PROGRAM

Parent Care Family Recovery Services are designed for chemically dependent women and their families who are at high risk for child abuse, domestic violence and homelessness. A majority of women in treatment also have a dual psychiatric diagnosis and a host of related health issues. The open position is in La Mesa. The La Mesa location has approximately 85 employees and interns, including a licensed child care facility for clients. This program is contracted with the County of San Diego and sees Medi-Cal clients. The program is open Monday – Friday daytime hours.

THE POSITION

Vista Hill is looking to hire a full time, experienced, and energetic Licensed Mental Health provider to oversee our Parent Care Recovery program in East County. The Program Manager hires, trains and oversees the clinical work of a multi-disciplinary team of therapists, substance use disorder counselors, peer support specialists, physicians, and administrative support persons. The Program Manager monitors and audits clinical records and ensures excellent quality mental health services and documentation. An example of tasks include:

· Provide supervision, education, and training and oversees the work product of all staff.

  • Provide clinical direction to clinicians, registered and licensed.
  • Ensure that Assessments, Client Plans, and all Progress Notes are completed in accordance with all applicable standards and reflect quality care.
  • Monitor all cases for progress, goals achieved and movement toward transition/termination.
  • Ensure that the staff provides clinically sound, short term, goal oriented therapeutic interventions to all clients and families and that those services are adapted to the culture and strengths of the client and family.
  • Assist therapists in developing transition plans and moving clients and families toward successful termination of services.
  • Ensure that all unusual occurrences, critical incidents, and patient, staff, and stakeholder complaints are thoroughly investigated, documented, and responded to, according to Vista Hill and district policy, and applicable ethical and legal requirements.
  • Ensure that staff are informed of all procedural requirements.
  • Ensures that the program is successfully meeting all contract objectives.
  • Develop and implement a plan to address any areas needing improvement.
  • Monitors, develops, and reports on Vista Hill and stakeholder performance outcome objectives and ensure that data is current and accurately recorded.
  • Train staff on standards for completion of all outcome measures.
  • Ensure that all Privacy Practice standards and ethical practice standards are implemented within the program.
  • Provide routine audit of all medical records ensuring that records comply with all known documentation standards and procedural requirements.
  • Submits monthly productivity report to the Director.
  • Identifies and implements strategies to develop new program opportunities.
  • Assists in the professional development of staff.

There are three levels of Program Managers. Requirements and pay are listed for each:

PROGRAM MANAGER I REQUIREMENTS (CERFIED SUBSTANCE USE DISORDER COUNSELOR:

· Bachelor's degree in social services or other helping profession required, Master's degree preferred. AOD certification required and experience may substitute for formal education.

· Minimum of 2 years supervisory and management experience. Minimum of 5 years’ experience working in AOD field.

· Must have knowledge of the cultural issues that can impact mental health treatment, be aware of applicable laws and requirements, and have an excellent understanding of the culture and challenges of the population served.

· CA driver’s license and reliable transportation.

· Must be free of probation/parole for at least 3 years and free from any illicit substances.

· Must be able to pass a drug screening, background check and TB test.

PAY FOR PROGRAM MANAGER I

$32.00 per hour minimum starting rate.

This is a starting rate and may be adjusted up based on education and experience.

Current Vista Hill employees in these job titles for 2023 are paid $32.00 - $35.00 per hour.

PROGRAM MANAGER II REQUIREMENTS (REGOSTERED CLINICIAN):

· Masters degree in social work, psychology, counseling, or human behavior.

· State registration with the Board of Behavioral Science for Clinical Social Work (ACSW), Marriage and Family Therapy (AMFT), Professional Clinical Counselor (APCC), Licensed Clinical Psychologist. (ACP).

· Minimum of 5 years’ experience working in AOD field.

· Three years’ experience working with children, youth and families from a variety of cultural backgrounds.

· Must have knowledge of the cultural issues that can impact mental health treatment, be aware of applicable laws and requirements, and have an excellent understanding of the culture and challenges of the population served.

· CA driver’s license and reliable transportation.

· Must be free of probation/parole for at least 3 years and free from any illicit substances.

· Must be able to pass a drug screening, background check and TB test.

PAY PAY FOR PROGRAM MANAGER II

$36.00 per hour minimum starting rate.

This is a starting rate and may be adjusted up based on education and experience.

Current Vista Hill employees in these job titles for 2023 are paid $36.00 - $38.00 per hour.

PROGRAM MANAGER III REQUIREMENTS (LICENSED CLINICIAN):

· Masters degree in social work, psychology, counseling, or human behavior.

· State license with the Board of Behavioral Science for Clinical Social Work (LCSW), Marriage and Family Therapy (LMFT), Professional Clinical Counselor (LPCC), Licensed Clinical Psychologist.

· Minimum of 5 years’ experience working in AOD field.

· Three years’ experience working with children, youth and families from a variety of cultural backgrounds.

· Must have knowledge of the cultural issues that can impact mental health treatment, be aware of applicable laws and requirements, and have an excellent understanding of the culture and challenges of the population served.

$39.00 per hour minimum starting rate.

This is a starting rate and may be adjusted up based on education and experience.

Current Vista Hill employees in these job titles for 2023 are paid $39.00 - $47.50 per hour.

BENEFITS

Employees working over 30 hours a week receive employer-paid benefits, including medical, dental, vision, paid time off (vacation and sick leave), paid holidays, employer-paid retirement contribution and clinical supervision (if applicable). Some programs qualify for student loan forgiveness programs.

Employees who work less than 30 hours a week do not qualify for healthcare benefits.
