Essential Job Duties
The Business Officer provides compliance oversight and budget management for the Juntos program, including Federal, State, and National-level work. This will include Foundation, Trust Fund, receipt accounts, national Juntos Consortium and county, local, state and federal appropriated accounts equaling approximately $10M. The Business Officer will lead pre and post-award budget development in consultation with the Juntos leadership for grant submission while analyzing and recommending budget expenditures for long-range projections for all grant programs. In addition, the position will provide day-to-day support for general business operations.
The Business Officer position’s primary responsibilities will include:
- Lead and manage the Pre Award and Post-award process for Juntos in partnership with DASA Finance, Sponsored Programs, and Contracts and Grants;
- Oversee the post-award process to ensure compliance with funder and University protocols; Including but not limited to Project Modification Requests (PMR), Salary Distribution Change (SDC), Journal Vouchers (JV), monthly reconciliations and closeouts for multiple grants, foundations, trust funds, and state-appropriated accounts;
- Independently conduct responsibilities involving personnel management, entering and approving travel, reconciling P-cards, payroll, purchasing, and other day-to-day business functions as assigned for Juntos;
- Monitor biweekly payroll to ensure actions have been entered correctly;
- Monitor Monthly payroll to ensure correct entry;
- Interpret, modify, and/or develop policies and procedures for the grant program for efficient financial management, which will translate to implementing procedures with program staff. Consult with the Director on budget expenditures for annual and long-range strategic budgetary planning;
- Develop budgets for grant submission ensuring federal compliance for grants and alignment with the grant narrative;
- Determine and respond to issues and/or discrepancies involving guidelines for allowable and unallowable costs to ensure the university’s compliance;
- Act as liaison between DASA Finance, CALS, Sponsored Programs, Contracts and Grants, and other funding sponsors and partners regarding budget reports and regulations associated with Juntos Programs and providing support to the Juntos Director;
- Make recommendations for procedures based on an annual assessment process;
- Determine and respond to issues and/or discrepancies involving federal & other funding sponsor guidelines for allowable and unallowable costs to ensure the university’s federal compliance which will require expanded knowledge of regulations for at least four different types of federal programs;
- The Business Officer position will require unique and more specialized knowledge of regulations and policies (allowable and unallowable costs and services).

Minimum Education and Experience
Require post-baccalaureate credentials plus 1-2 years experience; a bachelor’s degree and 2-4 years experience may be substituted for the advanced degree on an exceptional basis.
Other Required Qualifications
- Progressively responsible experience with contracts and grants, including managerial roles and experience with knowledge of uniform guidance;
- Proficiency in Access and/or other database management software;
- Proficiency with standard office software, including Microsoft Word, Microsoft Excel, and Adobe Acrobat; and adaptability to the ever-changing technology within the University;
- Experience with contracts and other external funding vehicles, as well as proficiency in the use of databases;
- Good verbal and written communication skills;
- Must be a self-starter and willing to take the initiative to perform responsibilities independently;
- Strong organizational and analytical skills.
Preferred Qualifications
- Experience w/Google Mail and PeopleSoft preferred;
- Experience using the National Science Foundation’s FastLane database, Grants.gov, or other federal government electronic systems;
- 3+ years of progressively responsible experience in contracts and grants office, including managerial roles and experience with knowledge of uniform guidance;
- CRA certification preferred.
