Job Description

DESCRIPTION

Under the supervision of the Vice President of Students Services and Dean of Counseling & Matriculation or designee, develop, organize, coordinate, implement and supervise the day-to-day program activities and operation of the Student Transfer Academic Retention (STAR) TRIO - Student Support Services (SSS). The Director serves as the spokesperson for STAR students and staff in accordance with policies of the US Department of Education regulations. The Director also manages and monitors the STAR budget.

REPRESENTATIVE DUTIES

REPRESENTATIVES DUTIES:                           

  • Plan, organize and coordinate implementation of the activities, services and operations of the STAR Student Success grant project, including oversight of resources, STAR staff, and outside evaluators.  
  • Maintains cooperative relationships with District staff and business, labor, industry, governmental agencies, and community organizations.  
  • Manage the STAR grant budget and related reporting in collaboration with various District staff and departments and prepare, submit, and manage annual STAR program budget in accordance to District and US Department of Education policies.   
  • Coordinate meetings, set agendas, and maintain meeting records.  
  • Establish and maintain accurate, timely and complete recordkeeping processes, ensuring that all grant reporting requirements and restrictions are observed. In conjunction with various District staff and departments, coordinate and compile data and prepare grant reports.  
  • Research, compile and evaluate data regarding participants and program outcomes; conduct research regarding program effectiveness and student tracking; and create and/or archive project documentation.  
  • Communicate the objectives and outcomes of the program to various District staff and departments and the grant program officer.  
  • Attend meetings required by funding sources, which may require out-of-state travel.  
  • Implement federal grant requirements associated with the program.
  • Prepare, develop, and submit project grant proposals.  
  • Supervise the implementation of all the conditions presented in the grant proposals and day-to-day operations.  
  • Implement, monitor, and evaluate services to participants.  
  • Prepare and submit various District, US Department of Education or state reports, as assigned or requested.
  • Champions strategies to advance and promote diversity, equity, inclusion, access, cultural competence and a positive work and academic environment.  
  • Supervise, train, evaluate, and hire staff.  
  • Evaluate all aspects of the project plans on a regularly scheduled calendar.  
  • Attend meetings with District staff and external stakeholders, as assigned or requested.  
  • Supervise outreach and selection of project participants; ensure that eligibility requirements are met as defined by the US Department of Education.  
  • Serve as a liaison between 4-year transfer institutions and STAR program participants.  
  • Oversee the collection and monitoring of student contacts and student academic records.  
  • Supervise the coordination of educational programs; oversee coordination of weekly academic and advising sessions, the summer academic component and tutoring components. 
  • Oversee the planning and implementation of college visitations, cultural activities, educational activities, career fairs, financial aid workshops; and study skills/testing-taking workshops.  
  • Maintain communication channels with constituencies.
  • Perform other related duties as assigned.

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE:

  • Master’s degree from an accredited college or university in Educational Administration, Higher Education Public Administration, Guidance and Counseling, or College Student Personnel Services or other related field. 
  • At least 3 years experience designing, managing, implementing educational programs
  • At least 3 years work experience in higher education
  • At least 3 years’ experience administering federal grant and federal budgets preferred
