Job Summary

The Office of Sponsored Projects is looking for a dynamic, motivated, highly organized individual to join our team as a Grant Officer 2 or 3. This position will have a meaningful impact on faculty, staff, and the development of our Office, and have the opportunity for significant professional development and career advancement within our Office. This position is currently eligible for telecommuting work for Utah residents; the work schedule is required to primarily overlap the College’s core hours. The Grant Officer 2 or 3 is a key member of the Office of Sponsored Projects team and plays a crucial role in creating a culture of excellence in grant administration. As a key team member managing a portfolio of sponsored projects throughout the grant life cycle, the Grant Officer 2 or 3 is an experienced professional in sponsored project administration. Grant Officers follow established processes and procedures and provide expertise, oversight, and support to assigned college departments, faculty, principal investigators, and project staff. The Grant Officer 2 or 3 is proficient in: funding identification, grant strategy, proposal development, budgeting, contracting and negotiation, sub-awards, compliance monitoring and reporting, sub-recipient monitoring, uniform guidance interpretations, reporting, project management, and sponsor relationships. The Grant Officer serves as the primary point of contact and day-to-day manager on matters related to their assigned sponsored projects grant portfolio within the purview of OSP, following all applicable procedures, policies, and processes.

The Grant Officer 3 is a seasoned professional, serves as a lead team member, mentors other grant officers, and typically works with complex grants in different areas of the College.

The Office of Sponsored Projects inspires superior grant practices by developing and maintaining a robust grant administration infrastructure and providing exceptional service and leadership in pursuing and managing scholarly grant-related activities at Salt Lake Community College.

Essential Responsibilities and Duties

GRANT PORTFOLIO MANAGEMENT

General Responsibilities:
  • Act as a sponsor liaison for pre-award and post-award activities
  • Research information and data necessary for sponsored project proposal development and post-award management
  • Understand and follow OSP standard operating procedures, processes, duties, and tasks; assist in procedure development
Pre-Award Responsibilities:
  • Lead the proposal development process, including budget development and internal approval, with minimal assistance, according to sponsor guidelines, and utilizing all OSP materials and processes
  • Write, review and edit project narratives
  • Research funding opportunities, determine alignment with College priorities and assigned areas, then disseminate
  • Manage, facilitate and coordinate components of complex proposals and other documents demonstrating technical expertise and grammatical accuracy
  • Formulate sponsor memorandums independently and proficiently; compose reasonably complex correspondence
  • Support proposal submission

Post-Award Responsibilities:
  • Support contract review components applicable to OSP and coordinate contract activities in a timely manner; formulate and negotiate sponsor memorandum independently and proficiently, compose reasonably complex correspondence
  • Administer, review, and closeout sponsored projects, including large awards
  • Advise on regulations and compliance, specifically to make sure projects are conducted legally and responsibly while completing program activities
  • Coordinate with principal investigators to ensure reporting deadlines are met, including review and submission
  • Maintain awareness of the financial status and work with Controller’s Office
  • Administer compliance and regulation oversight for programmatic activities
  • Coordinate programmatic and financial modifications in a timely manner
  • Coordinate and participate independently in sponsor initiated administrative site visits and audits
Compliance Responsibilities:
  • Demonstrate proficiency and knowledge of applicable grant regulations
  • Advise as an expert on sponsored project regulations and compliance
  • Take action to address and resolve compliance issues by researching the issue and counseling with OSP leadership, then taking appropriate action with the principal investigator and project staff
Project Management Responsibilities:
  • Communicate expectations and roles with principal investigators, project staff, and department leadership
  • Contribute to the development and revision of templates and guidelines as assigned
  • Keep relevant staff informed about deadlines, deliverables, responsibilities, and next steps throughout the life-cycle of the grant
  • Provide regular reports on work-in-progress to supervisor
  • Solve problems related to the administration of awards in a timely manner by communicating effectively, providing appropriate resources and other project-related materials, and seeking guidance when necessary
  • Effectively use electronic research administrations systems, and grants and project management tools
Grant Officer 3 only: Subject matter expert in compliance

Outreach and Engagement Responsibilities:
Cultivate positive relationships with principal investigators in order to identify and prospect research funding opportunities on their behalf
  • Improve the visibility of the Office of Sponsored Projects
  • Contribute to the creation of a grant culture at Salt Lake Community College
  • Develop positive relationships within the college grant community
  • Actively engage to increase the amount of sponsored project funding at Salt Lake Community College
  • May serve on one or more special committees within the college or community, in order to increase awareness of OSP, develop and strengthen partnerships and open the door to new grant opportunities
  • Keep abreast of the various types of sponsored projects and how they are administered
  • Engage in professional development and educational activities that improve knowledge and skills necessary to perform Grant Officer II/III job responsibilities
  • Keep abreast of OSP trainings and refer College administration, faculty and staff to these opportunities
  • Contribute to the development and facilitation of sponsored project operations and training, such as reviewing or helping to develop standard operating procedures and other activities
  • Train and mentor principal investigators and project staff
  • Participate in/contribute to the on-boarding and training of new OSP staff, as assigned
  • Serve as an effective team player by showing loyalty to colleagues and support for department decisions
  • Demonstrate integrity, service, mindfulness, and responsibility in all work areas

Minimum Qualifications

Bachelor’s degree in business, communication, finance, public administration, healthcare administration, nonprofit management, sciences, humanities, social sciences, or related field.

Three (3) years (Grant Officer 2) or six (6) years (Grant Officer 3) of direct, full-time, paid experience in public grant administration (pre and post-award), research administration, nonprofit grant management, government contract management, proposal development/grant writing, or budgeting.

Project management experience.

Preferred Qualifications

Strong preference given to candidates with the following qualifications:

Master’s degree in a related field
Six (6) years direct, full-time experience in grant administration or a combination of the areas listed above.
Experience in higher education setting.
Project Management Certification (PMI, CAPM, IPMA), Research Administration Certification (CRA, CPRA, CFRA), and/or Grant Writing Certification.
Experience with variety of federal sponsors such as National Science Foundation, Department of Education, National Institutes of Health, Department of Labor, National Endowment of the Humanities, Health and Human Services, etc.

  • Intermediate or advanced level research administration skills, including pre-award process, submission process, post-award process, regulatory compliance, budgeting, and best practices
  • Proficient in grant regulations (Grant Officer 3 must exhibit in-depth knowledge and proficiency)
  • Designing, writing, and editing complex documents and reports, including standard operating procedures.
  • Effective grant writing and research processes (Grant Officer 3 must have advanced knowledge and abilities in this area)
  • Project management techniques (Grant Officer 3 must have a strong ability to use these techniques)
  • Ability to lead sponsored project teams and individuals throughout the life cycle of the award
  • Ability to manage and prioritize numerous complex projects, grants, and contracts concurrently and effectively to meet deadlines
  • Ability to develop unique and successful strategies for individual sponsored projects
