With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health. Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH. This is a grant-funded position ending in November 2027.

Program Description:

The Office of the Chief Program Officer (CPO) oversees the programmatic divisions of the agency including Disease Control, Environmental Health, Family and Child Health, and Mental Hygiene and leads a central policy team. The office serves as a nexus for new program and policy development and coordination as well as program review. The CPO office leads and coordinates cross-cutting agency priorities and ensures that programs and policies are grounded in data, centers equity, and leverages partnerships to maximize reach and impact.

Summary of the Position:

DOHMH has an opening for a Strategic Policy and Program Manager reporting to the Executive Director for Strategic Policy and Programs, the Strategic Policy and Program Manager will coordinate policy development and implementation for agency priorities. Working with program subject matter experts, Office of Intergovernmental Affairs, Office of the General Counsel, and other relevant agency units, the Strategic Policy and Program Manager will serve as a project manager to ensure priorities move from idea to successful execution.

Specifically, the Strategic Policy and Program Manager will:

  • Serve as the primary liaison for assigned projects, including working closely with staff across the Agency and with external partners to support the implementation of program and policy initiatives.
  • Monitor public health trends and conduct research and analyses to support the generation of new policy, legislative, and regulatory initiatives.
  • Foster communication between program divisions. Mobilize interdisciplinary policy and program workgroups and processes to advance Department priorities.
    Develop and manage project workplans, defining scope, determining action items, assigning ownership, creating timetables, and tracking execution and progress on deliverables.
    Monitor progress for cross-functional projects, programs, and initiatives, including defining metrics and KPIs across relevant teams in partnership with existing systems.
  • Compile and coordinate policy positions, comments, and briefing documents.
  • Facilitate learning and training opportunities for policy staff across the agency.
  • Track agency policy development efforts and provide updates to agency leadership and staff.
  • Other special projects as assigned.

Qualifications and Requirements:

  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological, or environmental science or in public health or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to the above.
  • Salary: $105,000.00-$105,000.00

  • Fluency in Microsoft Word, Excel, Outlook, and PowerPoint.

Additional Information:

  • This is a temporary grant-funded position ending in November 2027.
  • This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.
  • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
  • This individual will be expected to work non-business hours during emergencies.
