The Vice President for Administrative Services is the chief financial officer of the college district and reports to the President. This senior level position will provide vision, leadership and overall administration for several departments within the college including: Business Office, Auxiliary Services, Physical Plant, Risk Management and residence halls.
 
As a member of the President’s Executive Cabinet, this position will provide leadership in policy formation, strategic planning, budget development and personnel allocations.
 
Vital working relationships include:
Board of Trustees, Foundation Board, College County Fair Service Association Board, Iowa Department of Education, Auditors, Iowa Association of Community College Business Officers, Insurance Management Program for Area Community Colleges (IMPACC), and Iowa Community College Online Consortium (ICCOC). The Vice President will play a key leadership role within the college and the community and will keep abreast of local, state, national and global trends that may influence the college.


This position is a full-time position (261 work days per year); with an annual starting salary of $130K.

Benefits include single medical ($1000 deductible), dental & vision insurance, $50,000 life insurance, long-term disability, paid sick leave, 15 days’ vacation, paid spring and holiday breaks and participation in IPERS or TIAA-CREF retirement plan.

The Vice President for Administrative Services will be assigned to the West Burlington campus but must have the ability and mobility to regularly visit other areas throughout the college district and state. Must be able to work on a basis of “available as work demands” in addition to a fixed schedule, which may include evenings and weekends.

The Vice President for Administrative Services will abide by the employment contract and relevant policies and guidelines of the Board of Trustees.

 
Essential Duties Summary
 
Responsibilities include but are not limited to:
  • Supervise all aspects of the institutional business & finance operation within the Uniform Financial Accounting Procedures for Area Schools, Board Policies and Institutional Guidelines.
  • Perform the duties of Board Treasurer as required by the Code of Iowa, Board Policies and federal and state laws.
  • Maintain a day-to-day knowledge of operations in areas of responsibility
  • Establish operational procedures including short- and long-term planning for areas of supervision; orient the total institutional staff to the important aspects of these procedures.
  • Supervise and/or prepare reports required by the President, the College, local/state/federal governments in a timely fashion.
  • Attend all Board meetings to act as a resource person to the President and Board on all business and financial matters.
  • Take active leadership role in the development and administration of the comprehensive college budget; direct the forecast of funds needed for staffing, equipment, materials and supplies; monitor revenues and expenditures; and implement adjustments under authority of the President as required by Board Policy, the Code of Iowa and federal laws.
  • Supervise and evaluate the performance of the staff within the division and provide for their continued professional growth and development. Staff include: Administrative Assistant, Controller, Director of Auxiliary Services, Director of Buildings and Grounds, Facilities, and Director of Residence Life.
  • Direct and oversee activities related to the college’s risk management program, including: worker’s compensation, property and general liability.
  • Serve as a liaison for financial services for the College related to business & industry, federal/state grants, governmental agencies, other colleges, community groups and various organizations.
  • Represent the college in the most positive manner with prospective, former and current students, legislators, business and industry, labor, other educational institutions and the community we serve.
  • Other duties as assigned.

 

Required Qualifications
  • Bachelor’s Degree with emphasis in accounting or finance required; Master’s degree or CPA preferred.
  • A minimum of five years of proven financial and administrative experience at the senior management level
  • Familiarity with bond issuance and tax referendum process; working knowledge of risk management and physical plant operations functions preferred.
  • Working knowledge of computer software applications, specifically Microsoft Word, Excel, and Outlook. Ability to learn and develop competency in SCC’s Administrative Software (Ellucian).
  • At least three (3) years of supervision and assessment/evaluation of staff.
  • Thorough understanding of and commitment to the mission of a comprehensive community college.
  • Highly organized with independent critical thinking skills and ability to work under pressure.
  • Excellent conceptual and planning skills; ability to relate well with other professionals within the college and at other institutions.
  • Self-motivated, energetic and creative individual with proven leadership, planning and administrative skills.
  • Ability to identify needed action without continual direction.
  • Strong human relations and interpersonal communication skills to interact positively with diverse personalities and populations.
  • Demonstrated commitment to shared governance, consensus building, and team approach to management.
  • Ability to handle highly confidential matters with discretion.
  • Problem solving and critical thinking skills.
  • Clear and effective oral and written communication skills.
  • Knowledge of and ability to work within continuous process improvement systems.
  • Experience in working with unions highly desired; experience with labor negotiations and supervision of represented staff preferred.
  • Demonstrated sensitivity to and understanding of the diverse academic, social, economic, cultural, disability, and ethnic backgrounds of community college students.
  • Experience in a multi-campus college district highly desirable.

Physical Demands
The Vice President for Administrative Services must have the availability to work on a basis of “available as work demands” rather than a fixed schedule is required. Must be available to respond to emergency situations. Ability and mobility to serve the SCC district as needed.
