General Responsibilities
The dean serves in a non-teaching, key academic and administrative role, providing leadership and representation for the Health, Science and Technology division internally and externally. The role supports the college’s mission, vision, and values; fosters a culture of care and belonging for all students and employees by promoting equitable and inclusive experiences for learners and employees. This inaugural dean will role Dean lead an interdisciplinary division in strategizing and enacting activities that promote enrollment growth, retention, and completion. The incumbent actively collaborates with department chairs, the associate Dean, and fellow deans to foster personal enrichment, successful transfer, credential obtainment, and/or career advancement. The dean promotes a climate of high performance in operational and academic excellence. The position provides effective and innovative leadership, alignment, and advocacy across the interdisciplinary courses and academic programs in the health, science, and technology division. Responsibilities also include being accountable for division budgets/resources in addition to building and sustaining external partnerships.

Work Performed
  • Lead the implementation of HCC Forward related activities in the division
  • Provide vision and leadership in the development and implementation of an academic plan that aligns with the mission, vision, and values of HCC
  • Coordinate academic input in the development and implementation of the college’s strategic plan
  • Leverage data needed to adjust division activities that promote enrollment, completion, and retention for students
  • Collaborate in the development of external partnerships (i.e., K-12, community partnerships, and articulation agreements)
  • Provide direction and oversight to ensure that grants and related activities are in accordance with federal and state regulations, policies, and procedures
  • Collaborate with Public Relations and Marketing to externally promote academic degrees, courses, and/or certificates
  • Represent the division within HCC’s shared governance activities
  • Facilitate communication and collaboration within the division, HCC, and the community
  • Oversee curriculum development and assessment of division programs and offerings
  • Supervise, evaluate, develop, and support division policies and processes
  • Monitors and creates reports and practices that evidence institutional compliance with institutional, state, and federal policy
  • Provide management of division personnel and resources, which includes but is not limited to supervision and evaluation of the Associate Deans and Chairs, and other division leadership and staff as appropriate
  • Develops, oversees, analyzes, and makes budget decisions in alignment with the college’s strategic plans, values, and priorities
  • Provides direction and oversight to assist personnel with completing and complying with education and training requirements, accreditation requirements, and processes to maintain accreditation status
  • Provides leadership and oversight of student-centered schedule creation
  • Perform other duties as assigned

KNOWLEDGE REQUIRED
  • Minimum of a master’s degree
  • Minimum of five years of leadership experience with a demonstrated track record of success
  • Minimum of three years of postsecondary-level teaching
  • Effective written and verbal communication, with preferred experience in grant writing
  • Knowledge and understanding of diversity, equity, inclusion issues, and best practices in higher education
  • Knowledge of best practices in health, science, and technology and the accreditation requirements within the departments
  • Proven record of excellent strategic planning, goal setting, and leading faculty and administrators toward outcomes
  • Evidence of excellent interpersonal and communication skills and the ability to work cooperatively with students, faculty, administrators, and other constituents
  • Proven leadership and demonstrated ability to mediate conflict
  • Demonstrated ability to draw connections and foster interdisciplinary collaboration
  • Ability to work independently, flexibly, and as part of a team
  • Working knowledge of technology and data analysis as it applies to higher education
  • Knowledge and demonstrated understanding of HCC’s mission and priorities, with emphasis on teaching and learning
  • Ability to use technology to effectively gather data and manage enrollments, class schedules, and space/facilities planning
  • A working knowledge of curriculum and instructional planning, development, and assessment

  • Ability to maintain strict confidentiality and utmost discretion in interpersonal and written communication
  • Ability to perform multiple tasks simultaneously, take initiative, assess situations, and respond appropriately and efficiently; adaptability and flexibility are key characteristics for this position
  • Ability to work cooperatively both as a team leader and team player
  • Ability to work under stressful conditions and effectively handle difficult situations within college guidelines and policies
  • Ability to independently identify and problem solve; make decisions and follow through, identifying the resulting process improvement opportunities
  • Strong communications skills, which include the ability to write clearly and concisely
  • Ability to interact effectively with others to determine needs and resolve conflicts
  • Regular, timely attendance is a requirement of this job
  • Ability to fulfill duties outside of traditional hours
  • Performs all duties while considering the impact of any actions on the college’s sustainability initiatives in environmental stewardship, social responsibility, and economic prosperity

 

Working Conditions
Responsibilities involve deadline, time driven conditions, and considerable multi-tasking. Flexibility in scheduling to meet department and division needs is required. Must be able to work overtime and outside of normal daytime working hours when necessary to complete assignments

As a participating member of the Maryland Retirement and Pension System, HCC offers two retirement options: The Pension, which requires a 7% employee contribution and The ORP, a 403(b) with a 7.25% employer contribution only. Employees in positions that do not require a bachelor’s degree must participate in The Pension. Employees that possess a bachelor’s degree and hold professional positions that require a bachelor’s degree may choose to participate in either The Pension or The ORP.
