Job Description

DESCRIPTION

BASIC FUNCTION:

Under the direction of the Director of Financial and Fiscal Services, this position supervises staff and performs a full range of complex professional accounting, financial, and budgetary duties including maintaining and auditing accounting records, reconciling, reviewing and preparing transactions, initiating and preparing reports, preparing budgets and analyzing results, and performing the year-end processes. Provide technical direction on a wide variety of financial and fiscal operations and reporting issues to staff and other support personnel. Assignments require the use of independent judgment on issues that are complex, interpretive, and evaluative.

REPRESENTATIVE DUTIES

REPRESENTATIVE DUTIES:

  • Plans, organizes, controls, and directs the district's fiscal operations, activities, and reporting functions. Directs day-to-day accounting activities and establishes and maintains timelines, deadlines, and priorities for the department. Ensures activities comply with established standards, requirements, internal controls, laws, codes, regulations, policies, and procedures.
  • Supervises and evaluates the performance of assigned personnel; interviews and selects employees and recommends transfers, reassignment, and disciplinary actions. Assigns employee duties and reviews work to ensure accuracy, completeness, and compliance with established standards, requirements, and procedures. Coordinates and conducts staff/campus district training activities for financial and fiscal services activities.
  • Coordinates and supervises the monthly, quarterly, and annual year-end close processes and activities. Prepares financial statements, District statistical reports, and records in accordance with fund accounting standards and Generally Accepted Accounting Principles (GAAP).
  • Assists in the coordination and preparation of the Annual Independent Audit and responds to audit report findings, comments, and recommendations. Assists with other audits including but not limited to internal, state, federal, and other outside agency reviews.
  • Ensures accurate accounting of funds and accounts. Reviews or prepares reconciliations of accounts such as accounts payable, accounts receivable, general ledger, and cash accounts. Performs advanced technical calculations.
  • Coordinates and directs personnel, communications, and fiscal and financial functions to meet district needs. Collaborates with administrators, staff, and outside agencies to ensure accurate and timely accounting and financial reporting of college district funds.
  • Plans, organizes, controls, directs, and prepares the calculation, posting, auditing, and adjustment of journal entries. Directs and participates in the monitoring, evaluation, balancing, and reconciliation of various accounts, funds, and budgets. Initiates budget and fund transfers and adjustments as appropriate. Audit accounts for errors and makes appropriate adjustments as needed.
  • Directs and ensures the accuracy and maintenance of various financial reports, statements, and records related to district budgets, funds, accounts, revenue, expenses, and assigned activities. Reviews, audits, and analyzes fiscal statements, receipts, disbursements, transfers, records, and reports to ensure accuracy, completeness, and compliance with accounting principles. Prepare district, state, federal, and other financial statements and reports for all fund types including unrestricted funds, grants, and categoricals for both budget and actuals.
  • Directs the input of a variety of financial data into the district computer system. Establishes and maintains automated records and files. Initiates queries and generates computerized accounting reports. Ensures accuracy of data entry and output. Assists with the design, development, and implementation of automated financial and fiscal systems and ongoing maintenance of current systems. Directs the preparation of system documents, forms, and procedures.
  • Monitors and evaluates accounting operations, systems, and activities for financial effectiveness and operational efficiency. Develops and implements policies, procedures, systems, and programs to enhance the financial effectiveness and operational efficiency of financial and fiscal operations and activities.
  • Assists administrators, staff, outside agencies, and others concerning financial and fiscal operations and activities. Responds to inquiries, resolves issues and conflicts, and provides detailed and technical information concerning related accounts, funds, transactions, records, standards, principles, laws, codes, regulations, policies, and procedures.
  • Provides technical information and assistance to the director/administrator concerning fiscal and budget activities, needs, and issues. Participates in the development and implementation of financial goals and objectives.
  • Maintains current knowledge of state and federal laws, codes, rules, regulations, and pending legislation related to accounting, financial and budgetary functions. Assists in modifying programs and procedures to ensure compliance with established requirements as necessary.
  • Communicates with administrators, staff, and various outside agencies to exchange information, coordinate activities and resolve issues or concerns.
  • Attends and conducts a variety of meetings as assigned; prepares and delivers oral presentations concerning financial and fiscal operations, activities, needs, and issues.
  • Assists with and develops district budgets, ensuring accuracy and sufficient funding for district operations for all fund types.
  • Manages, reviews, reconciles, and audits all District liability accounts including Federal drawdown activities and Pass through funds
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE:

Associate degree in accounting or related field and four years of professional accounting experience, which included two years of lead or supervisory experience. A Bachelor’s degree and two (2) years of performing governmental or community college district accounting is highly desirable.

 

Education/Experience Equivalency:

Experience and/or education of the same kind, level, and amount as required in the minimum qualifications may be substituted on a year-for-year basis.


KNOWLEDGE OF: 

Accounting, budgeting, and auditing principles, practices, and procedures. 

GASB, GAAP, and federal accounting requirements.

Financial and statistical record-keeping techniques.

Fund Accounting.

Preparation of comprehensive accounting reports.

Principles and practices of supervision and training.

Modern office practices, procedures, and equipment.

Applicable sections of the state Education Code and other applicable laws.

Interpersonal skills using tact, patience, and courtesy.

Operation of a computer and applicable software.

District organization, operations, policies, and objectives.

Oral and written communication skills.

Correct English usage, grammar, spelling, punctuation, and vocabulary.

 

ABILITY TO: 

Plan, organize, and direct accounting record-keeping activities.

Train, supervise, manage, and evaluate assigned staff.

Maintain and audit fiscal records and accounts in a community college district. Perform difficult and complex accounting work in the preparation, maintenance, and review of district financial records, accounts, and reports.

Ensure compliance with applicable district policies, procedures, and governmental regulations.

Apply applicable sections of the state Education Code and other applicable laws. Balance accounts and reconcile bank statements.

Interpret, apply and explain rules, regulations, policies, procedures, and governmental regulations.

Operate a variety of office equipment such as computers, calculators, and copiers.

Establish and maintain cooperative and effective working relationships with others.

Analyze situations accurately and adopt an effective course of action.

Meet schedules and timelines.

Communicate effectively both orally and in writing.

Work independently with little direction.

Coordinate and monitor financial and fiscal assignments and activities.

WORK DIRECTION, LEAD, AND SUPERVISORY RESPONSIBILITIES:

Manages, supervises, and directs assigned financial & fiscal services staff.

 

PHYSICAL EFFORT: 

Requires the ability to exert some physical effort, such as walking, standing, and light lifting; minimal dexterity in the use of fingers, limbs, and body in the operation of office equipment. Tasks require extended periods at a keyboard.

 

WORKING CONDITIONS: 

Normal office environment.
