The Executive Director of Human Resources will provide dynamic and visionary leadership, strategic planning, support, and evaluation for all human resources functions and operations, including but not limited to employee relations, employment compensation, staff training and employee benefits.

Occasional meetings at different CCC locations and in the community may be required; travel to conferences and/or recruiting events may be required, Prolonged time sitting/standing working with computers and monitors, ability to walk/move across campus including walking up and down stairs, ability to lift up to 20 pounds (occasionally may be more), repeated motions may include keyboard typing in a typical office environment. Essential Functions

Human Resources Leadership - 20%


  • Develop and nurture positive employee/labor relations; ensure that the Human Resources Office responds to the needs of employees regarding personnel matters in an efficient and professional manner.
  • Provide advice and guidance to senior management and College employees regarding the Regional Board of Trustees' policies; develop policies and procedures for the efficient operation of the College’s human resources functions; assist in development of College policies in other functional areas.
  • Participate in the development of College objectives and strategic planning in relation to human resources programs and trends in human resource management; assist in the interpretation and implementation of the philosophy, vision, values and mission of the College.
  • Develop agendas for the Regional Board’s Human Resources Committee and attend committee and board meetings.
  • Develop and administer the annual departmental budget; monitor and approve expenditures and recommend necessary budget adjustments.
  • Supervise departmental staff.
  • Collaborates with Information Technology to ensure HRIS systems and processes are working effectively
  • Perform other essential functions, as assigned by the President.
Employment, Compensation Labor Relations, and Benefits - 40%

Employment
  • Maintains a working knowledge of employment law, including applicable Federal, New York State Civil Service laws, rules, and regulations and implements necessary changes to CCC policy and procedures
  • Leads the recruitment and hiring of College faculty and administrative staff and all staff of College’s related organizations. Provides support and guidance to screening committees. Provides recommendations for increasing diversity in applicant pools and hiring and determine appropriate salary placement for new hires.
  • Oversee administration of Civil Service positions and procedures
  • Manages the student employment program. Provides direction to the student employment team and works collaboratively with Financial Aid staff to ensure the program is in compliance with state and federal regulations
  • Provide leadership for training, development and recognition programs.
Compensation
  • Review and analyze position descriptions; assign new positions to appropriate pay grades.
  • Administer the College’s compensation structures and work collaboratively with College governance and unions to address concerns
Labor Relations
  • Serve as a resource in the mediation of employee problems; advise supervisors on progressive discipline matters involving unionized and civil service employees.
  • Administer three collective bargaining agreements and a non-union employee group to ensure compliance; administer grievance procedures.
  • Serve as lead contact for external employment complaints and litigation
  • Serve on negotiating and/or strategy teams, as directed.
Benefits
  • Responsible for the administration of benefit programs, including retirement, health, dental, vision, and life insurance, employee assistance, worker’s compensation, educational support and unemployment programs for the College and its related organizations.
  • Provides recommendations for strategic changes that will support budgetary priorities, the College’s strategic plan and maintain competitive compensation and benefit packages.
Legal Compliance - 30%
  • Serve as College’s Equal Opportunity Officer, ADA Coordinator, Section 504 Officer, and as a Deputy Title IX Coordinator
  • Keep current on pertinent legislation, rules, regulations and court decisions relating to Human Resources; interpret and ensure compliance with federal and state laws and regulations relating to Human Resources; consult with legal counsel on all legal problems, lawsuits and compliance issues.
  • Collaborate with other College personnel to ensure compliance with health, chemical hygiene, and safety issues.
Executive Leadership - 10%
  • Serves on the President’s leadership team and other committees (internal and external) and represents the President in a variety of settings as requested
  • Advises the President for execution of the mission and goals of the College and in sensitive employee situations
  • Embodies the College’s commitment to diversity, equity, and inclusion through leadership and action
  • Collaborates with counterparts in the SUNY system, as well as other professionals in HR

  • Demonstrated knowledge and understanding of best practices in human resources, effective HR principles and practices and employment and labor laws and regulations

Minimum Qualifications

Minimum Qualifications:


  • Bachelor degree in human resource management or related field and 7 years of progressively responsible experience or an equivalent combination of both education and experience
  • Work experience in developing and leading cultural and policy change efforts related to institutional access, diversity, inclusion, multiculturalism, or education and employment equity, including fluency with the current best practices in these areas
  • Labor relations experience encompassing exposure to collective bargaining, contract administration, and dispute resolution
  • Work history which demonstrates personal initiative in and ownership of assigned areas of responsibility
Preferred Qualification:
  • Master’s degree in relevant field
  • Ability to understand and support the philosophy of the community college environment
  • Certification as a Senior Professional in Human Resources (SPHR), Employee Benefit Specialist (CEBS), or other nationally recognized human resources certification
  • Experience in Banner by Ellucian System or other enterprise database systems inclusive with HR modules
