Reporting to the Chancellor and CEO of Pierce College District, the Dean of Institutional Research and Effectiveness will be instrumental in planning, leading and conducting research and data informed activities aimed at enhancing institutional effectiveness and assessment, equity, diversity and inclusion across the district, strategic enrollment management, and other district, division, program needs, and grants support.

Essential Functions

 The Dean of Institutional Research and Effectiveness will be responsible for the following, but not limited to:

 

Institutional Research and Effectiveness Leadership

  • Serves as the institutional subject matter expert on qualitative and statistical research methodologies.
  • Leads analytic evaluation of Mission measures, including Core Themes, objectives and indicators; coordinates collection of metrics from across the college.
  • Leads review of measured Mission components (Core Theme, Objective, Indicators) for Board of Trustees and Executive Team.
  • Presents monthly mission monitoring reports to the Board of Trustees.
  • Influences strategic direction of major initiatives through interpretation and presentation of data.
  • Develops and implements an annual research plan and related reporting.
  • Determines, with executive management and the Institutional Effectiveness Committee, the primary benchmarks and performance indicators and develop, implement and annually biennially evaluate an Institutional Effectiveness plan to support the College's management, planning and development.
  • Interprets validity, reliability, and negotiates key levels or thresholds with regard to data informed benchmark policies.
  • Designs and leads survey, panel, and focus group research, including survey research instruments and questionnaires in cooperation and collaboration with other departments, committees, and individuals and establishes appropriate reporting protocols.
  • Represents and takes a leadership role in collaborative research/data sharing efforts with local, county, state and federal partners; supports and provides data for national and state initiatives and communicates findings.
  • Oversees mandatory state and federal reporting of relevant institutional data.
  • Oversees the conceptual and practical development of an interactive suite of data dashboards for various stakeholders.
  • Recommends and implements research tools, research design, statistical and analytical techniques, and best practices.
  • Evaluates, consults for, and coordinates the fulfillment of diverse ad hoc research requests from the District community.
  • Oversees integration of institutional data with predictive analytics, internally and/or working with external vendors and partners.
  • Plans and recommends evaluation processes for executive leadership.
  • Provides and interprets data on enrollment, retention, transfer, market share, community and workforce educational needs and related issues.
  • Creates customized data retrieval tools as needed, including ctcLink (PeopleSoft) data systems.
  • Provides routine information products for dissemination within and outside the College community.
  • Provides leadership to District in staying abreast of emerging research needs and techniques.
  • Ensures compliance with federal and state reporting authorities.

Reporting
  • Drafts, edits, and verifies quantitative and data-informed accreditation documents.
  • Presents data at district, state, and national conferences and committees.
  • Ensures accuracy, timeliness, and usefulness of reporting communications.
Provide Expertise to Support Decision Makers
  • Serves as a content area expert on research methods, data analysis, and data-driven decision making.
  • Plans and manages training for strategic planning and predictive analytics software solutions.
  • Leads and mentors faculty in the use of research methods and the reporting of results.
  • Provides guidance to members of the college community in utilizing existing research products.
Employee Supervision and Budget Management
  • Directs and supervises the work of assigned staff.
  • Supports and contributes to the development of the professional success of Institutional Research (IR) employees.
  • Provides guidance, direction, and training to ensure high quality products.
  • Develops and manages department budget.
District Shared Governance
  • Chairs the Institutional Effectiveness Committee.
  • Chairs the Institutional Review Board for the District.
  • Participates on the Strategic Enrollment Management committee, Achieving the Dream committee, and others as appropriate.

 

Qualifications

 

Education Required

  • Master’s degree from an accredited college or university in Statistics, Education, Organizational Development, Business Administration, Information Technology, Psychology or related research field.

Experience Required

  • Minimum of five (5) years of progressively responsible administrative experience in institutional planning, institutional effectiveness or assessment at a comprehensive community college or university.
  • Demonstrated experience with statistical software.
  • Demonstrated ability to extract, manipulate, and analyze data from large organizational databases.
  • Demonstrated experience in implementing initiatives and compiling/analyzing data.
  • Demonstrated experience in organizing, conceptualizing, and prioritizing objectives and managing a high volume workflow office.

Terms of Employment

This is a full-time administrative - exempt position. The primary work location will be at Pierce College Fort Steilacoom campus. Frequent travel to Pierce College campuses or other sites may occur. Standard work hours are between 8:00 am to 5:00 pm, Monday through Friday, with occasional evening and weekend hours required. This position may be eligible for occasional work from home.

Salary & Benefits

The salary range for this position is $107,964.00 to $133,578.00 annually. Your paycheck is just part of the total compensation package. There is an outstanding benefits package which is worth an additional value equivalent to about 30% of your salary. This position works indoors in an office environment.
