Position Summary/Purpose of Position:

The Mechanical Engineering Department is a dynamic place to work with over 1200 undergraduate students, almost 400 graduate students, 50 faculty, 25 staff, numerous researchers and around 500 individuals on payroll. This is an exciting opportunity for an astute, detail oriented, and energetic individual to continue to foster a culture of professionalism, compliance, and strategic thinking within the administration of the department. The selected individual will lead the continuous quality customer service that contributes to the engagement of all department employees.

The Payroll and Human Resources Manager will be a forward-thinking, strategic, and flexible leader who can deal with today’s fast-paced university research environment. Demonstrated experience in developing and implementing operational effectiveness in payroll, benefits and human resources is strongly desired. The ideal candidate will be able to formulate long-range plans, and be able to modify them thoughtfully to address changes in a fluid environment. The Payroll and Human Resources Manager should posses strong interpersonal skills, including verbal and written communication skills and a collegial approach to work.

The Payroll and Human Resources Manager for the Department of Mechanical Engineering Human Resources (MEHR) Office leads the operation and administration of Payroll, Benefits, and Human Resources and duties include the following:
  • Oversees that all employment contracts are updated each semester and/or annually.
  • Manages New Employee Orientation and onboarding for all employees.
  • Assists high-level management within the department in regards to job/position creation, posting and the hiring process.
  • Serves as primary department liaison with the University’s Office of International Student & Scholar Services (ISSS) for non-US citizen hires; processes J-1, H1-B visa applications, and manages paperwork for permanent resident applicants, F-1 Visas and all other applicable visas with work authorization.
  • Streamlines payroll, human resources, and appointment processes, creating and implementing policies and administrative systems to efficiently and effectively track and maintain required data and documents.
  • Manages payroll related records with regards to regulatory compliance.
  • Ensures for the Mechanical Engineering Department that all Performance, Review, and Development (PRD) process and procedures are followed by required deadlines.
  • Takes leadership role in all benefits/Payroll/HR audits including regulatory benefits management, audits and HR and compensation related surveys; keep all state and federal posters current according to the all-existing regulations.
  • Identifies and implements process improvements in all phases of payroll and benefits.
  • Runs reports and tracks data with regards to Payroll/benefits/human resources.
  • Supervises two direct reports.

This position reports directly to the Director in Mechanical Engineering with a dotted line to the Department Chair.

Minimum Qualifications:

Education:
Bachelor’s degree from an accredited institution is required.

Experience:
  • Five or more years of progressive experience in a combination of payroll and human resources application and management. This should include at least one year of supervisory experience.
  • Must have experience working with electronic payroll and human resources systems as well as experience planning and delegating work to others.
  • 2 or more years of direct supervisory experience.

Knowledge, Skills and Abilities:
  • Working knowledge of human resource management principles and practices.
  • Ability to apply basic accounting skills to complete fiscal salary charts.
  • Ability to perform basic mathematical computations.
  • Ability to organize and execute multiple assignments under specific time constraints and deadlines.
  • Ability to understand and interpret University policies and procedures in the areas of finance, human resources, payroll and sponsored programs.
  • Ability to prepare and present a variety of payroll and human resource presentations and reports.
  • Ability to communicate effectively orally and in writing.
  • Ability to operate office equipment, computers, and related software.
  • Ability to handle sensitive and confidential matters with discretion and tact.
  • Ability to operate in a high-volume, deadline-driven environment.

Preferences:

Preferences:
  • Masters Degree from an accredited institution.
  • Experience working in a higher education environment.
  • Familiarity with KFS (KUALI) and PHR systems, or, similar human resource and financial management systems.
  • BA4/Priority software experience and working knowledge of completing pay documents within the system.
  • Ability to learn new and advanced computer skills.
