EXPECTATIONS AND NATURE OF THE POSITION

GEAR UP (Gaining Early Awareness and Readiness for Undergraduate Programs) is a federally funded program. The GEAR UP Programming Coordinator is responsible for administering a program that provides college awareness and access services to low-income students in grades 7 through 13 and their families from Western’s five county service area of 29,000 square miles. The Programming Coordinator’s primary role is to administer the Student Programming functions of the Western GEAR UP grant, serve the Western Wyoming Community College GEAR UP Freshmen, and fill any service gaps in other outreach areas as needed.

Western’s GEAR UP program serves approximately 400 students annually. The Programming Coordinator is part of the team that represents Western within a statewide cooperative partnership structure which includes the University of Wyoming (fiscal agent for the grant), the Wyoming Department of Education and the seven community colleges. The GEAR UP Programming Coordinator must be able to work with people from diverse backgrounds and must have strong communication and motivational skills. This person must have the ability to manage workload independently and as a team member; and to analyze complex issues and prepare concise reports and plans for addressing these issues. SOME TRAVEL AND EVENING AND WEEKEND WORK REQUIRED.

It is expected that this individual will accomplish duties in an efficient, effective and competent manner and strive for improvement and excellence in all work performed. Additionally, this individual must understand the comprehensive role of the community college and cooperate and work harmoniously with College personnel and the public. This individual will follow all College policies, rules, regulations and guidelines as they relate to this position.

PRIMARY DUTIES AND RESPONSIBILITIES FOR WHICH THIS INDIVIDUAL IS ACCOUNTABLE

ADMINISTRATIVE
1. Understands the terms and conditions of the GEAR UP federal grant, conducts all activities in compliance with federal and state requirements, and prepares and submits all required documentation.

2. Assures that all GEAR UP documentation for students and programming is available, compliant and recorded in accordance with federal administrative regulations governing the program.

3. Responsible for knowing all facets of the GEAR UP grant and understanding the role of various Western on campus and outreach offices in the process.

4. Undertake administrative oversight of statewide Student Programming activities in close coordination with Director and Assistant Director, including traveling regularly to partner sites throughout WWCC’s service area.

5. Assist Advisors with service development and student programming strategies to maximize program success in areas such as family engagement in college planning, identifying and implementing high-impact services, scholarship and FAFSA advising, and ACT test preparation.

6. Assist Advisors to develop and implement compliant grant operations in areas such as participant recruitment, ensuring effective provision of required and permissible services, and maintaining audit-ready student data and files.

7. Follow up with Advisors after monthly programming events to track SERF documentation and reimbursements and collect feedback from staff about how to continuously improve services.

8. Engage in professional development and maintain current knowledge of research related to barriers to higher education associated with socioeconomic disadvantage.

9. Represents Western within the statewide partnership structure; attends meetings and workshops as necessary.

10. Assist the Director and Assistant Director with regular administrative duties and undertake special projects.

DIRECT SERVICE TO STUDENTS AND FAMILIES

1. Educates and involves the College community in GEAR UP opportunities, answers specific inquiries, assists with research projects and workshops, and performs other related tasks.

2. Designs the GEAR UP student programming curriculum including workshops, seminars, summer academies, and an annual awards banquet with a focus on academics, tutoring, college readiness, college selection, career exploration, mentoring, ACT preparation, and financial aid and scholarship opportunities including the Hathaway Scholarship Program and Daniels Fund Scholarships.

3. Serves as the GEAR UP Advisor for Sweetwater County schools, including recruitment.
4. Supervises GEAR UP family focused outreach programming including surveys and parent information meetings. Oversees GEAR UP Parent Committee.

5. Works with Western and GEAR UP Advisors to encourage GEAR UP students to enroll in dual/concurrent courses and be involved in collegiate activities during their high school years.

6. Maintain ongoing contact with GEAR UP students during the summer after their high school graduation to provide support and assistance with college enrollment.

7. Plans and implements summer programming for GEAR UP students as they enter their senior year of high school.

8. Conducts presentations and networks with school district personnel or community groups as needed.

OTHER

1. Proficient with the budgeting and requisition process of the College.

2. Participates actively in the College’s ongoing efforts to promote a more effective learning environment for all Western students.

3. Involved as appropriate with Western’s outreach programs; shares information on opportunities available at Western Wyoming Community College.

4. Maintains an inventory of all assigned equipment and supplies; takes prudent efforts to safeguard Western physical resources from unauthorized use.

5. Maintains safe working conditions and practices at all times.

6. Keeps abreast of professional developments by attending conferences, seminars and workshops and by reading appropriate professional literature.

7. Performs other related duties as appropriate or required.

8. Follows all federal (FERPA, HIPPA, EOE, etc.) state, institutional and other (NJCAA) guidelines necessary to be in compliance.

Minimum Qualifications
MINIMUM QUALIFICATIONS (Knowledge, Abilities, Education and Experience)

1. Graduation from an accredited college or university with a bachelor’s degree in Education, Social Science, Psychology, Sociology, Business or closely related field.

2. Strong verbal and written communication skills.

3. Ability to make effective presentations for workshops, classrooms and in the community.

4. Strong computer skills, particularly in Microsoft Word, Excel, Canva, Zoom and project management systems.

5. Skill in working with a diverse population.

Equivalency Statement

For those candidates who do not exactly meet all minimum qualifications, an equivalent combination of education and experience, which has provided comparable knowledge and abilities, will be acceptable.

Preferred Qualifications
PREFERRED ADDITIONAL QUALIFICATIONS (Knowledge, Abilities, Education and Experience)

1. Graduation from an accredited college or university with a master’s degree Education, Social Science, Psychology, Sociology, Business or closely related field.

2. Experience working with Administrative Databases.

3. Prior federal grants management experience.

4. Experience supervising employees at a distance.

5. Experience working with low-income individuals.
