The ideal candidate will share Fresno City College’s commitment to educating its racially and socioeconomically diverse student population. For the 2020/2021 academic year, we enrolled over 21,500 students in which 60% identify as Latinx, 12% as Asian/Pacific Islander, 5% as Black/African American, 18% as White, 1% as American Indian/Alaska Native, and 4% as multiracial. Fresno City College is a Hispanic-Serving Institution, reflecting the great responsibility that the College has to the educational attainment and economic well-being of the surrounding community. The successful candidate will join a department dedicated to the use of curriculum responsive to the students it serves.

Under the administrative direction of the Director, Disabled Student Programs & Services (DSP&S), the Counselor/Coordinator, DSP&S Transition to College/Dual Enrollment will provide counseling and coordination of the complete range of counseling, accommodation and support resource services offered by the Disabled Students Programs & Services office at Fresno City College. The majority of this time will be spent focused on serving students who are participating in Dual Enrollment course offerings and those transitioning from high school or other adult school programs into the community college.

  • An equity-minded framework that ensures services and processes designed and delivered to meet the diverse needs of students;
  • Evaluating verification of disability documentation, identifying educational limitations and arrange for appropriate and reasonable accommodations which address those limitations;
  • Developing and revising Academic Accommodation Plans (AAPs) and Student Educational Plans (SEPs) for students with disabilities; Facilitating and coordinating accommodations, such as testing accommodations, note-taking, alternate media, adaptive equipment, ASL interpreting, etc.;
  • Collaborating with others to plan and provide students with support in navigating the college processes related to enrollment, matriculation and onboarding; Utilizing multiple measures to determine appropriate class placement; Providing specialized academic, career, personal, and disability management counseling to students with disabilities from diverse backgrounds;
  • Monitoring and tracking students’ academic performance and progress in degree objectives to ensure effective use of services and successful attainment of program objectives; Effective use of the Starfish student success platform;
  • Maintaining confidential records;
  • Accurately recording and completing data entry of information needed to complete mandated reports and service records;
  • Serving as an advocate for students with disabilities to facilitate equitable access to dual enrollment programs and students transitioning into the community college;
  • Assisting in the building of collaborative relationships with college faculty, high school faculty/staff and community partners;
  • Coordinating with high school and college instructors, counselors, staff, and community partners to assist students in accessing appropriate accommodations and resources to support the student in the pursuit of their educational goals;
  • Participating in professional development activities related to student achievement and equity, program development and review, student activities, high school outreach, and faculty committees;
  • Participating and assisting with in-service training for faculty, staff, and community;
  • Providing liaison services between students with disabilities, faculty, staff, and appropriate campus and community support systems;
  • Participate and assist with in-service training for faculty, staff, and community;
  • Provide liaison services between the Fresno City College DSP&S program, Fresno City College Dual Enrollment program, transition programs, and feeder schools;
  • Participating in the preparation of budgets, state reports, grants, and other reports as directed.
  • Working with other DSP&S counselors to provide support for students navigating pathways with the onboarding process and act as an internal liaison to pathway success teams;
  • Participating in program review, student learning outcome development, and assessment to improve student learning;
  • Serving on and attending department, college, and district committees as needed;
  • Participating in program review, student learning outcome development and assessment to improve student learning;
  • Teaching assignments in a variety of instructional settings and times, including evening and/or weekends, on-line or off-campus and large group instruction classes as needed, may include off-campus instruction at local high schools for dual enrollment;
  • Otherwise fulfilling all of the duties and responsibilities of instructors as required by Administrative Regulation 7122; and
  • Other duties as assigned.

Minimum Qualifications

All candidates must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practice within the classroom; AND

  1. Master’s in rehabilitation counseling; OR
  2. Master’s in counseling, guidance counseling, student personnel, clinical or counseling psychology, education counseling, social work, career development, marriage and family therapy, marriage, family and child counseling; OR a bachelor’s degree in marriage and family therapy or marriage, family and child counseling AND possession of a license as a Marriage and Family Therapist (MFT); AND
    • Fifteen or more semester units in upper division or graduate level course work specifically related to people with disabilities, OR completion of six semester units, or the equivalent of a graduate-level counseling practicum or counseling field work courses, in a post-secondary Disabled Students Programs and Services (DSPS) Program or in a program dealing predominantly or exclusively with people with disabilities; OR
    • Two years of full-time experience, or the equivalent in one or more of the following:
      1. Counseling for students with disabilities; OR
      2. Counseling in industry, government, public agencies, military or private social welfare organizations in which the responsibilities of the position were predominantly or exclusively for persons with disabilities, or the equivalent; OR
  3. A valid California Community College Credential; OR
  4. The equivalent education and/or experience (requires an equivalency).

Desirable Qualifications

  • Experience and skill incorporating elements of diversity, equity, and inclusion into all areas of responsibility;
  • Recent experience working with African American, Asian/Pacific Islander, Latinx, Native American, and other racially minoritized students in the classroom and an understanding of how historical patterns of exclusion of these groups in higher education shape patterns of participation and outcomes;
  • Willingness to examine and remediate one’s instructional, relational, and classroom practices to more effectively engage and support racially minoritized students;
  • Related work and professional experience;
  • Experience working with students of various cultural, gender, age, socioeconomic, and ethnic backgrounds, including disabled students;
  • Demonstrated ability to work with computers, and other technologies, which are utilized in providing high-quality instruction and support to students.
  • Demonstrated ability to communicate effectively with students and staff;
  • Knowledge of the community college and its mission and goals;
  • Experience and skill with addressing issues of equity;
  • Experience counseling with students in college-level disabled students’ programs;
  • Experience working with students of various academic, socioeconomic, cultural, and ethnic backgrounds;
  • Knowledge of the ADA and Section 504 and Section 508 of the Rehabilitation Act;
  • Demonstrated experience with learning disabilities assessment interpretation;
  • Demonstrated ability to work and plan independently;
  • Knowledge of Dual Enrollment policies and procedures;
  • Knowledge of K-12 policies and procedures for establishing and implementing special education services and 504 plans;
  • Related work and professional experience; and
  • Knowledge of the community college and its mission and goals.

Conditions of Employment

177-181 duty days per year. Contingent upon funding.

Salary and Benefits

Annual starting salary is $60,678 – $93,414 based on education and experience. A doctoral stipend of $2,270 is available. Salary will be prorated to reflect total duty days assigned. In addition, the District offers an attractive fringe benefit package including medical, dental, and vision coverage for the employee and dependents, and life insurance. Employees are also members of the California State Teacher’s Retirement System (CalSTRS).

Selection Procedure

Applications will be screened by Human Resources for completeness and to determine which applicants meet the minimum qualifications as stated in the job announcement.

From the applicants who meet the minimum qualifications and who have submitted all the required documents by the closing date and time listed on the job announcement, a selection committee will review the candidates who are best qualified based on the minimum and desirable qualifications then determine who will be invited to interview.

The selection committee will rate responses to the interview questions, and writing prompt (if applicable). Based on this rating, a small number of applicants will be selected as the “recommended candidates”. These candidates will be forwarded to the Vice President and College President for final interviews.

A hiring recommendation will be made by the College President and forwarded to the Board of Trustees of State Center Community College District for final approval.
