Posting Summary
Rutgers, the State University of New Jersey is seeking a Compliance Investigator for University Ethics and Compliance. Reporting to the Director of Ethics, Training, Investigations, and Public Records, the Compliance Investigator is responsible for independently conducting investigations involving suspected violations of University policies, as well as civil regulations and Federal and State laws.
Among the key duties of this position are the following:
  • Conducts independent, prompt, impartial, thorough investigations into civil, and administrative violations that may result in disciplinary against a student, staff or faculty member. This includes identifying and interviewing relevant persons; gathering and securing information and documents; identifying additional information that is necessary to complete a thorough assessment of the circumstances; reviewing and analyzing facts; and preparing reports for senior management.
  • Coordinates and/or participates in collaborative investigations with other departments of the University, such as Audit & Advisory Services, Office of Employment Equity, Regulatory Research, Student Affairs, or public safety, and/or outside agencies and law enforcement.
  • Cooperates with law enforcement and court personnel when necessary; serves as a witness in potential court or administrative proceedings.
  • Serves as impartial fact-finder conducting investigations into alleged employee misconduct.
  • Prepares investigative reports that clearly identify the critical facts discovered in the course of the investigation, provides a thorough and thoughtful analysis of such facts and the policy/law, and demonstrates sound judgment.
  • Generates correspondence; manages schedules; maintains accurate records; gathers and reviews information such as audit reports, university records, police reports, university email, and notifies and responds to management as necessary.
  • Reviews and approves Outside Activity Questionnaires, including providing advice and guidance to faculty and staff on university policies regarding ethics and conflicts of interest.
  • Exercises normal protective care for the use of facilities and equipment, and keeps abreast of all pertinent federal, State and University regulations, laws, and policies as they presently exist and as they change or are modified.
  • Understands and adheres to Rutgers’ compliance standards as they appear in the Code of Ethics and the State Conflicts of Interest Law.
  • Prepares internal investigations and interacts with the Office of General Counsel, Office of Labor Relations, Office of Academic Labor Relations and Office of Employment Equity, in order to assist in conducting independent and impartial confidential investigations of aligned and non-aligned employees in compliance with federal and state law, University policies and applicable collective negotiations agreements (where appropriate).
  • Participates in the development, planning and implementation of new programs and projects to improve methods, techniques and skills of University Ethics and Compliance personnel.
  • Able to work independently and provide status reports to supervisors.
  • Performs other related duties as required.

Qualifications


Minimum Education and Experience
  • Bachelor’s Degree or an equivalent combination of education and/or experience.
  • A minimum of 5 years of relevant experience.
Certifications/Licenses
  • Use of personal vehicle in order to travel for business demands; a valid driver’s license would be required for this position.
Required Knowledge, Skills, and Abilities
  • Experience conducting internal investigations.
  • Experience in audit, investigation, or compliance areas.
  • Experience working independently on investigations, document review, and case development.
  • Proficiency in drafting clear and succinct investigative reports which detail case findings.
  • Strong oral and written communications skills.
  • Ability to create and coordinate complex work plans with strong attention to detail.
  • Experience conducting workplace or corporate investigations.
Preferred Qualifications
  • Advanced degree preferred.
  • Familiarity with standard interview techniques.
  • Experience conducting investigations at a College/University or a healthcare facility.
  • Experience testifying at administrative or legal proceedings.
  • Familiarity with investigative case management software.

Immunization Requirements


Under Policy 60.1.35 Immunization Policy for Rutgers Employees and Prospective Employees , Rutgers University requires all prospective employees to provide proof that they are fully vaccinated and have received a booster (where eligible) against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption. Employees who are not eligible for a booster at the time of an offer of employment must provide proof they have received a booster upon eligibility and upload proof of same. Under Policy 100.3.1 Immunization Policy for Covered Individuals , if employment will commence during Flu Season, Rutgers University may require certain prospective employees to provide proof that they are vaccinated against Seasonal Influenza for the current Flu Season, unless the University has granted the individual a medical or religious exemption. Additional infection control and safety policies may apply. Prospective employees should speak with their hiring manager to determine which policies apply to the role or position for which they are applying. Failure to provide proof of vaccination for any required vaccines or obtain a medical or religious exemption from the University will result in rescission of a candidate’s offer of employment or disciplinary action up to and including termination.
