Position Summary/Purpose of Position:

Reporting to the Executive Director of Enrollment Management & University Registrar, the Associate Registrar serves as a member of the Office of the University Registrar’s (OUR) leadership team, and represents the Office on campus committees, workgroups, initiatives, and projects. The Associate Registrar provides leadership and oversight for critical academic support services provided by OUR, to include: academic advisement support, degree audits tracking, transfer credits evaluations and processing, grades and graduation requirements processing, diplomas production, and desktop and systems support. This position oversees, leads, and supervises the Office’s Transfer Credit Services, Diploma Services, Technical Support Services, and Systems Support Services teams (currently consisting of an assistant registrar, an assistant director, a manager, a coordinator, two systems administrators, four assistants, and an IT PC specialist, for a total of 11 staff members—four of them in supervisory roles). The position sets the strategic direction for these operations, and provides overall project management in technical and technological applications, functionalities, and initiatives in OUR. The Associate Registrar enables the introduction of appropriate technology in OUR by leading the Office’s systems’ exploration, acquisition, and implementation efforts. The incumbent assesses needs, provides functional business knowledge, defines requirements, investigates solutions, implements new technology, and is responsible for ensuring that the technology that supports office operations is efficient and effective. The position coordinates and liaises with the Division of Information Technology (DIT) in the development, testing, and maintenance of information systems and web-based applications relevant to OUR processes, including the university’s interactive student web services portal (TESTUDO). The Associate Registrar will play a critical role as an OUR leader and subject matter expert in the implementation of the university’s new student information system. The incumbent is also responsible for the assessment, reporting, and disclosure of student enrollment data that are managed in the various student systems in OUR, and coordinates the development and maintenance of the OUR reports library and the Office’s website. The Associate Registrar also oversees all processes related to student data disclosure, including the evaluation of data requests, the decisions on approval or denial, and the preparation and transmission of data, data analyses, and reports. The incumbent ensures OUR’s compliance with all university, University System of Maryland (USM), Maryland Higher Education Commission (MHEC), and State policies and procedures related to transfer and articulation, degree requirements, and other relevant academic support services. The position also ensures compliance with the federal Family Educational Rights and Privacy Act (FERPA). This position collaborates with OUR staff, Office of Student Financial Aid, Undergraduate and Graduate Admissions, Undergraduate Studies, Colleges and Schools, DIT, and other operations concerning all academic and systems support services and functionalities overseen by the position that impact these stakeholders, and relevant university external constituents.

Minimum Qualifications:

Education:
Bachelor’s Degree required. 

Experience:
  • A minimum of six years’ experience providing academic support services and technology management in higher education, preferably in an Office of the Registrar, to include at least six years of supervision of employees.
  • Extensive experience with technological solutions for managing academic records
  • Demonstrated project management experience
  • Computing background with in-depth experience in the use and management of student information systems and web development applications

Knowledge, Skills, and Abilities:
  • In-depth understanding of student records administration. 
  • Expertise in academic advisement support, transfer credit evaluations and processing, degree audits tracking, grades and graduation requirements processing, diplomas production, electronic data interchange, managing systems and records audits, and the overall functioning of the operations of an Office of the Registrar. 
  • Broad and detailed knowledge of university policies and procedures.
  •  Knowledge of federal (e.g. FERPA), State, and university policies and procedures related to data privacy, confidentiality, management, and reporting. 
  • Proven ability in the planning and implementation of technical designs and solutions to solve business problems.  
  • Understanding of dependencies and expertise in integration between systems modules and among systems. 
  • Experience and expertise in data assessment, management, design, analysis, reporting, and visualization (including the use of tools such as SAS Enterprise Guide and Visual Analytics, Tableau, Excel), or other similar business intelligence tools.
  • Skills in strategic vision, relationship management, and attention to detail. 
  • Ability to promote and work in a team environment.

  • Ability to communicate technical concepts, practices, and protocols to a non-technical audience, and to provide systems training. 
  • Knowledge of current and emerging information technologies and systems, including systems development.
  • Demonstrated ability to make administrative/procedural decisions, direct complex projects, meet deadlines, assign tasks, track accomplishments, and meet established goals and objectives. 
  • Ability to work effectively with a wide range of stakeholders in a diverse community and rapidly changing technical and technological environment.

Additional Information:

Salary range: $112,000 – $125,000
