Posting Summary
Rutgers, The State University of New Jersey, is seeking a Budget Analyst III for the School of Arts and Sciences (SAS)- Dean’s Office. Under direction of the Assoc. Director of Budget, the Budget Analyst III will work in the SAS- Deans Office as budget generalist and will be involved in all aspects of the office’s operation. The SAS Deans Office Finance and Budget Planning unit is the SAS office responsible for planning, developing, and implementing procedures for the effective management of the university’s general operating budget as well as performance reporting against same.
Among the key duties of this position are the following:
  • Participation in the development of the annual Rutgers RCM budget for SAS, the annual budget allocation of resources to all SAS units, analysis of RCM cost metrics and the impact of Central University unit RCM budgets on SAS and SAS departments, periodic forecasting and analytical projects, the collection and analysis of budget and expense related data from internal University sources as well as external sources, as well as other tasks as required for the SAS Deans Office.
  • Maintains SAS-wide financial, budget and statistical data. Material datasets include
    tuition revenue, student demographic, HCM payroll and SAS-wide expense data, among others.
  • Ensures consistency and integrity of data utilized in financial reporting and analysis.
  • Actively utilizes data, recordkeeping and analytical tools (both University and SAS) to
    analyze the allocation of limited resources between SAS and operating units.
  • Assists in the development of periodic reporting methods against which to measure fiscal performance and ensure consistent financial oversight and communication between units and SAS Deans Office senior leadership.
  • Provides budget and actual expense analyses of various accounts including state, nonstate, grant, gift and endowments.

Consistent with the current application of Rutgers Policy 60.3.22, this position may be eligible for a hybrid work arrangement. The flexible work arrangements outlined in Rutgers Policy 60.3.22 are part of a pilot program that is effective September 1, 2022 through August 31, 2023. Therefore, there is no guarantee that this flexible work arrangement will continue beyond that date. Flexible work arrangements are not permanent, are subject to change or cancellation and contingent on the employee receiving approval in the FlexWork@RU Application System. Qualifications


Minimum Education and Experience
  • Bachelor’s degree, preferably in business administration, finance, accounting or a
    related field; or an equivalent combination of education and/or experience that demonstrates
    comprehensive knowledge and understanding of general accounting principles and practices.
  • A minimum of five years prior experience working in a financial, accounting or data analysis position.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Demonstrated analytical skills that allow for interpretation of budgetary, financial, and related management information.
  • Excellent attention to detail with a high degree of accuracy.
  • Excellent computer skills and experience using spreadsheet, charting, and other software tools, such as Microsoft Word, Excel, PowerPoint.
  • Strong writing skills sufficient to draft professional reports and correspondence that is clear and concise.
  • The ability to exercise good judgment and discretion, especially with regards to sensitive or
    confidential financial or organizational matters.
  • The ability to respond flexibly and positively in all circumstances, and to work calmly under pressure.
  • The ability and desire to work cooperatively with people from all levels in the University.
Preferred Qualifications
  • Five years’ experience in a university environment preferred.
  • Knowledge of Rutgers University budget and accounting procedures preferred.
  • Knowledge of Tableau, ACL or other data analytics/data visualization tools preferred.
  • Experience with Oracle Cloud General Ledger, PeopleSoft HCM, Hyperion Financial Management systems preferred.
Equipment Utilized
  • University-wide applications including Cornerstone, Peoplesoft and Hyperion resource planning system will be tools used by the incumbent in addition to extensive use of Excel, Access, Tableau and other data management software.
