IRC Background:
 The mission of the International Rescue Committee (IRC) is to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover and gain control of their future. Founded in 1933, the IRC has a presence in over 40 countries and 27 offices in the United States; the IRC leads the way from harm to home. The IRC opened an office in Seattle in 1976 and provides immediate resettlement assistance, employment assistance, intensive case management, immigration services, health and wellness programs, and education support.

Job Overview: The vision of the IRC Seattle Youth Program is that youth from refugee and immigrant backgrounds will have the skills and resources necessary to pursue a future of opportunity. The Youth Program works towards this vision by providing education and enrichment opportunities to help school-aged youth and young adults catch up on their education, accelerate English Language Learning, and build positive relationships in the school and community. Youth from refugee and immigrant backgrounds, especially newcomers in English Language Learner (ELL) programs, are identified in the Washington School Improvement Framework as one of the student groups that have historically been furthest from educational justice. The Youth Program Coordinator for Education Access and Family Engagement will coordinate programs to increase newcomer family’s access to education at all levels, help families better understand, connect and engage with local school systems, increase access to school information and resources, and lead family outreach and referral initiatives.

Major Responsibilities:

Program Design, Coordination, and Implementation (75%)

  • Design, lead, and coordinate the successful implementation of the following Education Access and Family Engagement Programs:
    • School Orientation
    • Education Orientation
    • Education and School Adjustment Orientations for Caregivers and Youth
    • Individualized Family Engagement Services
  • Oversee the Youth Supervisor and the School Success Program
  • Develop program design overviews, log frames, implementation manuals, and training tools for new staff and interns.
  • Identify curriculum, resources, best practices, and innovative program models to allow IRC to effectively improve and support quality family engagement programs and increase the size and scope of programming.
  • Ensure program policies and guidelines are followed by program staff, interns, volunteers and families.
  • Develop and maintain strong relationships with school districts, schools, Ombud’s Office, and other partner organizations for successful coordination of programs and referrals.
  • Maintain strong relationships and close coordination with IRC Washington’s Reception and Placement team, receiving updates on new arrivals, supporting the school enrollment process for special cases and those eligible for enrollment under the McKinney Vento Act, monitoring and documenting schools impacted with new arrivals
  • Provide direct service to clients and train, support and supervise staff, interns, AmeriCorps, and volunteers implementing Family Engagement programs.
  • Respond to requests for professional development from district and community partners by leading training sessions on education access and family engagement.
  • Work with Senior Program Manager for Youth & Education to envision opportunities to grow education access and family engagement.
  • Substitute for programs when duties allow

 

Education Systems Capacity Building (10%)

  • Act as the lead focal point for school information, updates, and resources to share with Youth Program team and other IRC departments.
  • Provide guidance, tools and training to Youth Program staff and other IRC departments on best practices in effective school and family engagement.
  • Work with school and district partners to advocate for creative ways for newcomer families to connect and engage with school through family events and participation in school life such as PTO, School Improvement Team, volunteerism, Parent/Teacher conferences, school events etc.

 


Program M&E, Reporting, and Proposal Development (10%)

  • Plan and facilitate monitoring and evaluation to ensure program effectiveness, quality, and safeguarding. Develop and improve M&E systems and tools including quantitative and qualitative measures, student, family and school feedback processes.
  • Provide grant oversite including monitoring progress toward program outcomes, complete reports as needed, monitor program related expenses and spending (mileage, interpretation, program supplies).
  • Collaborate with Senior Program Manager to evaluate and complete any upcoming and relevant grant applications.
  • Complete program reporting including data collection and tracking, narrative reporting, and invoicing in accordance with donor requirements.
  • Support the Youth & Education Program Manager with proposal development for family engagement programs by writing program overviews, summary of program outcomes, maintaining annual report data, developing concept notes and contributing to grant writing and proposal development.

 


Other (5%)

  • Meet weekly with IRC Youth and Education Program Manager to discuss work assignment, receive support and feedback.
  • Participate in all program meetings, staff development activities, and fully engage as a member of the IRC team.
  • Comply with all policies, procedures, and protocols of the agency.
  • Other related duties as assigned.

 


Key Working Relationships:

Position Reports to: Youth & Education Program Manager
Position directly supervises: Youth Program Specialist, AmeriCorps, MSW Interns, Interns, Volunteers
Other Internal and/or external contacts:

Internal: IRC R&P team and all other IRC departments, Youth Program Coordinators, Specialists, WSC & WRC Members

External: School districts, Families, UW School of Social Work, Ombud’s Office, other partners agencies.

 


Job Requirements:

  • Undergraduate degree in Education or related field. MA in related filed preferred.
  • 4+ years related professional experience such as family engagement, social work, teaching, tutoring, youth development or youth case management.
  • 1+ year supervision experience preferably related to teaching/tutoring or extended learning programs.
  • Committed to anti-racism, cultural competency and continual learning and growth
  • Cross cultural experience; connection and experience working with people from refugee and/or immigrant backgrounds.
  • Experience Multi-lingual Learners and families.
  • Demonstrated ability to use a variety of instructional strategies appropriate for individual student needs.
  • Experience with adult learning, training and facilitation. Knowledge of virtual learning platforms and strong technology skills to utilize platforms such as Zoom and MS Teams, navigate common tech problems and support digital literacy.
  • Flexible and adaptable – able to quickly problem solve and change plans and activities according to parent need or unexpected circumstances.
  • Strong written, verbal, and interpersonal communication skills. Ability to work well with people of diverse cultural backgrounds.
  • Ability to work well independently and as part of a team. Ability to work remotely and responsibly self-manage time and tasks.
  • Ability to maintain responsibility for multiple tasks in the context of a diverse, fast-paced work environment.
  • Fluent in predominant language of local client a plus but not required (Ukrainian, Dari, Pashto, Arabic, Swahili, Kinyarwanda, etc.).

 


Working Environment:

  • This is a hybrid position with some in-person programming required within school districts in South King County and Snohomish County, IRC Office visits, or programming within other community spaces. Administrative work can be done from home office or IRC office in SeaTac.
  • Access to reliable internet connection required if opting to work remotely from home office.
  • Access to reliable transportation to commute to SeaTac and South King County and Snohomish County schools.
  • This position will typically work evenings and occasionally weekends to accommodate student and family schedules. The typical work schedule would be 10:00 – 6:00 or 11:00 – 7:00 Monday – Friday.

 

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirement.
