We are seeking a Deputy Mission Area Executive to assist in leading the activities of the National Security Space Mission Area. 

 

APL’s National Security Space Mission Area conceives, designs, develops, builds and operates first-of-a-kind space missions to enhance national security and defend our nation. We are seeking a candidate to become the next Deputy Mission Area Executive for National Security Space to assist in leading the activities of the National Security Space Mission Area, including the development of new critical contributions, building multi-sector teams to execute programs and maintaining relationships with National Security Space sponsors and stakeholders. As a member of our team, you'll also work with technical line management to ensure that we have the necessary technical talent, supporting Space Exploration Sector and cross-enterprise initiatives, and being a disruptive force for positive change, continuous improvement, and innovation.

 

As the Deputy Mission Area Executive, you will...

 

  • Assist the Mission Area Executive with defining and implementing the vision and strategy of the National Security Space Mission Area, coordinating on program development and leading high priority initiatives, while implementing Mission Area improvements in a highly dynamic environment. Serve as a member of APL’s Space Exploration Sector Management Advisory Council. Lead initiatives, and sometimes coordinate, with other mission areas and sectors at APL. 
  • Engage with National Security Space Mission Area sponsors and stakeholders to lead critical contributions in areas such as integrated space warfighting, providing combat ready space systems and combat ready Guardians, cislunar security, and other unique, important, and impactful areas. Help our team integrate the government across the entire space enterprise for a more effective national defense for Title 10 and Title 50 efforts. Bring an all-of-APL view of national defense to the national security space community. Assist with identifying other areas and stakeholders that might benefit from APL and our national security space capabilities. 
  • Assist the Mission Area Executive in tactical execution of the responsibilities of the mission area. Examples of this responsibility include assisting with the identification of, and acting on, critical Mission Area challenges and needs such as new contract developments, overhead and portfolio development budgeting, internal research and development selection and funding, mission concept development selection and funding, security, facility, information technology, and staffing needs, as well as the creation of new sensitive facilities and infrastructure; preparing for semi-annual reviews and briefings to the APL Executive Council, APL Executive Leadership Team, and APL Investment Strategy Team, as well as the quarterly Director Operations Reviews; coordinating and proposing the agenda, and facilitating the regular Mission Area Leadership Team meetings; act as an alternate for programmatic and technical review of deliverable products. Be the lead and tactical interface to the important and supporting functions of the mission area: Security, Finance [overhead, internal investments, and staffing], and contracting. 
  • Serve as the Assistant Group Supervisor of the SNS Group and coordinate supervisory related activities within the Mission Area. Evaluate and approve routine group matters such as timecards, travel, reimbursements, purchases, training, budgets, office moves, and public disclosures. Resolve personnel issues and provide recommendations to the Mission Area Executive regarding group performance, required coaching, and compensation. 
  • Lead the National Security Space Mission Area when the Mission Area Executive is unavailable, representing the Mission Area at meetings, conferences, and sponsor engagement activities, and performing authorized signature approvals for proposals, risk assessments, and the like. 

Qualifications

You meet our minimum qualifications for the job if you...

  • possess a BS in Science, Technology, Engineering, or Math
  • have 15+ years of experience with demonstrated success in program or project management and managing large, complex technical programs or efforts in national security space or related domains
  • have demonstrated leadership skills and highly effective communication skills
  • have experience working with high-level executives and military officers, to include congressional staff and White House staff
  • Have demonstrated ability to rapidly develop actionable plans in a constantly evolving environment
  • have the ability to manage complex, multi-party conflict situations
  • have the ability to lead staff with diverse skills and abilities, and to mentor staff
  • have demonstrated change-agent skills in improving teams and teaming arrangements
  • are able to take frequent trips to sponsor offices at multiple destinations in the Washington DC area, across the continental U.S., Hawaii, and Alaska. Potential for some international travel.
  • hold an active Top Secret / SCI security clearance or TS/SAP. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.
  • can demonstrate that you are fully vaccinated against COVID-19. You'll go above and beyond our minimum requirements if you...

  • have advanced technical and/or management degree(s) director-level/program area management experience in national security space programs supervisory experience at APL direct experience working with advanced concepts, prototyping, and system design, development, and integration.
  • are experienced with Space Force, NRO, Air Force, Navy or MDA operations, warfighting concepts, and the intelligence community.
  • have well-established relationships in the national security space sponsor community.
  • possess excellent knowledge of policies, procedures, programs and technical proficiencies across the U.S. national security space and the APL Enterprise.
  • possess both a TS/SCI and TS/SAP clearance with existing computer accounts and experience using DoD and IC networks such as CWAN, NMIS, JWICS, SIC, PERIS, and the like.
