Job Description

Summary Objective

Under limited supervision, performs or oversees the development, implementation and monitoring of accounting activity for a department or agency. Analyzes financial information and programs, identifies financial trends, makes recommendations to management, and prepares a full range of financial reports, including specialized or non-standard reports. May also serve in a lead role.

 

Essential Functions

  • Maintains comprehensive knowledge of State Accounting Office (SAO) policies and procedures for assigned area. Assists with State Accounting Office initiatives as well as quarterly and year-end closing procedures.
  • Leads and oversees the pre pa ration, maintenance, and accuracy of schedules and ledgers required to meet financial accounting and reporting objectives, including lease schedules, asset ledgers and related schedules,
  • Ensures accurate reporting of Agency balances and transactions for Annual Comprehensive Financial Report (ACFR), Schedule of Expenditures of Federal Awards (SEFA), and other applicable reporting objectives.
  • Reviews and analyzes general ledger accounts accurately for fiscal integrity as well as compliance with applicable principles, standards, guidelines, policies, and procedures.
  • Corrects general ledger accounts based on timely recognition of problems and accurate identification of required adjustments.
  • Plays a key role in monthly, quarterly, and annual financial closing processes.
  • Prepares advanced-level professional recommendations and financial reports to management.
  • Assist in the development of policies and procedures for assigned areas.
  • Maintains complete, accurate and readily accessible accounting files that conform to applicable policies, procedures, guidelines, and standards.
  • Follows guidelines for providing information to others and auditors when necessary.
  • Maintains confidentiality of records, files, and other documentation.
  • Prepare ad hoc reports as needed.
  • Assist in cross training team members.

 

Competencies

  • Advanced knowledge and understanding of Generally Accepted Accounting Principles (GMP) as it applies to governmental accounting and rep6rting.
  • Knowledge of business operations (Accounts Payable, Accounts Receivable & Purchase Order activities)
  • Skills using queries and reports to monitor financial records.
  • Ability to retrieve information from the accounting system, analyze, identify, and investigate discrepancies.
  • Strong oral and written communication and presentation skills; Strong interpersonal skills
  • Excellent customer service skills
  • Excellent analytical skills
  • Ability to serve as lead worker.
  • Intermediate or advanced knowledge and skills with Microsoft Excel
  • Ethical Conduct.
  • Minimum five (5) years of professional accounting experience
  • Proficient in Microsoft Excel using Pivot table and Vlookup functionality.

 

Work Environment

This job primarily operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

 

Work Conditions

This is a largely sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary.

 

Position Type and Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday 8:30

a.m. to 5 p.m. Some flexibility in hours is allowed, but the employee must be available during the "core" work hours of 8:00 a.m. to 4:00 p.m. The position occasionally requires long hours of work.

 

Travel

Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.

 

Minimum Qualifications

Master's degree in accounting from an accredited college or university AND One year of professional accounting experience OR Bachelor's degree in accounting from an accredited college or university AND Two years of professional accounting experience OR Bachelor's degree in a business curriculum which included completion of introductory and intermediate accounting sequence from an accredited college or university AND Three years of professional accounting experience.

 

Note: Some positions may require certifications.

Preferred Qualifications

  • Experience preparing or auditing state entity ACFR and SEFA reports
  • State of Georgia Accounting Experience
  • Five or more years' experience working in General Ledger, AP, AR and general accounting environment
  • Advanced Excel skills (creating spreadsheets, formulas, pivot tables, etc.)
  • Experience using PeopleSoft Financials software
