest assistance possible while maintaining an acceptable default performance;
e) provide for major accounting and management information software acquisitions, improvements, revisions and applications;
f) oversee compliance with Federal & State tax regulations, including unrelated business tax, sales tax, payroll tax reporting,1099’s, 1098T and 1042S.
g) provide necessary actual year financial information to assist the Budget Office with the development and submission of an accurate and realistic future year Legislative requests;
h) investment of all available resources to ensure the maximum return within applicable laws and Utah Money Management Council guidelines;
i) provide oversight of the College Public Treasurer and participate on the College Investment Committee;
j) supervise over 60 professional positions.

Maintain a five-star accounting and reporting system through chairmanship of a College-wide Financial Systems Team for review and development of training programs for campus audiences, formalized standard procedures for each subsystem, identification of weaknesses and programs for strengthening areas noted, etc.

Safeguard and protect public and private monies through the establishment and administration of suitable control and monitoring systems including:
a) Analysis and reconciliation of over 1,000 diverse and unique operating accounts for adherence to budgetary constraints and legal stipulations;
b) Develop related fiscal policies and procedures for adoption by the College or departmental administrative structure;
c) Maintain close working relationships and communication links with the College and Regent’s internal audit staffs and external audit representatives.

Disclose fairly the annual financial position and results of operations of the College in conformity with generally accepted accounting principles through the following:
a) Prepare official College financial reports on a timely basis in strict compliance with current AICPA, FASB, GASB, NACUBO and Board of Regent’s pronouncements;
b) Orchestrate several departments in focusing on the timely preparation and production of an accurate, informative and attractive annual report;
c) Complete various required monthly, quarterly and annual federal, state and internal reports;
d) Represent the College at all audit hearings and various financial and Banner user meetings.

Analyze, recommend and implement new systems and appropriate accounting controls as growth and technology make past approaches and practices obsolete.

Develop appropriate policy and procedure for consideration by the College administration; participate on the Senior Leadership Team, Accreditation and other committees as part of this function.

Prepare records for audit by maintaining adequate documentation of all transactions and applying College fiscal policy on a consistent basis.

Minimum Qualifications

  • Master’s degree in business or accounting from an accredited college or university and CPA certification.
  • Five (5) years of supervisory experience.

Preferred Qualifications

  • Seven (7) years of experience working in public accounting and/or with a higher education institution.

Knowledge, Skills & Abilities

  • Current knowledge of an entire range of evolving generally accepted accounting principles and practices as applied to higher education including such sources as the AICPA, FASB, GASB, NACUBO and the Utah Board of Higher Education.
  • Thorough understanding of basic principles and tenets of sound internal control systems and current audit theories preferably through several years’ employment with a large CPA firm or higher education institution.
  • Up-to-date on the latest office management techniques and motivational theory; investment options and interest rate trends.
  • Knowledge of federal contract and grant requirements and stipulations; and student-aid, loan collection, due diligence and satisfactory progress as applied to the College environment.
  • Proficiency with major computer hardware and software products including knowledge of the Banner Finance system preferred.
  • The ability to communicate effectively with all levels of the College community; interface and negotiate knowledgeably with audit agencies and review boards; supervise highly skilled professionals and staff in accounting functions and related fields.
  • The ability to analyze problems and seek logical cause and effect solutions.
  • Ability to analyze practices and policy from an equity lens perspective and make changes to ensure all business services and processes are inclusive, equitable and accessible.
  • Guide efforts to recruit, develop and retain talented colleagues from diverse identities, backgrounds and experiences.
  • Ability to communicate effectively with a broad range of diverse people, ability, culture, ethnic background, to maintain good working relationships across the College.
  • Ability to work with all groups in a diverse academic, socioeconomic, cultural, and ethnic background of community college students, faculty, and staff, including those with disabilities.
