Job Summary

The Director of Global Engagement is responsible for fostering an organizational culture and climate that fully supports global education and welcomes diversity. This position is responsible for providing leadership to plan, organize, and manage all activities related to global engagement and internationalization. This position plays a central role in the development and implementation of internationalization strategies, affecting students and courses, which requires significant interaction and collaboration with other departments within the College. This will be achieved through the development of international program offerings and curriculum; applying for grant and funding opportunities; overseeing study abroad and exchange programs; leading international recruitment efforts; supporting international students who choose to study at College of Lake County through the development, implementation, and assessment of on-boarding, retention and completion efforts under the College’s Lancer Success Framework. The Director will work with the Dean, Enrollment Services, Vice Presidents for Student Development and Educational Affairs in establishing strategic plans for the department’s growth and mission, with the ultimate goal of enhancing the educational experience of all students at College of Lake County.

Required Qualification

1. Master’s Degree
3. Minimum of seven (7) years progressive administrative experience in higher education, preferably in international education or academic advisement.
4. Minimum of three (3) years experience supervising staff in higher education required.
5. Intercultural experiences, particularly as reflected in study, living, or working abroad.
6. A current US passport and the ability to travel internationally
7. Demonstrated recent collaborative leadership experience
8. Possess excellent organizational and project management skills and the ability to manage multiple priorities.
9. Possess strong critical thinking, analytical and problem-solving skills and acumen.
10. Demonstrated abilities as an effective and exceptionally skilled communicator, specifically as it relates to verbal, written communication, and active listening.
11. Demonstrated strong personal integrity, ability to form effective partnerships, ability to collaborate with others and work in a team environment consistent with the College of Lake County values.
12. Demonstrated success using inquiry and evidence to inform decision-making, short- and long-term planning.
13. Proven commitment to diversity, equity and inclusion proactively demonstrated through the ability to work effectively and collaboratively with persons of diverse cultures, language groups, identities and abilities; demonstrate sensitivity to and ability to work with the diverse academic, socioeconomic, cultural and ethnic backgrounds of community college students, faculty, and staff; establish and maintain effective working relationships with those contacted in the course of work.

Desired Qualifications

1. Five plus (5+) years of experience as a Designated School Official and extensive knowledge of USCIS, DHS, and DOS regulations.
2. Demonstrated professional involvement in the field of international education (board memberships, presentations or involvement at conferences like NAFSA, Forum on Education Abroad, AIEA, CCID, etc.).
3. Successful completion of NAFSA learning and training programs or equivalent continuing education and professional development.
4. Familiar with PeopleSoft Campus Solutions.
5. Experience with data and assessment.
6. Bi-lingual Spanish

Summary of Essential Functions

Global Engagement Leadership 35%
1. Oversee all aspects of Global Engagement at the college, including, but not limited to: International Student Services, Education Abroad, international student recruitment and admissions, curriculum internationalization, and the global citizenship milestone.
2. Serve as the Risk Manager for Global Engagement programs and initiatives. Oversee risk assessment and crisis management resources for all study abroad programs and international students; review all programs on a regular basis to ensure quality control and implement best practices and policies, including appropriate risk management and liability protection.
3. Responsible for increasing staff, faculty and students’ global awareness and cultural sensitivity by overseeing the development of college-wide activities such as workshops, seminars and programming. Develop ad hoc committees to assist in educating staff, faculty and students on targeted global regions or topics. Provide leadership and direction to international education week, in collaboration with the Global Engagement Committee.
4. Collaborate with advisors, faculty, and staff to plan and coordinate new study abroad and international education efforts, including coordinating with faculty on study abroad applications and curriculum development related to grant proposals and implementation.
5. Work closely with faculty on existing short term and long term study abroad programs, including promotion, organizing, monitoring, documenting, and evaluation/assessment.
6. Serve as the college’s Primary Designated School Official (PDSO) and Responsible Officer (RO) for all F and J visa programs/students. Ensure institutional compliance with federal student and exchange visitor program requirements. Oversee the college’s other DSOs. Maintain appropriate documentation as required. Participate in federal site visits and program audits. Represent the college on all matters related to F-1 and J-1 students and scholars, coordinate program applications and reporting.
7. Serve as the College’s International Education (ICISP) representative and oversee the ICISP 2-week faculty/administrator exchange and related duties as required.
8. Co-chair the global engagement committee.
9. Serve as an Alternate Responsible Officer for the Midwest Community College Exchange Visitor Consortium (MCCEVC). Assists with maintaining training and webinars to inform and update all campuses on necessary policy and procedure changes. Assists with compiling and submitting a required annual report to the Department of State detailing consortium exchange efforts

Strategic Leadership and Project Management 35%
1. Provide values-driven leadership to build and contribute to high-performing teams that provide excellence in customer service through innovative, creative and collaborative practices to all units and campuses within the College, as well as the external community.
2. Implement the strategic plan, develop a collaborative student-focused and community-focused culture, assure fiscal viability of the department, uphold policy and procedures, proactively lead talent performance and talent development, and build community relations as a collaborative partner on the Leadership Council and within a shared governance structure.
3. Champion the values of excellence, purpose, integrity, compassion, unity and inclusion as a leader of the College. Support student and employee success by demonstrating a commitment to equity, inclusion, and respectful interactions with persons of diverse ethnic, cultural, socio-economic or educational backgrounds.
4. Research, develop and implement study abroad and international grant opportunities that will increase the diversity of the College’s global offerings. This includes membership and participation with the Illinois Community College for Int’l Studies & Programs (ICISP), NAFSA: Association of International Educators and Community Colleges for International Development (CCID).
5. Actively participate in enrollment management by developing an enrollment plan for international students. Keep the Dean of Enrollment Services apprised of issues impacting the recruitment and enrollment of international students.
6. Develop synergies between all areas of the College where global engagement and student records services are provided, and identify other opportunities that would fall within the Department’s mission with the goal of increased collaboration in the name of student success.
7. Work closely with the Vice Presidents of Educational Affairs and Student Development on grants and proposals to foundations and donors to support international education
8. Investigate reciprocal global partnerships with other schools and organizations, and participate in international student/education conferences to assess new opportunities and promotion of campus-based programs.
9. Facilitate international student success by providing leadership and direction to the international student recruiter and the international student advisor. Develop and assess the effectiveness of international student orientation programs, advisement, recruitment and retention activities.

Personnel Management 20%
1. Coach, mentor and develop employees across all departments, divisions and units of the College in collaboration with leaders throughout the College.
2. Directly hire, lead, manage, support and empower 3 employees on the [Global Engagement] team to job success at the College.

Encourage and support personal and professional development and learning, well-being and work-life integration.
4. Meet weekly with direct reports to review to ensure efficient, effective and supportive climate, culture and working relationships within the department.
5. Motivate and empowers staff to perform at consistently high service levels. Defines appropriate professional goals and accountability systems for staff and sets the tone for a positive, student success centered department.
6. Provide strategic leadership for Global Engagement to ensure the department retains and nurtures top talent by ensuring a strong connection between individual’s work and student success.
7. Design and lead a minimum of two all department staff meetings/retreats a semester to ensure consistently with college and leadership goals.

Other 10%
1. Participate on strategic and/or functional cross-departmental teams, committees and councils at the request of the division or unit leaders.
2. Participate in professional associations/organizations and educational activities that enhance subject matter expertise and leadership competencies, knowledge, understanding and interpersonal skills. Remain knowledgeable of current state and federal laws, regulations, and best practices in the field of appointment ensuring the College’s policies, procedures, practices and programs conform to laws and regulations and align with the mission, vision, values and strategic goals of the College.
3. Perform any and all other duties assigned that support the mission, vision, values and strategic initiatives of College of Lake County and goals of the department, division and unit of appointment.
