About the Department

The 900+ positions of the Facilities Division service the students and staff of the University’s teaching, research/administrative space and 2, 240 acres of infrastructure. The Facilities Division provides design and building services, maintenance, custodial, landscape, solid waste removal, utility, mail, and motor pool services 24 hours a day, 365 days a year. The goal is to deliver cost effective services to the University, ensure completed projects and maintenance that conform to codes and regulations, while minimizing University liabilities and disruptions caused by the maintenance, repair, building, and equipment modifications to the University.

Essential Job Duties

NC State University’s in-house Waste Reduction and Recycling (WRR) Department manages the collection and proper recycling or disposal of a wide array of material streams on campus including mixed recycling, compost, landfill, construction and demolition, and over 15 types of other specialized materials. NC State University has a strong commitment to reduce materials headed to the landfill and achieve a 70% diversion goal. Through innovative and award-winning programming such as Zero Waste Workplace, NCSU’s Compost Facility and Research Cooperative, Special Event Recycling, Athletics Recycling and numerous student engagement programs, WRR is designing the future of what materials management looks like on a college campus.

The Operations Manager (OM) reports to the WRR Manager and the primary role of the position is to coordinate and oversee two critical functions of WRR: the automated collection of campus waste, recycling and compost (Front End Load/FEL Team) and heavy equipment operation (Equipment Services/ES Team) utilizing a team of ten skilled, CDL licensed drivers and heavy equipment operators. Each team has an in-field supervisor that reports to the OM.

The FEL Team provides skilled operation of FEL Refuse Trucks and the automated collection and hauling of approximately 425 dumpsters for landfill, mixed recycling and compost on campus. The ES Team provides trained operators and equipment to support campus projects and operations (with forklifts, backhoes, trailers, etc) and are the primary hauler of 20-yard roll-off s. ES staff serves as rotating on-call operators to provide 24-hour, 365 day a year coverage for campus emergencies requiring equipment support. Annually, WRR handles approximately 1,450 tons of recycling, 2,247 tons of organics, 272 tons of reuse, 3,230 tons of landfill waste, and 834 tons of construction and demolition debris, diverting as much of that as possible through recycling, composting or reuse before the landfill.

Key Responsibilities Include:
  • Sets the vision and operational plan related to the FEL (Front End Loader) Team and the Equipment Services (ES) Team.
  • Provides strategic, budgetary and managerial oversight for FEL and ES Teams.
  • Provides HR support, including performance reviews, recruiting and hiring, training and disciplinary procedures.
  • Collaborate on programs to innovate, design and elevate diversion throughout all operations.
  • Oversight of WRR’s drop-off convenience site for the management of bulky waste, scrap metal, electronics, construction waste, white goods, tires, batteries, pallets, etc.
  • Performs research on technical information, analyzes data and makes recommendations on operational changes and efficiencies, including making recommendations for future collection strategies and logistics.
  • Advise the university on alternative collection methods and best practices for materials collection and management to inform the future campus master plan.
  • Utilizes routing software, scale data, waste audit information and customer feedback to evaluate and make improvements to collection operations.
  • Manages the fleet of FEL trucks and heavy equipment, and ensures equipment is maintained for safe operation.
  • Participates in the development and management of the department’s budget and advises on financial and operational/equipment needs, while managing several contracts and RFP’s for services.
  • Manage the contract, vendor and logistics for compactors on campus.
  • Assist with annual service agreements, service rate determinations, and customer service plans and relationships.
  • Serves as a representative for the department for campus construction design reviews to advise on dumpster/collection areas and needs.
  • Key member of the Facilities Weather Event Response team. The FEL and ES Team provide adverse weather response including snow plowing, brining and salting.
  • Coordinate large-scale campus collection events such as Student Move Out, Move In and Packapalooza.
  • Support student projects related to studying collection systems and technology.
  • Manage WRR’s safety plan with the university’s Environmental Health and Safety Department

The ideal candidate for this position is a dynamic leader with a proven ability to support and develop staff and foster a safe and collaborative work environment. Must have the ability to analyze and resolve complex issues and logistical challenges, and possess a thorough understanding of the solid waste and recycling industry and local, state and federal rules and regulations. Must be a collaborative campus partner and excellent communicator. Ideal candidate will have a background in solid waste and recycling collections and technical knowledge of equipment and CDL requirements and regulations. A strong interest in helping NC State reach its 70% waste diversion goal and an interest in maximizing diversion is a must.

Other Responsibilities

  • This position may be required to come to work even when the university is closed.

Minimum Experience/Education

High school diploma or equivalency and two years of experience in the trade(s) areas assigned; or an equivalent combination of training and experience.

Other Required Qualifications

  • Must be able to communicate effectively with supervisors, customers and the general public. 
  • Demonstrated experience in leading and directing teams toward a common goal.
  • Position serves in a critical role and employee must work during adverse weather conditions and may be required to work even if the University is closed to normal operations.

Preferred Qualifications

  • At least three years of experience related to the position including a strong understanding of the solid waste and recycling industry, collection methods and equipment, and supervisory/leadership experience. 
  • A CDL license is not required, however and understanding of CDL requirements preferred as this position manages CDL-certified drivers and operators.

Required License or Certification

  • Valid Driver’s License required. 
  • North Carolina Driver’s License required within 60 days of hire and must be maintained.
