Job Summary

Coordinates the administration of employee benefit plans and provides up-to-date-benefits information to College employees and retirees.

Additionally, this position is responsible for the coordination of workers’ compensation claims, and employee leave balances.

Required Qualifications

Bachelor’s Degree or Associate’s Degree with two years of experience working in benefits administration or payroll or directly related experience; preferably in a Human Resources office
Computer literacy, including proficiency with Microsoft Excel, 10-key by touch
Excellent interpersonal and communication skills
Highly organized and able to transfer quickly between tasks
Ability to develop clear, concise, and accurate responses in communications to internal and external customers
Strong analytical and problem resolution skills
Ability to maintain confidentiality
Strong time management skills and ability to meet deadlines
Must be able to work extended hours as needed to complete the semi-monthly and monthly payrolls
Ability to work in an environment with frequent interruptions and a high volume of activity
Reconciliation and reporting experience
Ability to make independent decisions and recommendations to resolve issues

Preferred Qualifications

Previous experience working in benefits administration or payroll in a Human Resources office

Essential Functions

Conducts new full-time employee and benefits-eligible employee orientation
Keep abreast of all insurance changes and communicate information regarding changes and summer enrollment
Maintain employee benefits web page on the College website and make sure it contains necessary and up-to-date information
Assist employees with retirement eligibility, retiree insurance benefits, and submission of required paperwork
Coordinates the day to day functions of the benefit programs and communicates with vendor representatives to resolve issues, improve processes and maintain compliance with applicable laws, regulations, and policies
Assists employees with benefit questions and provides excellent customer service by providing direction and resolution to employee matters in a courteous and timely manner
Process benefit changes in PeopleSoft, the Employees Retirement System of Texas (ERS) group benefits program, during the employee’s initial enrollment, summer enrollment, qualifying life event, or as necessary and updates the changes in Jenzabar, the College enterprise resource planning software
Maintain and verify all changes sent by ERS through daily and monthly reports
Collect and deposit insurance payments for Board members and other employees on an unpaid status
Works as part of a cross-functional team to complete the semi-monthly and monthly payrolls
Prepare payment authorizations for reimbursement of insurance premiums to retirees
Reconciles, submits payments, and maintains records for employee premium contributions to ERS and other vendors for active employees and retirees and balances insurance general ledger accounts
Maintain leave transactions and balances for all full-time employees
Prepare and distribute monthly leave balance report
Audit timesheets against leave request forms and calculate compensatory time for entry in Jenzabar
Maintain a list of part-time employees on benefits each semester and offer benefits as necessary
Organize Summer Enrollment Fairs with ERS when held on campus
Organize annual benefits fair for MC employees during the fall in-service week
Responsible for the reporting of workers’ compensation claims and submission of related reports
Coordinate FMLA in accordance with applicable laws, regulations, and policies
Balance FMLA monthly and prepare rolling calendar usage report for the Director and Associate Director
Assist with the preparation of reports and tax forms as requested (ex. 1094/1095)

Frequently moves equipment or paperwork weighing up to 20 pounds
Must be able to remain in a stationary position 50% of the time

Repetitive use of a keyboard at a workstation
The person in this position frequently communicates with others; must be able to exchange accurate information
The person in this position needs to occasionally move from office to other locations on and off-campus
Office setting
Duties indoors and some outdoors
Ability to work extended hours as needed, especially during the months of August and September
Travel for training, meetings, and events both in and out of town

Security Sensitivity

All Midland College positions are security-sensitive and subject to Texas Education Code §51.215, which authorizes the employer to obtain criminal history record information. An employment offer is contingent on completion of a satisfactory criminal background investigation.

Min Salary

$41,500 per year (annualized salary)

Max Salary

$43,500 per year (annualized salary)

Pay Statement

Salary is commensurate with educational qualifications and experience.
