Job Description

Responsible for the timely and accurate processing of payroll and benefits. In addition, this position helps ensure compliance with legal requirements, and proactively seeks a thorough knowledge of policies, state, and federal laws impacting payroll. Must maintain the highest level of confidentiality at all times.

Examples of Duties

A. Processes and finalizes all payroll information on a bi-weekly basis for all employees. Reviews all timesheets and leave forms. Enters changes for benefit and payroll earnings/deductions. Reviews miscellaneous payroll payments. Creates and distributes checks to vendors/agencies related to payroll. Follows up on outstanding check letters.

B. Maintains, balances, and submits all payroll related bills on a bi-weekly basis.

C. Balances and submits reports to State Universities Retirement System (SURS) for each payroll including Federal Match for grant-funded employees. Processes certifications, terminations, and retirements for SURS online. Completes audit for SURS payments as needed.

D. Maintains tax tables in the payroll system. Periodically audits earnings, deductions, various reports, and files to ensure accuracy.

E. Balances quarterly and annual reports. Prepares quarterly Federal and State tax reports. Uploads new tax tables, balances, prepares and submits W-2 forms annually. Prepares and electronically submits monthly IDES wage reports and unemployment payments quarterly.

F. Establishes and maintains the payroll system calendar schedules: fiscal, academic, and calendar year.

G. Assists Director of Financial Affairs in preparing audit schedules for fiscal year end, including payroll accruals and SURS reconciliations.

H. Maintains up-to-date knowledge and understanding of changes to policies, state, and federal laws impacting the payroll function. Engages in continuing education activities to ensure payroll procedures follow best practices.

I. Serves as a staff liaison between employees, their supervisor and the worker’s compensation company regarding work related injury/illness. Prepares First Report of Injury/Illness and submits bills to worker’s comp for payment. Posts all required OSHA forms.

J. Maintains an accurate and current procedures manual, as well as maintains all employee payroll files.

K. Serves as the payroll and benefits liaison for employees. Responds to inquiries, problems, and concerns from staff, students, and visitors. Acts as the payroll and benefits representative on various committees. Processes and maintains all employee benefits forms.

Minimum Qualifications

A. Post-secondary education required; minimum associate degree in Accounting, Business Administration, Human Resources, or a related field is required, or equivalent in-depth specialized training directly related to payroll processing and benefits administration.

B. At least three to seven years of professional, related work experience is required; previous payroll and benefits administration experience, preferably within higher education is preferred.

C. Extensive knowledge of the payroll function including preparation, reconciling, internal control, and payroll taxes is preferred.

D. Proficient with payroll software is required; Colleague proficiency is preferred.

E. Proficient with Microsoft Office Suite or related software is required.

F. Excellent oral and written communication skills are required.

G. Excellent organizational skills, and strong analytical and problem-solving skills are required.

H. Demonstrated proficiency in English is required; ability to communicate in other languages is desirable.

I. Must be meticulous and accurate in dealing with numbers and details.

J. Must have effective time management skills, impeccable customer service, and the ability to multi-task in a fast-paced environment.
