About the Department

The Department of Marine, Earth and Atmospheric Sciences (MEAS) within the College of Sciences at NC State is one of the nation’s largest interdisciplinary geoscience departments. The Department of Marine, Earth, and Atmospheric Sciences provides (1) high-quality geoscience instruction to the University community through its courses in marine, earth, and atmospheric sciences; (2) educational opportunities for undergraduate and graduate students in physics through world-class research, and (3) outreach activities that foster improved public awareness and understanding of science. Our Research programs cover a diverse spectrum including meteorology, climatology, geology, oceanography, and marine biology. MEAS includes approximately 40 faculty, 70 graduate students, and over 200 undergraduates involved in basic and applied studies of Earth Systems. The Department offers BS, MS, and PhD degrees. Our principal concentrations include weather prediction, air quality, air-sea interactions, storm, and climate modeling, hydrology, geochemistry, oceanography, active tectonics, surface processes & Quaternary studies, geochronology, sedimentology, regional geology, and geospatial analytics applied to the geosciences.

The multi-disciplinary nature of our department lends itself to the study of such problems as the prediction of severe weather (e.g. hurricanes), geologic hazards, coastal erosion, air-sea-land interactions, pollution of surface and groundwater, big-data assimilation, and global climate change. While basic research is always important, many of our research projects also have direct application to current issues such as water quality/water supply, seafood harvests, climate change, weather prediction, natural hazards, Earth resources, and land use. MEAS offers degree programs in marine sciences, geology, and meteorology. Our programs include many tracks in each of our program areas and thus provide the opportunity for an education broader than bachelor’s degrees in more traditional departments. Opportunities exist for disciplinary and interdisciplinary interactions with a wide range of scientists at NC State. The North Carolina State Climate Office and the Raleigh office of the National Weather Service reside on NC State’s campus. Essential Job Duties

The primary purpose of the Business Manager I is to oversee and direct the business operations of the department in a manner that best facilitates and compliments the Department Head’s leadership and objectives. This position reports directly to the Department Head with a dotted line report to the Assistant Dean for Culture, Talent, and Human Resources and the Assistant Dean for Finance and Business Management.

A thorough understanding of accounting, finance, budget management, human resource, and supervisory principles is required to perform this function successfully. The employee will be expected to work independently with a high degree of accuracy and minimal supervision and take ownership of the functional areas within their responsibility.

The Business Manager I position is responsible for the management, execution, oversight, and coordination of a variety of business, finance, human resources, and administrative functions. All functions may be accomplished either directly or through administrative staff.

Job responsibilities include but are not limited to the following:

  • Responsibility and accountability for all non-contract and grant financial accounts in the department including all state-appropriated funds, sales and service receipts, gifts and foundations, etc.
  • Responsible for coordinating with the college research office on activity that impacts both contracts and grants and other funding sources in the department.
  • Coordinate, develop, and monitor the department’s budgets including preparing budget forecasts, conducting variance analysis, providing analytical support and assessment, ensuring compliance, and performing strategic planning for a variety of dynamic and multi-dimensional funding sources.
  • Interpret, disseminate, and enforce federal, state, college, university, and departmental finance, human resource, and administrative policies, procedures, rules, and regulations.
  • Develop and implement systems to ensure compliance in all their responsible functions.
  • Maintain, reconcile, and report department-wide and special-purpose financial accounting data using specialized fiscal knowledge within the department for faculty and department leadership, applying specialized financial knowledge and reporting tools to respond to faculty, department head, and College and University needs on various accounts and budgets.
  • Provide significant guidance and effort to the department management team in strategically planning for the effective and efficient use of the financial resources of the department.
  • Work closely with college and university departments to reconcile general ledger accounts and provide account guidance to faculty, department leadership, and the college.
  • Supervise and manage administrative staff, either directly or as a resource to other supervisors, who are responsible for the day-to-day management of budgets, human resources, and other administrative support functions.
  • Provide consistent feedback to employees and handle the annual performance management and appraisal process.
  • Serve as a backup to all their staff to ensure work performed is continued in their staff’s absence.
  • Ensure business functions will continue when a staff member has a long-term absence or a position is vacant, directly or through the administrative staff of the department.
  • Provide training to new administrative staff as they onboard.

Minimum Education and Experience

Requires post-baccalaureate credentials with 5+ years of relevant experience; a bachelor’s degree with 5+ experience including or exceeded by 1-2 years of supervisory experience may be substituted for the advanced qualifications on an exceptional basis.

  • Demonstrated decision-making and problem-solving abilities that include identifying non-routine problems, formulating plans, and implementing solutions.
  • Demonstrated commitment to best practices in all business operations. Strong financial and accounting management experience with the ability to effectively manage budgets, process and monitor financial transactions and reconcile finances.
  • Demonstrated responsibility for human resource and administrative functions.
  • Demonstrated supervisory experience.
  • Excellent oral, written, and interpersonal skills.
  • Demonstrated management, analytical, organizational, and planning skills.
  • Demonstrated capacity for leadership, teamwork, and initiative.
  • Demonstrated experience with Google Suite, Microsoft Excel, Word, PowerPoint.
  • Demonstrated experience with position, finance, and employee management systems.
