Job Description:

Purpose of Position:

The Associate Vice President of Finance (AVP of Finance) is the college’s chief financial officer. The Associate Vice President of Finance manages, supervises, and provides leadership to all financial functions and designated administrative services of the College, while optimizing operational resources to advance the mission of the College. This position reports directly to the President of the college.

Duties & Responsibilities:

The Associate Vice President of Finance is responsible for:

Core areas of responsibility include planning and managing finance functions of the college, and managing and supervising personnel under the purview of the position. Supervisory responsibilities include the Business Office and WCC Police Department, including evaluation of the Business Office Manager and Police Chief.

The AVP of Finance ensures that training is provided for employees in the designated reporting areas. Evaluates and oversees direct reports and reviews performance evaluations for all employees within the designated reporting structure annually. Fosters development of designated reporting area employees.

Serves as a member of the President’s Cabinet and participates in college-wide planning. Develops and implements financial strategies to support the long-term financial stability of the college.

Plans and directs preparation of College budgets. Develops budget for financial service area. Develops and implements College budget plan; provides updates of the college budget to college leadership and the college as a whole. Provides detailed information for grant proposals and monitors spending of grant dollars.

Collaborate with the VCCS and college instructional and technology leadership to develop Higher Education Equipment Trust Fund (HEETF) requests that meet the college’s needs to upgrade equipment for instruction.

Provides advice and oversight for surplus property and risk management. Prepares Certificates of Insurance and loss claims, directs contracted bookstore operation.

Secures and oversees the capital outlay for construction and maintenance of College facilities. Contributes to the development of a facilities master plan. Identifies resource needs; advises and assists with resource development. Develops maintenance reserve, capital outlay, local and other funding requests.

Meets financial management standards prescribed by the Commonwealth and the State Comptroller and the Virginia Community College System. Serves as Fiscal Officer for Commonwealth of Virginia financial reporting and approvals.

Responsible for compliance with all state and federal regulations, audit compliance, dealing with internal and external auditors, including Auditor of Public Accounts. Directs reporting on financial matters and ensures compliance with audit requirements. Manages financial records and other administrative services for student organizations.

Provide oversight and leadership for procurement of goods and services through programs or systems that include the Commonwealth ’s electronic procurement system Electronic Virginia (eVA), administration of Small Purchase Charge Card and Travel Card Programs, and compliance with Agency Small, Women and Minority (SWAM) Business Plan goals. Provides oversight and leadership for the establishment, maintenance, execution and control of accounting records and procedures including accounts payable and accounts receivable, procurement of college goods and services, and contractual services.

Develops budgets for local funds; oversees the creation of, reviews, and presents finance reports to the Local College Board. Assists in developing budgets for Educational Foundation; reports to that Board on financial matters and serves on the Foundation ’s Investment Committee and may serve as Treasurer if needed.

Develops, recommends, and coordinates the implementation of policies and procedures on financial matters to ensure compliance and proper stewardship of public funds.

Serves as the College’s Fiscal Officer and Shared Services Management Council Representative.

Serves on college committees as appointed.

Serves on VCCS committees as called upon. Attends relevant VCCS Conferences. Serves on designated subcommittees for Shared Services Center Management Council.

Maintains excellent working relationships with organizations in the College’s service area.

Maintains Emergency Operations Plan (EOP) and Continuity of Operations Plan (COOP). Serves as, or assigns to WCC Police Chief, the college’s co-incident commander in the event of an emergency.

Takes the lead on notifications regarding closures for weather, power outages, etc.

Performs other duties as directed by the President.

Pursues professional development activities and associations that foster personal growth and enhanced ability to carry out responsibilities.

Minimum Qualifications:

Minimum Qualifications (Knowledge, Skills, Abilities [KSAs]):

Demonstrated experience with use of accounting information systems and budgeting;
Knowledge of procurement and contracting;
Knowledge of development of capital plans and budgets;
Strong interpersonal skills and ability to interact with various constituencies;
Strong personnel management skills;
Working knowledge of computer applications that include spreadsheets, financial reports, and word processing; and
Knowledge of financial standards of accounting.

 
Minimum Qualifications (Education, Experience, Certifications):

Master’s Degree in Business or other related field of study from an accredited college or university; Extensive work experience in finance; Experience with Business operations functions and financial audits; and
Experience with supervising and managing personnel.

 

Preferred Qualifications:

Preferred Qualifications (KSAs):

Knowledge of state software systems (eVA, Cardinal, Department of Education Grant Systems) and extensive knowledge of financial reporting;
Excellent oral and written communication skills, ability to develop and make presentations to large groups of people;
Knowledge of assessment of departmental goals and outcomes;
Knowledge of, or experience with, Continuity of Operations Plans;
Knowledge of, or experience with, Emergency Operations Plans; and
Knowledge of state procurement and contracting processes.

Preferred Qualifications (Education, Experience, Certifications):

Post graduate degree in business, risk management, education, or public administration field; Experience in higher education; and
Experience with conducting/leading internal control audits.
