Position Summary

The Opportunity:
Reporting to the Director of Facilities & Operations, the Assistant Director of Facilities & Operations supervises the day-to-day operations of the district facilities department. Overseeing Facility Maintenance, Grounds Services, and Custodial Services, the incumbent uses the College Mission, Guiding Principles and commitment to Equity, Diversity, and Inclusion to create a welcoming environment for our students, staff and faculty. The Assistant Director assures delivery of efficient, effective, and responsive customer-oriented service to the Skagit Valley College district. Our district includes the Mount Vernon and Whidbey Island Campuses, San Juan Center, the Maritime Center, Craft Brewery ,Head Start and ECEAP facilities including academic and office buildings, athletic facilities, student housing, parking lots, pedestrian walkways, and all associated infrastructure. This position plans, organizes, staffs, and directs the efforts of all facilities department personnel including the Maintenance Supervisor, the Custodial Supervisor, three custodial shift leads and 23+ full-time and part-time custodial and maintenance staff. The Assistant Director of Facilities works with other agencies, contractors, consultants and outside groups to accomplish this work. This position supports the Director of Facilities with execution of capital projects, ensures compliance with applicable policies and procedures, oversees environmental and hazardous waste; waste management and recycling; energy conservation; plant safety; and the maintenance of HVAC, plumbing, electrical, fire alarm, and elevator systems. The position monitors expenditures within budget parameters and guidelines. The Assistant Director develops relationships with staff, other departments and individuals outside the college that encourage participation, teamwork, and effective use of State resources. The position also represents the College by maintaining a professional approach and demeanor in all activities. The Assistant Director of Facilities independently performs work with minimal supervision, structure or guidance and reports directly to the Director for Facilities and Operations.

Duties and Responsibilities

 


Project Management
  • Responsible for the proper care of all college facilities and facility-related equipment.
  • Provide coordination with IT Services, Security, and other departments, regarding maintenance activities, and office moves, and ensure timely completion of maintenance activities.
  • Develop and manage preventive maintenance using the Direct Line Megamation program approved by the State Board for all buildings and facilities across the district.
  • Participate as the District Safety Officer as a permanent member of the College Safety Committee. Report on the status of incidents, accidents, and near misses at monthly safety committee meetings.
  • Manage the department MSDS documentation process using the MSDS-Online program, insure all staff receives proper training.
  • Manage the department's On-Demand Training Program and insure staff receives regular updates to annual safety training.
  • Plan and obtain quotes for maintenance projects; oversee the day-to-day activities of contractors performing work on campus. Directly supervise any contracted staff involved in carpentry, plumbing, electrical, or other specialized activities necessary for the maintenance of the college facilities.
  • Maintain up-to-date campus and building maps, facility inventory, and room numbering systems.
  • Provide support for college energy conservation programs and compliance efforts associated with the Clean Building Standard.
  • Coordinate with Conference & Event Services to help support activities and events on campus.
  • Liaison with other College departments regarding facilities services activities, programs, and opportunities.
  • Manages the college fleet vehicle maintenance and repair program.

Leadership and Compliance
  • Oversee and manage all maintenance, custodial, and grounds personnel in the areas of new employee selection, work assignments, evaluations, and training: direct and support department supervisors with the assignment of maintenance, grounds, and custodial work on all shifts, assure work assignments are consistent with staff job classifications, evaluate work methods and procedures, implement appropriate changes, and assure proper handling of cleaning chemicals, pesticides, and hazardous materials.
  • Recruit, train, supervise, evaluate, develop, and discipline department employees in compliance with college policies and collective bargaining agreements.
  • Provide leadership and support to the Director of facilities with the development of our biennial capital repair budgeting and the facility condition survey process.
  • Monitor assigned divisional budgets and maintain expenditures within parameters or budget guidelines. Implement cost-effective measures and use resources and technology effectively to increase productivity. Provide guidance to department supervisors with budget monitoring and approve departmental spending.
  • Ensure timely and accurate reports to government regulatory agencies as required. Manage, track, record, and schedule testing for fire alarms, fire sprinklers, fire extinguishers, hood inspection testing, elevators, and pressure vessels. Insure reporting to and compliance with the Clean Air Agency standards by maintaining a Boiler usage spreadsheet.
  • Interpret and ensure compliance with applicable codes, rules, standards, and regulations. Conduct research to obtain and analyze data, prepare reports, ensure the enforcement of ordinances, state and federal rules, and regulations, policies, and procedures. Create and/or updates policies, and procedures.
  • Provide oversight for and compliance with local, state, and federal environmental regulations and ensure Hazardous waste-related training and reporting requirements are met.
  • Maintain accurate building drawings and room inventories using college applications and databases. Manage the organization and archiving of record drawings, building O&Ms manuals, and other related building and equipment information.

Development and Planning
  • Participate in the emergency response team and assists in incident response and recovery, as directed. Work with college staff and leadership upon request to maintain and update campus emergency response plans, including updating evacuation maps, and ongoing employee readiness training; participate in the development of college disaster plans and insure adequate employee response readiness.
  • Assist with the project management for remodel and repair projects conducted by in-house college staff. Participates in capital development project teams for the design and building of campus infrastructure, as requested by the Director of Facilities.
  • Provides recommendations for exterior and interior building signage solutions to align with campus signage standards.
  • Plan and make recommendations regarding office moves, reorganizations, and furniture selections. Schedule and coordinate physical office moves.
  • Develop departmental procedures and policies as required.

Secondary Duties
  • Other duties as assigned.
  • Acts as the Director for Facilities and Operations under assigned circumstances.

Knowledge or understanding of :
  • Facilities and grounds maintenance, such as general construction, mechanical, electrical, plumbing, carpentry, and other building trade areas. Construction project management, scheduling, monitoring, inspecting, and approving others' work; receipting for materials and equipment. Basic principles of all phases of facilities construction and renovation from design through actual project completion.
  • Building materials, tools, and equipment; building codes; and related safety hazards, rules, regulations, practices, and procedures pertinent to the area of assignment.
  • Principles, practices, and procedures of effective planning, time management, and project coordination. Principles of group dynamics, program, and process evaluation.
  • Organizational and community dynamics and principles and practices of leadership, management, and supervision, including program planning, directing, coordinating, coaching, team building, and evaluation.
  • Applicable local, state, and federal laws, rules, regulations, policies, and procedures related to the areas of assignment.
  • Fiscal management includes budget monitoring, administration, expenditure control, and recordkeeping.
  • Computer operation and a variety of software including word processing, spreadsheet, database, and other applications specific to the area of assignment.

Skilled in:
  • Manage and coordinate facilities and grounds construction, maintenance, and repair across the college district – this includes the ability to travel to the various campuses and centers on a recurring and regular basis.
  • Evaluate construction, repair, and maintenance requirements from the standpoint of safety factors, aesthetics, structural integrity, cost-effectiveness, cost reduction, time, and scheduling considerations.
  • Promote staff and team development and high performance by assuring regular, effective, and consistent feedback and evaluation.
  • Assure that confidential and sensitive information is handled appropriately.
  • Listen attentively and communicate effectively, both orally and in writing, with individuals and groups in clear, concise language appropriate for the purpose and parties addressed, including facilitating groups and preparing and making public presentations that can be understood by non-technical listeners and preparing and/or directing the preparation of comprehensive written reports, materials, and correspondence.

Ability to:
  • Apply basic mechanical ability to the solution of problems, the safe operation of power and hand tools, and the performance of other tasks.
  • Read and comprehend blueprints, schematic diagrams, and specifications.
  • Strategically plan, prioritize, train, direct, coach, coordinate, organize, and evaluate staffing and services, as assigned. Administer and change plans, policies, and work programs, as necessary.
  • Use tact, discretion, respect, persuasion, diplomacy, and courtesy to gain the cooperation and commitment of others and establish and maintain effective teams and professional relationships and rapport with public officials, department heads, co-workers, employees, representatives of other agencies or entities and diverse members of the public.
  • Be attentive to detail and make mathematical calculations appropriate to the area of assignment rapidly and accurately. Recognize, resolve, and correct discrepancies in data. Estimate and analyze the costs and effectiveness of programs. Monitor and interpret fiscal and statistical information.
  • Provide leadership and maintain a high level of personal and professional integrity.
  • Work effectively in a multi-task environment, take appropriate initiative, and effectively delegate responsibility and authority.
  • Maintain current knowledge of assigned areas and adapt to new technologies.

Qualifications

Minimum Qualifications:


  • Bachelor’s degree and five years of progressively responsible experience in facilities maintenance, physical plant operation, construction, and staff supervision.
OR
  • An equivalent combination of education, training, and experience that provides the required skills, knowledge, and abilities.

 

Salary, Benefits, Conditions of Employment, Application Procedure

Salary and Benefits:

  • Annual salary rate for this twelve-month, 100% of full-time position is $85,000 - $97,000 depending on experience;
  • Contracts are written annually for the period of July 1 to June 30. This position will be filled as soon as practical after a candidate is identified and the salary will be pro-rated for the remaining contract period.
  • This position is exempt from the overtime pay requirements of The Fair Labor Standards Act and is civil service exempt; OR IF NON-OT ELG This position is exempt from civil service. This position is eligible for overtime.//OT NON ELG//
