Job Description

The Dean of Enrollment Management will lead departments and teams focused on enrollment management and student success at Western Wyoming Community College. Departments include but are not limited to Financial Aid, Registration and Records, Admissions and Advising. The Dean of Enrollment Management is charged with designing and implementing plans to strengthen student enrollment, increase student persistence and completion, and further student workplace and academic success while upholding Western’s mission, vision, and values. The Dean serves on the President’s Cabinet, the Academic & Student Affairs Leadership Council, and other councils and committees as assigned. The Dean will work closely with the College’s students, faculty and staff and community leaders to ensure Western meets its enrollment goals and delivers positive, student-centered services to all prospective and current students.

It is expected that this individual will accomplish duties in an efficient, effective, and competent manner and strive for improvement and excellence in all work performed. Additionally, this individual must understand the comprehensive role of the community college and cooperate and work harmoniously with College personnel and the public. This individual will follow all College policies, rules, regulations, and guidelines as they relate to this position.

PRIMARY DUTIES AND RESPONSIBILITIES FOR WHICH THIS INDIVIDUAL IS ACCOUNTABLE

1. Directly supervises Registrar, Director of Financial Aid, Director of Admissions and Advising and indirectly supervises support staff, faculty, and part-time faculty members on projects and initiatives.

2. Creates, assesses, updates, and implements a strategic enrollment management system that is data-informed and aligned with the mission and vision of the college. The plan shall integrate the entire student experience from recruitment and retention, including assessment, registration, advising, financial aid, and scholarships.

3. Works closely with college leadership to create and implement an integrated strategic enrollment management and student success plan to meet the College’s mission.

4. Leads efforts in using data and student technology available (including enterprise resource planning/student information systems, constituent relationship management system, and media tools) to develop and assess student recruitment and retention campaigns, services, and outcomes.

5. Provides vision and leads efforts to support new and existing student-centered communications related to recruitment and admission; enrollment; financial aid, student engagement and support, including academic and career advising.

6. Guides admissions and enrollment functions ensuring prospective students are provided the assistance and information needed for seamless transition from the on-line application through orientation, enrollment, academic & career advisement, and registration process.

7. Recommends and participates in the development of policy(ies) as necessary to properly implement effective enrollment services and student support programs. Carries out, explains, interprets, and enforces policy(ies) for enrollment services.

8. Works closely with the Marketing Department on the College’s student marketing and communication plan.

9. Collaborates with key stakeholders in developing and proactively adjusting recruitment plans and strategies based on data analysis, review of application and enrollment trends, and other metrics to effectively reach student enrollment and retention goals.

10. With enrollment management and marketing and communications teams, designs, executes, and assesses a comprehensive annual recruitment and retention plan that is consistent with the College’s image, mission, and values.

11. Acts as a voice and advocate for students and staff regarding matters related to enrollment at the college; establishes collaborative relationships with campus and administrative departments and community stakeholders to advance and promote student services and both degree and non-degree programs.

12. Collaborates with Academic & Student Affairs leaders and faculty to determine the best placement methods for students to ensure success in their studies.

13. Collaborates across schools and divisions to improve the College’s ability to serve students with intention and excellence.

14. Works closely with the Office for Academic & Student Affairs to ensure effective scheduling and communication of program information.

15. Works with other leaders, particularly those leading diversity, equity, and inclusion efforts, to ensure a welcoming, accepting, and fair campus environment.

16. Participates collaboratively on the college management team to integrate educational, fiscal, technological, data, facility, and personnel planning and further the strategic plan of the college.

17. Ensures compliance with application of federal (e.g., Title IX), state and local laws, policies, and regulations in relation to Board and College policies, including reports as required in areas of resource allocation and management systems.

18. Works with the Institutional Effectiveness Department to analyze and report on statistical data related to enrollment, advising and student engagement functions and propose and implement appropriate action plans.

19. Oversee the preparation and management of budgets and administrative reporting for areas of supervision.

20. Maintains open communication with the President and, at his/her direction, serves on college and community committees and councils.

21. Represents the College and department at appropriate state and system-wide meetings, summits, and planning sessions as they relate to assigned areas of responsibility.

22. Performs other related duties as assigned, which will be varied and substantial given the significance of this role within the College.

23. Lead, supervise, direct, and evaluate staff.

 

Minimum Qualifications
MINIMUM QUALIFICATIONS (Knowledge, Abilities, Education and Experience)

1. Graduation from a regionally accredited college or university with a Master’s Degree in an academic discipline appropriate to this type of position.

2. Minimum of five years of experience in higher education.

3. Minimum of three years of responsible full-time administrative and programmatic supervisory experience at the Dean, Director, Coordinator or an equivalent level of responsibility which has provided the necessary knowledge and skills to discharge the duties of the position (Financial Aid, Admissions, Advising, and/or Registrar).

4. Experience developing and accessing a strategic enrollment management plan and managing division resources to desired results.

5. Ability to build and motivate high-performing, student-oriented teams.

6. Ability and commitment to work collaboratively with an emphasis on college-wide approaches and effective involvement of faculty.

7. Ability to drive change in a complex environment and to deliver results despite obstacles and challenges.

8. Ability to develop and implement innovative recruitment models, enrollment management practices, which are informed by national best practices related to the needs of the community college student.

9. Strong communication and technology skills.

10. Ability to use data and research to improve student success and retention.

11. Ability to maintain effective, collaborative working relationships with internal and external colleagues and constituents.

12. In-depth knowledge of admissions, financial aid, records security, student records processing, student information systems, and/or related federal regulations, including FERPA and Title IV.

Equivalency Statement

For those candidates who do not exactly meet all minimum qualifications, an equivalent combination of education and experience, which has provided comparable knowledge and abilities, will be acceptable.
