Essential Job Duties

The position will assist in ensuring access to home and community-based services and other medical and non-medical services for individuals with physical disabilities enrolled in 1915© HCBS waivers.

Position Overview:

This position will provide administrative support to two 1915 (c ) Home and Community-based Services waivers, known as the Community Alternatives Program for Children (CAP/C) and Disabled Adults (CAP/DA). The CAP waivers are authorized under section1915© of the Social Security Act and comply with 42 CFR § 440.180. These programs provide a cost-effective alternative to institutionalization by supporting a physically disabled Medicaid beneficiary to remain in or return to a home and community-based setting.

This position will be responsible for the day-to-day operational decisions related to the requirements of program enrollment, quality assurance initiatives, and outreach and education. This position will oversee and supervise contract staff to ensure deliverables and benchmarks are met timely and the goals of each staff are met.

Other Work/Responsibilities

  1. Provide supervision and coaching to staff onboarded to support the administration of the Community Alternatives Program.
  2. Compile and submit a quarterly report containing the number of outreach and training sessions held.
  3. Ensure a training participation survey is completed within two (2) Business Days of the completion of each training. Submit the results of each of these surveys within thirty (30) days of completing the survey, including a summary narrative that includes takeaways and recommendations.
  4. Compile a quarterly report containing a status report of all activities performed by each staff member onboarded to support the administration of the Community Alternatives Program.
  5. Other duties as assigned.

Minimum Experience/Education

  • Master’s degree in Health Administration, Business Administration, Public Health, Public Administration, Social Work, Nursing, or Health Sciences from an appropriately accredited institution and four years of experience in Medicaid long-term services and supports and home and community-based services, including two years in a supervisory or consultative capacity; or
  • Bachelor’s degree in Health Administration, Business Administration, Public Health, Public Administration, Social Work, Nursing, or Health Sciences from an appropriately accredited institution and six years of experience in in Medicaid long-term services and supports and home and community-based services, including two years in a supervisory or consultative capacity; or
  • An equivalent combination of education and experience.




Department Required Skills

  • Proven ability to communicate effectively and professionally with employees, managers, and the public (in-person, online, in writing, and on the phone)
  • Proficient in Microsoft Office products, including Word, Excel, and Outlook
  • Ability to establish and maintain effective working relationships with other state agencies, providers of services, advocacy groups, and other organizations
  • Ability to effectively manage multiple tasks and priorities
  • Proven experience in collecting and analyzing programmatic data
  • Working knowledge of long-term care supports and services and home and community-based care
  • Proven ability to interpret and apply complex Federal and State regulations
    • Knowledge of health care and medical terminology
    • Demonstrate ability to understand issues to be resolved, project professionalism and knowledge, and use tact and persistence
    • Ability to understand and translate medical and regulatory requirements into practical, clear, and unambiguous policies and procedures
    • Proven ability to exercise good judgment and discretion in establishing, applying, interpreting, and evaluating policies and procedures
    • Previous experience working in a lead or supervisory capacity


Preferred Years Experience, Skills, Training, Education

  • Master’s Degree in Health Administration, Business Administration, Public Health, Public Administration, Social Work, Nursing, or Health Sciences
  • Knowledge of the Medicaid and Medicare programs for long-term services and supports
  • Knowledge of community-based services and clinical policy development
  • Experience in management and administration of federal and state programs
  • Five or more years’ experience in Medicaid, medical program administration, health insurance, health care/public sector administration
