Job Summary

Reporting to the Chief Operating Officer, the Chief Technology Officer is responsible for district-wide strategic leadership of technology acquisition and deployment; the design, implementation, and coordination of the information technology practice and policy for the College; and the purchase and maintenance of all IT hardware and software for the institution. This position provides leadership that ensures information technology tools efficiently and effectively support the College’s mission and goals.

Primary Duties and Responsibilities

Essential Performance Requirements*
  • Leads strategic planning, implementation, and operational guidance of all aspects of academic and administrative computing, instructional support, networking, support for distance learning, accessibility, security, cyberattack prevention, and integration of technology into the learning process
  • Confers with District leaders to plan and support technology needs; coordinates with District administrative departments for funding and coordination with the facility master plan, exhibiting fiscal responsibility
  • Publishes long and short-range plans to communicate and organize efforts to achieve the future state of technology that is integrated into College-wide planning, including recommending new technology solutions to improve efficiency and outcomes or reduce costs
  • Leads budget planning for IT Department, enterprise technology projects, and other organizational needs to anticipate maintenance, repair, software, and network infrastructure needs of the College; maintains appropriate control and oversight of all financial and budgetary matters for the division
  • Evaluates vendor proposals for hardware, software, and technical services, providing sound recommendations to the Board of Trustees that ensure optimum cost effectiveness and adherence to technical specifications; subsequently manages vendor delivery of products and services
  • Develops and implements policies relating to the use, licensing, security, and procurement of telecommunication and information technology
  • Prepares and reviews routine reports to the Chief Operating Officer, the Chancellor, the Cabinet, and the Board of Trustees

General Supervision and Management
  • Provides leadership to technical teams of the District’s IT department and oversees the implementation of new technologies including large, enterprise projects
  • Applies business principles to contracts and vendor relationships to manage risk and outcomes
  • Sets tone of the department establish a respectful relationship among team members and a customer service mindset for service to the organization
  • Communicates with a diverse team to motivate and drive results
  • Grows skills of IT department leadership team to ensure maintain an effective and stable workforce
  • Sets priorities and organizes work into realistic sub-projects to ensure and measure progress

Service Excellence
  • Participates on behalf of the College in external community organizations and associations as assigned to support the essential performance requirements
  • Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
  • Completes all required training and professional development sessions sponsored through Tarrant County College (TCC)
  • Supports the values of the College: diversity, teaching excellence, student success, innovation, and creativity and service to the College
  • Supports the mission, values and 3 goals and 8 principles of the College

Supervision
Works under the general supervision of the Chief Operating Officer

Required Minimum Qualifications

  • Bachelor’s degree from a regionally accredited college or university in Technology, Computer Science, Business Management, or a related field
  • Ten (10) years’ working experience related to the Essential Performance Requirements
  • Eight (8) years’ experience supervising (e.g., managing, evaluating the performance of others)

Preferred Qualifications

  • Master’s degree from a regionally accredited college or university in Technology, Computer Science, Business Management, or a related field

Knowledge, Skills and Abilities

  • Knowledge of latest technology and how it can be applied to the College
  • Skilled in business acumen to interpret and manage contractual terms and relationships
  • Skilled in supervising a professional workforce and addressing performance management
  • Skilled in excellent customer service and interpersonal skills with diverse populations
  • Skilled using Microsoft applications and enterprise systems, including word processing, spreadsheet, project, and presentation software
  • Ability to work effectively in a collaborative environment and a setting that is diverse and urban
  • Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume
  • Ability to analyze data and provide sound recommendations based on policy, procedure, practice, and existing regulations
  • Ability to delegate work appropriately to staff to meet College and campus deliverables
