Position Purpose:
The Malaria Evolution in South Asia International Centers of Excellence for Malaria Research (MESA-ICEMR, rathodlab.org/icemr/) and the Department of Chemistry at the University of Washington are seeking applications for an Associate Director. 

In partnership with the Principal Investigator, this position directs the South Asia International Center of Excellence for Malaria Research (ICEMR), a seven-year cooperative agreement between the UW and the National Institutes of Health (NIH) to establish and manage multiple clinical and laboratory research sites across South Asia to better understand malaria evolution in the region. The Center has four Projects (Epidemiology, Parasite Plasticity, Pathogenesis, and Human Genetics) and three Cores (Administration, Data Management and Statistics, and Shared Technology). This position reports to the Principal Investigator and has substantial responsibility for directing and controlling program operations and is accountable for the allocations of resources and program results.

Position Complexities:
In the US, this position assigns and directs the Center-related work of two research scientists and two graduate students at the UW. In partnership with subaward PIs, this position guides the Center-related work of staff scientists, graduate students, and postdoctoral scholars supported by the program at collaborating US institutions. This position is responsible for project data management and statistical analysis. In India, this position partners with Operations Manager to define, assign, and direct the work of project leaders and site investigators in India. This position reports to the Principal Investigator, has substantial responsibility for directing and controlling program operations and is accountable for the allocations of resources and program results.

This position is responsible for conceptualizing how an international basic-science research center should be structured and operate within the cooperative agreement awarded and the political climate in India, and then transforming that vision into reality. There are numerous complex and diverse components of the positions' responsibilities to be filled by one individual. This incumbent must be capable of managing complex financial and contractual agreements, conceptualization and analysis of parasitology and mosquito research studies, design and implementation of epidemiological surveys and clinical studies in remote villages and urban tertiary care centers in resource-poor locations, financial planning and budgetary implementation under constantly changing administrative challenges and priorities, strategic prioritization of the scientific, clinical and research program goals within the Center’s financial and administrative limits, diverse research teams and operational challenges at six sites in South Asia, and intercultural and interpersonal sensitivities of local and international personnel and research partners who are taking on new responsibilities. In addition to the challenge of managing teams across cultures, languages and a 12.5-13.5 hour time difference, many of the Center's field sites are located in developing regions of India with intermittent internet and phone access.

Duties & Responsibilities:

35% Strategic Leadership
Direct and lead short-term and long-term strategic programmatic, scientific and financial decision-making for the Center, with input from the Program Director; Identify and define research problems and design multi-phase studies to answer complex scientific questions; Design, write, and direct implementation of community, clinical, and scientific studies; Obtain and maintain human subject approvals for multiple protocols with 10+ Institutional Review Boards each; Develop conclusions to research problems and significantly contribute to grant and scientific manuscript writing; Present Center research at conferences.
35% Financial & Grant Management
Independently direct the Center’s financial and contractual obligations with the UW and the NIH as well as with multiple domestic and international subcontractors; Understand and ensure that research and fiscal operations comply with institutional, state, federal, and agency policies and regulations in the United States, as well as those of India’s Council of Medical Research, state and federal governments, and clinic or institutes; Independently plan, develop and manage annual budgets of roughly $2.75 million. Prepare and submits grant proposals, annual reports, and other program deliverables. Proposals are often complex and require coordination with multiple collaborators.

20% Operations
Direct Center operations in the Seattle-based Rathod/ICEMR lab, at collaborating labs in the U.S. and field sites in South Asia; Hire, train and supervise 75 Center staff members based in Seattle and at the Center's research sites across India; Develop, implement and monitor Center-wide operational employment-related policies and protocols (e.g. benefits, leave, office/laboratory conduct, travel, etc.) for India-based operations; Provide professional and career development opportunities for staff members; Lead Project Leaders and subcontract PIs in the execution of programmatic and financial obligations, particularly those on-site in South Asia where many of the partners are engaging in NIH-sponsored research for the first time; Design and oversee management of data and biological samples.
10% Administration
Interact frequently and independently with NIH Program Officers and Scientific Advisory Group members, Indian Council of Medical Research and other Indian government leaders, and UW personnel in the offices of the Attorney General, Global Support, Real Estate, Office of Sponsored Programs, etc.; Forge and maintain strong working relationships with partners and employees across cultures, through daily communication with remote offices.
