Rutgers the State University of New Jersey is seeking and Accounting Manager II, Internal External Reporting for the Office of the University Controller. Reporting to the Senior Manager of Internal/External Reporting in University Accounting, the Accounting Manager II is responsible for the oversight, coordination and preparation of the Audited Financial Statements and related footnotes within the Enterprise Planning and Reporting Cloud Based System (EPRCS), the supervision of personnel and related accounting and reporting responsibilities for Student Aid and Loan Programs, as well as a comprehensive understanding of accounting in accordance with Generally Accepted Accounting Principles (GAAP), within university and governmental policies and procedures in analyzing the financial operations.
Among the key duties of this position are the following:
  • Manages the operation, preparation and process flow of the audited financial statements within the EPRCS reporting system, working together with central accounting personnel to ensure management discussion, and analysis (MD&A), statements, footnotes, and supplementary information are complete and properly presented and formatted.
  • Supervises senior accountant responsible for financial accounting, reporting and reconciliation of Federal and State Student aid and Loan Fund Types. Responsible for annual Fiscal Operations Report and Application to Participate (FISAP) reporting to Federal Government.
  • Responsible for the formulation of the University Cash Flow statement maintaining detailed support for the Operating, Financing, and Investment sections.
  • Assists with troubleshooting help desk questions related to financial activities and operations within University Accounting providing financial assistance to the University community.
  • Responsible for the yearend rollover process of fund balances by chart string. Works with central unit business personnel to ensure balances are recorded in line with Accounting for Prior Year balances procedures.
  • Represents University Accounting area related to any quarterly Oracle Cloud patch updates and related financial testing via journal entries in the financial system.
  • Manages the preparation of a variety of financial reports and analyses for use by senior management and other departments around the University.
  • Responsible for the preparation of financial reporting to the State of New Jersey such as the Annual Comprehensive Financial Report (ACFR).
  • Works with auditors directly in responding to their inquiries during the audit of the financial statements.
  • Assists with the annual preparation of the Integrated Postsecondary Education Data System (IPEDS) report by campus.

Consistent with the current application of Rutgers Policy 60.3.22, this position may be eligible for a hybrid work arrangement. The flexible work arrangements outlined in Rutgers Policy 60.3.22 are part of a pilot program that is effective September 1, 2022 through August 31, 2023. Therefore, there is no guarantee that this flexible work arrangement will continue beyond that date. Qualifications


Minimum Education and Experience
  • Bachelor’s Degree in accounting, finance, business administration, or related field; or the equivalent combination of education and/or experience that demonstrates comprehensive knowledge and understanding of generally accepted accounting principles and practices.
  • Five years of related professional experience in a financial/accounting function in a leadership or managerial role of increasing responsibility.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Requires skills in planning and organizing, integrating information, making decisions, and attaining results; excellent communication skills; and computer literacy.
  • Strong knowledge of US GAAP/GASB to ensure compliance and appropriate reporting.
  • Proven ability to work independently with good analytical and problem solving skills around accounting analytics and processes.
  • High level of organization and ability to summarize conclusions and communicate complex business issues in a clear and concise manner.
  • Ability to adapt and or implement new or improved system processes, procedures and technologies (as they relate to financial statements , cash flow reporting and account analyses).
  • Strong verbal, writing, interpersonal, organizational and analytical skills and the ability to function in a professional manner in a team environment.
  • Proficiency at using Microsoft’s suite of Office products. This includes spreadsheets, word processing and database applications.
Preferred Qualifications
  • Advanced Degree/CPA.
  • At least 5 years of progressively responsible accounting experience, including a mix of public accounting and industry backgrounds.
  • Knowledge in higher education accounting.
  • Previous supervisory experience.
  • Experience working with an Enterprise Reporting System (ERP system), preferably Oracle Cloud, Smart View, and Tableau.
Equipment Utilized
  • Use of Microsoft Excel, Word, and ORACLE Cloud General Ledger (GL) to prepare and submit journal entries and financial reports.
  • Use of ORACLE Cloud GL and subledger applications, and EPRCS as well as Rutgers reporting tools (Smart View and Tableau) to extract information from the financial data warehouse to be used in preparation of financial reports and disclosures.
  • Analysis of information and processing of correcting journal entries using Excel Templates and the Oracle Base Application.
  • Review and analyze the allowability of transactions using ORACLE Cloud GL and the financial data warehouse.
