Position Summary/Purpose of Position:

Reporting to the HR Manager Staff Relations, the HR Generalist II- Leave Administrator provides oversight and management of various professional and complex HR assignments in support of the FM organization that employs over 800 service, maintenance, skilled crafts, administrative and professional employees, many of whom are in a collective bargaining unit. The primary role is to support the FM Staff Relations Unit and the AD/FM Staff Relations by interpreting management policies and operating practices, consulting with management to provide guidance in policy/MOU administration and to ensure compliance throughout Facilities Management. This HR Generalist has primary responsibility for the management of medical absences to ensure compliance with FMLA, ADA, and other applicable laws, regulations, and policies. Of the three Generalists, this incumbent is the primary point of contact for FM unit managers, supervisors, DES, campus and other outside service providers as appropriate, in monitoring, maintaining records, communicating, analyzing and obtaining status updates and case dispositions related to employee absences or workplace modifications due to medical reasons, e.g. Job and Personal Injury or Illness, FMLA, ADA accommodations, Fitness for Duty.

Minimum Qualifications:

Education
  • Bachelor’s Degree*
Experience
  • Three to five years recent and directly related HR experience, including functions such as Worker’s Compensation/Benefits, OSHA, FMLA, and ADA/Job Accommodations. 
*Without a bachelor’s degree, incumbent must have at least seven (7) years of work experience as noted above.
Knowledge, Skills, and Abilities:
  • Thorough knowledge of human resources policies, practices, and procedures including principles and practices of employee relations, mediation and conflict resolution techniques. Knowledge of FMLA and ADA
  • Ability to interpret and apply human resource policies, practices, and procedures with regard to internal policies such as Accident Leave and Modified duty as well as FMLA, ADA and other federal and state employment laws impacting area of responsibility; to organize data and present clear, concise reports and information. 
  • Ability to effectively communicate orally with others and to communicate effectively in writing; effective presentation skills; must have strong interpersonal skills to effectively work with all levels of the organization and a diverse client base and employee population; must have excellent customer service skills. 
  • Proficiency in the use of computer systems: especially MS Office Suite, work order, and database tracking systems required. 
  • Ability to operate manual and automated systems, computers, and related software to facilitate assigned work; to maintain poise and courtesy under pressure; to handle sensitive and confidential matters with discretion and tact; must be detail oriented and demonstrate the ability to manage tasks and prioritize work assignments. 
  • Must be able to exercise independent judgment as the incumbent will be working under minimal supervision.

Preferences:

  • Degree discipline: Human Resources, Labor or Industrial Relations, Psychology, Business Management, or a related field strongly desired. Advanced Degree preferred.
  • Human Resource Management Certificate; SHRM IPMA-HR or PHR certification desired.
  • Experience in a large (over 500+) public sector organization managing data within an automated system is helpful.
  • Ability to communicate with a Spanish-speaking workforce desirable.

Additional Certifications:

Although driving a State Vehicle is not a requirement for this position, travel by foot or vehicle may be required from time to time for meetings, deliveries, etc. on and off campus. IF driving a State vehicle, incumbent must possess and maintain a valid class C Driver’s license or equivalent with fewer than six points.

The hiring salary range is $66,000 – $80,000.

Physical Demands

Work takes place in both an office environment and in on-campus buildings; will require ability to travel throughout campus. There may be occasions when the incumbent will need to work outside their normal work shift or days to accommodate university, departmental and/or unit events as well as other shifts that exist in the organization for purposes of meetings, training, etc. Must be able to read, concentrate for extended periods, focus, analyze, and synthesize information. Position is Telework-eligible.
