Position Summary

In April 2021, Kaiser Permanente (KP), The California Department of Health Care Services DHCS, and the California Primary Care Association (CPCA), committed to supporting Medi-Cal program transformation efforts by partnering with Community Health Centers (CHCs) statewide to advance population health management capabilities and enhance social health, called the Population Health Management Initiative (PHMI). The goals of the PHMI are to improve health outcomes, improve member experience of care, provide better access to care, increase health equity, and ultimately position CHCs to succeed under California Advancing and Innovating Medi-Cal (CalAIM).

During this proposal stage, PHI is currently recruiting a Managing Director to support the establishment of the External PHMI Implementation Office should PHI be selected as the fiscal sponsor for the project. As the KP PHMI fiscal sponsor, PHI will provide fiduciary oversight, financial management, and other administrative services to support implementation of the KP PHMI program.

**Position is contingent upon program award to PHI and funding availability**

Full salary range for this position: $73,813 to $107,089 per year. The typical hiring range for this position is from $73,813 (minimum) to $90,451 (midpoint), based on 100% FTE. The starting salary is determined based on the candidate’s knowledge, skills, experience, as well as budget availability.

Essential Duties & Responsibilities

  • Assists in the creation and implementation of strategies for the PHMI.
  • Plans, organizes and directs operational activities for the program.
  • Manages relationships with outside partners, funders, stakeholder groups being served by the PHMI.
  • Ensures completion of grant objectives and contractual obligations.
  • Manages all contractual compliance efforts in partnership with PHI.
  • Supervises program staff and consultants.
  • Oversees, tracks and monitors the budget for the program in partnership with the managing director.
  • Prepare fiscal reports and analyses which includes expenditure summaries and forecasting; provide ongoing, timely fiscal/administrative information to the managing director for short- and long-term planning;
  • Provide PHI operational procedures and policy guidance to staff; maintain PHI policy awareness by attending Financial and Administrative Network Meetings/Webinars;
  • Oversees payments to vendors, partners, grantees, consultants etc.
  • Communicate in a manner that ensures credibility, transparency and trauma informed practice both in outward and inward facing operations.

 

Minimum Qualifications

  • At least 5 years of related experience.
  • Bachelor’s degree in Public Policy, Public Health, Public Administration, or a related field is required, or you can substitute with four additional years of related experience.

Other Qualifications

  • Expertise and experience in Medi-Cal and CalAIM.
  • Strong analytical skills including ability to identify critical issues, to develop options and process solutions while defining a strategic plan to navigate challenges to achieve determined goals for the program.
  • Creative problem solving and negotiation skills with an emphasis on positive resolution of complex issues including conflict resolution, analysis of systems’ needs, client facilitation.
  • Strong oral and written communication skills including the ability to listen non-defensively, speak persuasively, and write coherently in a trauma informed approach. This includes facilitation of sensitive materials during trainings, technical assistance sessions, and internal operations.
  • Ability to supervise staff including establish work plans, monitor productivity, coach, and motivate.
  • Excellent interpersonal skills: able to work with diverse individuals and organizations including the funders, clients, Public Health Institute central staff, training participants and other key stakeholder groups.
  • Familiarity with business practices including fiscal managements, personnel and payroll, contracting, contractual compliance, and policies and procedures at Public Health Institute.
  • Experience developing and managing budgets in excess of $500K.
  • Strong skills in conceptualization, implementation, and integration of multiple strategies, ability to manage varied tasks and multiple projects simultaneously.
  • Master’s degree in Public Policy, Public Health, Public Administration, or a related field preferred.

Per the PHI Workforce Mandatory COVID-19 Vaccination Policy, it is a condition of employment for all domestic based employees to be fully vaccinated for COVID-19, unless they are granted a reasonable accommodation under applicable law.
