Note: New employees will be placed at the first step which is $107,076 per year, second step at $112,500 per year or third step at $118,200 per year (depending upon experience). Based on current salary placement guidelines, all step increases for which an employee becomes eligible shall take place on July 1st of each fiscal year. These increases will occur, on annual basis, until the maximum step of $130,452 per year is reached on the salary schedule.

Position Definition

This Program Manager plans, directs and evaluates the activities of specially funded programs and services. This position works under the general direction of a higher-level manager. Supervision is exercised over assigned staff members.

Distinguishing Characteristics

A Program Manager is the first level of classified management in the District. This position will serve as an administrator overseeing up to several small programs or projects for a college. Such programs or projects are typically funded by grants or other special funds.

Examples of Duties/Essential Functions

Duties/essential functions may include, but not be limited to, the following:

* Plans and directs the daily operations of specially funded programs.

* Develops and administers the budget of the assigned programs and monitors purchasing expenses and program expenditures.

* Coordinates program objectives with other programs and services.

* Provides leadership in the formulation, implementation and evaluation of objectives and priorities for the programs or projects under supervision.

* Supervises, trains and evaluates all staff assigned to the program and conducts or participates in their selection.

* Manages and provides support services to assigned staff to enhance the success of the program.

* Plans, reviews and evaluates the utilization of equipment and other resources within the program.

* Maintains close liaisons with other departments/divisions in planning and development of appropriate support services.

* Serves as liaison with other college programs, committees, students/student groups, and other on- and off-campus community groups.

* Attends conferences, workshops, and meetings as appropriate.

* Maintains close liaison with granting/funding agency to effectively communicate the objectives of the program and to assure that the goals of the program are successfully accomplished; ensures compliance of program operations.

* Prepares reports and summaries as required, including statistical and financial reports and analysis and verification thereof.

* Interprets and implements applicable laws, regulations, and collective bargaining contract provisions.

* Manages and participates in the continued evaluation and improvement of the assigned programs or projects.

* Participates in and supports college and District shared governance components and activities and other collaborative processes.

* Performs other duties as assigned.

Minimum Qualification-Education/Experience

Education: Earned Bachelor’s degree or equivalent from an accredited college or university. Certain programs may require a specific major as required by law.
Experience: Equivalent to at least three (3) years of full-time instructional, administrative, student, and/or other relevant support services experience.

Minimum Qualification-Knowledge Of

Implementation and administration of specially funded programs; computer-based technology for management of assigned program/project; the goals of shared governance; principles and practices of administrative organization and management, planning, supervising and evaluating the work of others, employee motivation and training; applicable federal, state, local, District and college laws, rules and regulations, and collective bargaining contract provisions; complex business level English usage, spelling, grammar and punctuation; modern office tools such as computers and printers; typical modern office computer software programs; report and presentation writing.

Minimum Qualification-Ability To

Manage and administer a specially funded program; use organizational skills that enable performance of duties in a timely fashion with attention to detail; effectively communicate orally and in writing; manage financial resources effectively including determining how best to utilize resources and managing budgets and expenditures; use personal computers utilizing typical office software applications, including the Internet; work effectively with managers, faculty and staff in a participatory governance environment to accomplish the goals and objectives of the college and the assigned program or project; exercise good judgment; communicate effectively and constructively with persons of diverse cultures, language groups, and abilities; demonstrate understanding of, sensitivity to, and respect for the diverse academic, socio-economic, race, ethnicity, gender identity, sexual orientation, age, politics, philosophy, disability, and religious background of all students, faculty and staff; establish and maintain effective working relationships with those contacted in the course of work.

Desirable Qualifications

Education: A Master’s degree from an accredited institution in any STEM related field (physics, chemistry, biology, mathematics, computer science, earth and spatial sciences, or the equivalent).

Experience: One year of teaching experience at the college level.
Other Desirables:
  1. Experience implementing learning communities or high impact practices associated with learning communities.
  2. Experience working with students and staff to support their intersectional identities, including those from the LGBTQ+ community.
  3. Knowledge of California Community Colleges student success efforts including MESA, Guided Pathways, and Student Equity and Achievement Program.
  4. Familiarity with state and federal compliance requirements and regulations.
  5. Demonstrated experience supporting student success and equity initiatives
  6. Experience using disaggregated data to inform programming, track progress, and assess impact.
  7. Demonstrated experience in implementing culturally relevant strategies to increase enrollment, retention, and completion.
  8. Experience with general principles and practices of supervision.
  9. Demonstrated ability to create a sense of community and belonging.
  10. Ability to create a collaborative environment with cross-functional teams of stakeholders, including members from the external community.

About the College
Contra Costa College (CCC) is the oldest and most diverse of the three colleges in the Contra Costa Community College District. A proud Hispanic Serving Institution, serving predominantly Latinx, African American and Asian students, CCC is situated in a socioeconomically diverse, resilient, largely immigrant and multilingual, culturally vibrant community. The College is located on 83 acres of a beautiful, naturally landscaped site accentuated by Wildcat Creek running through the rolling hills of San Pablo and Richmond (eight miles from Berkeley and 18 miles from San Francisco). Since opening in 1949, CCC has provided exemplary educational services as the only institution of higher education in the West County area. The Position
Under general direction of the Dean of Natural, Social & Applied Sciences, the Program Manager-MESA implements plans for student development, leadership, curricular excellence, while creating a coordinated program of activities and events to meet the needs of the current and future diverse student populations in STEM. The Program Manager-MESA also performs a variety of professional, administrative, and programmatic work in support of the assigned program, including serving as a liaison to, coordinating with, and providing high level administrative support and staff assistance to district staff, boards, committees, and outside agencies.
The position collaborates with faculty, academic departments, enrollment and student services staff, and institutional research to sustain, strengthen and scale the institution’s learning communities and tutoring supports. With an emphasis on enhancing best practices that enhance retention and academic success in STEM, the position will build use learnings from the HSI-STEM grant, the ongoing work of the Center for Science Excellence to advance the College’s Strategic Educational Master Plan, implementation of Guided Pathways, Equity Plan, and address the labor market demand in the STEM areas.
The successful candidate for this position will possess the ability to do the following:
  • Plan, organize, develop, and implement the MESA program.
  • Evaluate student needs, external requirements and regulations, and current trends to develop program modifications and improvements.
  • Meet regularly with the responsible administrator, faculty, and statewide community college director to plan implementation of the MESA program at the College and report on progress of the program as well as program compliance.
  • Demonstrate sensitivity to and understanding of multi-cultural, diverse environments and college students from diverse academic, socioeconomic, and cultural, and ethnic backgrounds.
  • Meet schedules and timelines.
  • Interpret, apply, and explain rules, regulations, policies, and procedures.
  • Create and maintain a campus and industry advisory board.
  • Participate in the MESA Regional Alliance and District committees.
  • Direct and participate in the provision of services at all college sites to math and science students including academic and educational workshops, speakers, scholarships and fellowships, campus visits, planned activities, and retention strategies.
  • Conduct outreach and recruitment efforts for MESA students and facilitators.
  • Maintain longitudinal files on each MESA student tracking student’s progress before and after transfer.
  • Understand and carry out verbal or written instructions in an independent manner.
  • Identify and obtain resources and other needed programs and services to meet students’ academic and vocational needs and objectives.
  • Assign work to, oversee, train, and evaluate staff.
  • Analyze situations accurately and independently make sound decisions in procedural matters.
  • Communicate effectively, both orally and in writing; prepare clear and concise technical and statistical reports.
  • Work with faculty and other campus areas to identify needs, coordinate services to students, and improve program utilization.
  • Interprets and implements applicable laws, regulations, and collective bargaining contract provisions.
  • Participates in and supports college and District shared governance components and activities and other collaborative processes.

Monthly classified employees and managers/supervisors covered by another health medical plan may waive District coverage and receive a monthly cash stipend.



Retirement: Most employees are members of the PERS (Public Employees Retirement System). Faculty employees and Academic Managers are members of the STRS (State Teachers Retirement System). Police Service employers are members of Safety Public Employees Retirement System.



Deferred Compensation: The District offers two optional deferred compensation plans. Eligible employees have a choice of the 457, 403b plans and a selection of savings and investment options.



Leave Allowance: The District offers monthly eligible classified employees and managers/supervisors a generous vacation and sick leave benefits as well as 20 paid holidays annually (which can vary based on length of winter break).



Additional Benefits: The District also offers monthly eligible classified employees and managers/supervisors educational reimbursements, employee assistance programs, a travel assistance plan, longevity compensation, retiree benefits, employee discounts on health memberships and a comprehensive wellness program.



Newly hired employees may notify the respective union (Local 1 or United Faculty) if they opt to join and/or authorize payment to the union. If the newly hired employee authorizes payment to the union then the following fees apply: Local 1 has a one-time initiation fee of $45.00 and monthly contribution of 1% of gross pay +$1. United Faculty has an agency fee of .55% of gross pay plus $2.50. (All confidential, supervisory and management positions are exempt from union membership)
