  • SUMMARY
    Provide analytical, financial, budgetary and administrative support of budget projects. Analyze financial data and develops complex reports for forecasting and results analysis. Assist in financial studies regarding projected changes in revenues and expenditures. Oversee revenue and expenses budgets for all operating and auxiliary funds. Ensure compliance with university and/or agency regulations and restrictions. Train others in budget related policies and procedures.
     
    ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned
     
    Perform full life cycle development of business, budget, financial reports, analysis, and models.
     
    Responsible for reviewing operating budgets periodically in order to analyze trends affecting budget needs.
     
    Meet with department users to elicit and manage business requirements for potential reports and models.
     
    Analyze complex financial data and extracts and defines relevant information; interpret data for the purpose of determining past financial performance and/or to project a financial probability.
     
    Coordinate and assume a leadership role in the development of unrestricted funds budget, including revenues. Analyze budget patterns, project expenditures, and prepares approved budget.
     
    Compile working papers and approved budgets; ensure that expenditures for budgets and contracts are monitored and that reports are prepared to maintain balanced accounts.
    Assist in the development of regulatory and ad hoc management and statistical reports.
     
    Develop moderately complex financial reports for forecasting, trending, and results analysis.
     
    Monitor expenditures throughout the fiscal year and identifies, and communicates budget shortfalls to management.
     
    Confer with appropriate internal and external administrative offices to ensure that required procedures are followed. Provide instruction and answers questions relating to budget procedures and serve as liaison between the Financial Control department and other college departments. Identify budget issues, provide alternative solutions, and resolve problems.
     
    Use various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports.
     
    Exchange information using tact and persuasion as appropriate requiring good oral and written communication skills.
     
    Determine and design the approach or strategy necessary to implement client requirements using application development tools or in conjunction with data and functionality resident in PeopleSoft.
    Provide guidance and assistance to division clients and other analysts.
     
    Support all department users within the administrative area of the Executive Director,
     
    System Accounting Operations in meeting automated financial, budgeting, business, statistical, and forecasting needs.
     
    QUALIFICATIONS
    To perform this job successfully, an individual must be able to perform the essential duties and responsibilities listed above. The qualifications listed below are representative of the education, experience, knowledge, skills, and/or abilities required.

     

  • EDUCATION

    Bachelor’s Degree in accounting, business or related field required. Master degree preferred.

    EXPERIENCE

    Five (5) years of related work experience required.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Demonstrable knowledge to transform heterogeneous mainframe and client server databases into user friendly, easily understood and meaningful reports and applications

    Knowledge of PeopleSoft administrative applications for higher education

    Knowledge of ORACLE database environment

    Must possess excellent organizational skills

    Must be focused, result-oriented and have strong planning skills

    Ability to work with a diverse group of clients

    Ability to work under pressure

    Ability to sit in a normal seated position for extended periods of time

    Ability to communicate effective using the written and spoken word

    Demonstrable ability to develop PC-based business, financial, budget and statistical reports and applications

    Demonstrable ability to develop and automate e-mail systems necessary to effectively disseminate college financial and budget information over the HCCS intranet system

    Demonstrable ability to develop and create financial and budget management reports using various report writing tools and applications
