Job Description Summary

 

The Human Resources Analyst position will report to the San Luis Obispo campus with occasional support at the North County Campus in Paso Robles as needed. The work schedule is will be developed collaboratively with the incumbent between the hours of 7:30 am and 5:00 pm Monday through Friday.
 

DEFINITION
Under general supervision of the Assistant Director, Human Resources, performs professional and confidential duties in support of the District's Human Resources functions; and other related duties as assigned.
 

DISTINGUISHING CHARACTERISTICS
The Human Resources Analyst is the intermediate level classification among the Human Resources Division support staff series. Positions allocated to this class experience extensive contact with the public and staff. Performance of duties requires a working knowledge of district policies, rules, regulations, collective bargaining contract provisions, the organizational structure, and the ability to maintain confidentiality.
 

This class is distinguished from the next higher-level class of Human Resources Specialist in that the latter is the advanced working level class in the series and is expected to be able to perform varied and complex assignments independently and without detailed guidance or instructions. This class is distinguished from the next lower level class of Human Resources Technician in that the latter works with the guidance of professional staff to perform routine para-professional level tasks within a well defined and limited scope of responsibility, with accountability for performing complex as well as routine tasks.

Incumbents in this position contribute to institutional effectiveness, and support student success by serving as the Human Resources main point of contact for classified, adjunct and full-time faculty, and/or executive/administrative employment. In addition, incumbents in this position assist other Human Resources Department staff with various job duties that provide support to the campus.

Essential Functions & Qualifications

 

ESSENTIAL FUNCTIONS
  • Greet office visitors and answer telephone calls; screen and direct calls and visitors to appropriate personnel;
  • Initiate and maintain record of adjunct faculty eligible for employment;
  • Serve as Equal Employment Opportunity representative on selection committees; assure compliance with Equal Employment Opportunity rules and regulations; track and maintain EEO training for recruitment and hiring committees;
  • Establish employment calendar annually for employees working less than twelve months per year, maintain related documentation and distribute to appropriate departments;
  • Perform a variety of complex duties preparing and processing a variety of confidential information including but not limited to promotions and professional growth, along with other legal and compliance issues;
  • Prepare personnel-related Board actions in accordance with established formats timelines; prepare, compile, and organize appropriate background materials;
  • Participate in and provide support for recruitment, testing and selection processes;
  • Review new and revised job descriptions and analyze for appropriate salary placement;
  • Coordinate evaluation processes for employees and keep evaluation dates current. Responsible for notifying all departments when evaluations are due;
  • Conduct special studies and projects and prepare statistical and narrative reports, correspondence and other written materials;
  • Conduct accident investigations, assist with coordination of ergonomic evaluations and deliveries of safety related items;
  • Serve on various committees, assist with agendas and minutes;
  • Utilize the District’s integrated software in performing the required duties of the position;
  • Assist in the day-to-day activities of the office to assure efficient and effective office operations;
  • Respond to requests for information from staff and the general public regarding District policies and procedures;
  • Operate a variety of office equipment such as a computer, calculator, copy machine and scanning devices;
  • Assist with any Requests for Information (RFI’s) requested by the bargaining units or outside agencies; and
  • Other duties as assigned.
 

QUALIFICATIONS
Required
  • Any combination equivalent to Associate’s degree in Human Resources, Business Management, Business Administration, Public Administration or related field AND
  • Two (2) years of increasingly responsible Human Resources experience OR
  • A combination of education and experience will be considered.
 

Knowledge of:
  • Methods, practices, terminology and procedures used in working with various employee groups of the College;
  • Modern office practices, procedures and equipment;
  • Record-keeping techniques;
  • Inner workings of how HR, Payroll and Benefits work together.
  • Interpersonal and telephone skills usage tact, patience, courtesy and etiquette;
  • Current technologies, personal computer, and associated office software such as word processing, spreadsheet, presentation, and/or database software;
  • Correct usage of English, grammar, spelling, punctuation, and vocabulary; and
  • District organization, operations, policies and procedures.
 

Ability to:
  • Perform a variety of clerical duties related to the day-to-day functioning of the department.
  • Interpret, apply and explain rules, regulations, policies and procedures;
  • Be organized and thorough in assigned tasks;
  • Perform simultaneously, numerous assignments, with close attention to detail, schedules and deadlines.
  • Prepare reports by gathering and organizing data from a variety of sources;
  • Work confidentially with discretion;
  • Work efficiently with many interruptions;
  • Operate a variety of office equipment such as computer terminals, calculators, copiers and scanning devices;
  • Make mathematical calculations quickly and accurately;
  • Make arrangements for meetings and conferences;
  • Maintain a variety of files, records and logs;
  • Plan and organize work.
  • Establish and maintain cooperative working relationships with those contacted in the performance of duties; and
  • Demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students and staff and students with physical and learning disabilities.
 

Physical ability to:
  • Read and comprehend printed matter and text and data on computer monitors;
  • Communicate intelligibly and effectively via speech, telephone, written correspondence, and/or email;
  • Sit or stand for extended periods of time;
  • Lift and/or carry 25 pounds; and
  • Exert manual dexterity sufficient for keyboard and other office equipment operation.
 

License and Certificates 
(current within the last year) :
Required
  • Valid driver’s license and eligible to obtain California driver’s license upon hire.

SALARY SCHEDULE

Below is the full salary schedule range for this position, steps A through E. Per Cuesta College’s bargaining agreement, new employees are placed at Steps A through C, which is the anticipated hiring range also listed below.   • Salary Schedule Range: $4,860 - $5,907 per month.
  • Anticipated Hiring Range: $4,860 - $5,358 per month.
